Pull Request Ready for Review (!/?)

Hello,

I created https://github.com/apereo/cas/pull/5116 last week and it seems to pass all automatically executed actions, does this mean it is ready for review? If yes: Would you be so kind to review it?

If no: is there something else I need to do? I tried to follow the documented procedures and I am not aware that I missed a step.
