Request for Public Comments on ICANN Open Proceedings (Jul 2025)

The following are new public comment proceedings which are currently open for inputs:
Description: This is the first Public Comment proceeding on the draft Next Round Base gTLD Registry Agreement which outlines the rights and obligations of new gTLD Registry Operators. This first proceeding is intended to gather feedback on substantive elements of the Next Round RA, and the community (including potential Next Round applicants) is encouraged to provide its input to allow more time for consideration. The second Public Comment proceeding is expected for September 2025 and is intended for incremental changes.

Description: ICANN is seeking inputs on RZ-LGR-6 which adds the Thaana script. This version also includes updated RZ-LGRs for Bangla (Bengali), Japanese, and Khmer scripts. After consideration of the comments, and modification by the Integration Panel as needed, the final version of RZ-LGR-6 will be posted on the Root Zone Label Generation Rules page.

Description: ICANN is requesting inputs to the MSR-6. The MSR is a subset of code points in Unicode 16.0 and is a deliverable from the Integration Panel under the RZ-LGR Procedure and serves as a starting collection of code points from which Generation Panels may make a selection in constructing the repertoire for their respective Root Zone Label Generation Rules (RZ-LGR) proposals. The MSR-6 includes updates from Unicode version 11.0 to version 16.0 and changes to the Arabic, Ethiopic, Oriya, and Tibetan scripts.

Description: This is the fifth and final public comment proceedings seeking community inputs on the complete draft language for the Applicant Guidebook (AGB) for the New gTLD Program: Next Round. Inputs should focus on a review for inconsistencies across sections of the complete draft AGB, and any new issues or oversights that have not been discussed previously.

Description: ICANN is seeking inputs on an updated version of the ICANN Community Participant Code of Conduct Concerning Statements of Interest (“Code”). ICANN updated the document to include the introduction of a new section on examples offered to support community training, compliance, and enforcement of the Code. The update to the Code also makes clearer when disclosures are required, confirming that ICANN processes generally remain publicly available for everyone to access and follow even when they are unable to make disclosures.
