Notes from 23 October 2023 APAC Space@ICANN78 Hamburg

 

The third APAC Space session of 2023 was held in Hamburg during ICANN78. This hybrid session brought together 52 attendees onsite and 34 online. The session focused on two key topics: achievements of the APAC Regional Office in FY23 and updates on the Registration Data Request Service (RDRS). Following the updates there was a community Q&A session facilitated by Jennifer Chung from DotAsia. In the end, a networking session was held for the onsite participants to interact with one another.

In the Q&A session, one notable comment is to have APAC Space regulars be “ambassadors” who can help and look after newcomers. The APAC office will work with the community to explore how to take this forward.

Notable points are captured below.

Jia-Rong Low (Managing Director, APAC Regional Office) shared the achievements of the APAC Regional Office in FY23 (can refer to APAC Regional Plan Report).

  • Reached out to over 3000 stakeholders for ICANN Technical projects (KINDNS, DNS Security, DNSSEC, etc.)
  • Built a stronger APAC community (APAC Space, APAC GAC network, APAC DNS Forum, and APIGA)
  • 10 Community leaders who covered ICANN Board, ASO, APRALO, UASG, GAC
  • UA work: 
    • Local Initiatives (LIs) in China, India, Thailand, and Sri Lanka
    • Inaugural Universal Acceptance Day
    • 509 media articles generated in the region

Yuko Yokoyama and Diana Middleton (ICANN Global Domains and Strategy) gave an update on the RDRS.

  • Benefits for registrars to sign up (voluntarily)
  • Benefits for requestors (cybersecurity, Internet Protocol professionals, Law Enforcement Agencies, etc.)
  • How to onboard—use the current Naming Services portal (NSp)
  • How to opt-in to receive encrypted notifications

Q&A Facilitated by Jennifer Chung (Director of Corporate Knowledge, DotAsia Organization)

  • Raymond Zylstra (GoDaddy) asked which email address gets the daily and monthly reports.
    • Yuko responded that any NSp users that opted in to the RDRS will receive those reports.
  • Amrita Choudhury (APRALO) expressed concerns over the fact that registrar participation in RDRS is voluntary and the lack of Service Level Agreement (SLA) for registrars’ response.
    • Yuko responded that RDRS, a cheaper and simpler version of the tool proposed by the GNSO EPDP final report, would serve as a pilot exercise that will operate for only two years. It will help us better understand what type of tool we may need and who is using it so as to develop a better-suited tool in the future.
    • Regarding SLA, Yuko acknowledged that there are no mandatory SLAs due to the volunteer basis for participation. But she highlighted that requesters had been in interaction with registrars directly since 2019 when the WHOIS information was redacted, so they do have their own processing procedures and processing time. After two years, we may be able to develop better SLAs suited to the tool.
  • Shita Laksmi (first-time ICANN78 Fellow from Indonesia) suggested to have more opportunities to participate in APAC Space in addition to the ones happening during ICANN meetings.
    • Jia-Rong responded that APAC Space can happen virtually or in person. After COVID we are more focused on in-person participation (even though APAC Space during ICANN meetings are hybrid). That said, if there is enough demand and the community wants it, we can always have another session in between ICANN meetings.
  • Sarai Faleupolu Tevita (first-timer, ICANN78 Fellow from Samoa) asked how to register with APAC, on an individual basis or organizational basis.
    • Amrita clarified that the APAC Space mailing list (write to subs...@apacspace.asia) is open to anyone who wants to join.
  • Heather Forrest (former GNSO Chair) suggested that we have APAC Space veterans be “ambassadors” who can look after newcomers and answer their questions.
  • Naima Awan (first-timer, ICANN78 Fellow from Pakistan) wanted to know more about the APAC GAC network.
    • Nobuhisa Nishigata (Japan GAC) and Afiq Tulos (Malaysia GAC) shared that this is an informal group driven by the region’s GAC reps who want to network with each other, share information, discuss issues with common interest, and share solutions. The format is quite like APAC Space but stays closer to APAC GAC members.
  • Norman Warput (.VU) asked how to contribute to APAC Space as ccTLD.
    • Jia Rong responded that there are a lot of ccTLD partners/friends who are part of the APAC Space and have contributed to the community a lot, e.g., HKNIC (APAC DNS Forum) and TWNIC (ICANN-TWNIC Engagement Forum). In addition to ccNSO which they belong to, ccTLD friends and colleagues can also expand their networks and make more friends in the APAC Space.   
  • Siranush (ICANN org) encouraged all newcomers to join APAC Space, speak up, and make new friends here.
