libaom v3.6.1 Released

Hello everyone,

libaom v3.6.1 has been released. This is a bug-fix patch release for
libaom v3.6.0. A main goal is to fix the bitstream incompatibility
described in https://crbug.com/aomedia/2871#c12 quickly.

The source code of the release can be checked out from the git
repository[1] using the release tag v3.6.1. Alternatively, the release
tarball[2], along with the signature file[3], can be downloaded.
