libavif v0.11.1 release

Hello everyone,

libavif v0.11.1 has been released. The source code of the release can
be checked out from the git repository[1] using the release tag
v0.11.1.

This is a patch release that fixes the build and test failures in
v0.11.0 reported by Jan Beich.
