Disabling full-screen mode

Hello, 

As per this page (https://developer.android.com/training/system-ui/immersive), 3rd party apps can decide to hide the bottom and top bar to show a more immersive UI on app launch. YouTube is a good example. 

However the note at the bottom of the page says that for Android Automotive the OEM can decide to disable this. There is no mention of how to do this though. Does any know if the method to disable fullscreen apps is documented anywhere?
