Photo is too big

hi, I use CameraXExtensions demo to learn camerax, project address: https://github.com/android/camera-samples/tree/main/CameraXExtensions

When I was testing on the vivo s16 mobile phone, I found a very strange phenomenon. The pictures taken were very large, reaching 37M.

I made the project as follows:
1. Change the ratio of ImageCapture from the original 16:9 to 4:3

2. Change the preview ratio from 16:9 to 4:3

3. Set PreviewView to 3:4

When I restored the code, the image size was normal. When I set the PreviewView to 3.1:4, the image size is also normal.

On the vivo s16, this phenomenon will occur as long as the photos taken are in a 4:3 ratio. I tested other phones and this problem did not occur.

This looks like an issue similar to https://issuetracker.google.com/288828159 which is a device specific issue.

I have created https://issuetracker.google.com/299069235 to track this issue and also loop you in the issue.

I'll add the device to the quirk list to workaround this issue. If there are any other questions or problems, please reply to https://issuetracker.google.com/299069235.

one more thing to clarify 

Does the issue happen only when setting the ImageCapture aspect ratio to 16:9  or 4:3?
