The next CMI Harmonization meeting will be:

Time: 8am US Pacific; 11am US Eastern; 4pm UK
Duration: 1 hour

Note: In last Friday's telecon we agreed to transition work on the cmi data model revision to WG11 in the IEEE LTSC. The next several telecons will focus on infrastructure (e.g. participation) and positioning issues related to standing up WG11. Please note that we will be transitioning to using the WG11 email reflector: ltsc...@listserv.ieee.org. Instructions on how to subscribe are given at the end of this message.

A meeting scheduled for November 3 between ADL, LETSI and the IEEE to discuss IP/access to the 1484 standards.

- Focus Topic: Is it time to transition to revising 1484.11.1 in IEEE LTSC WG11?

Tyde presented slides from the IEEE SA that gave an overview of the IEEE standardization process. Several points were emphasized. The IEEE process centers on a formal definition of obtaining consensus. Draft standards are developed by a working group (WG11) and voted on by a balloting group. Although both groups are open to all interested parties, the groups are not the same groups and have different requirements for participation. WG11 members (those who can vote on WG11 issues) need to be members of the IEEE LTSC which entails a $25 annual membership fee. Interested parties should contact Scott Lewis, the IEEE LTSC treasurer, at sle...@OldWorldAviaries.com. To participate in the balloting group interested parties need to be members of the IEEE SA (standards association) or pay a fee to vote on a particular standard. In either scenario the cost is not great. The implication of having both a working group and a balloting group is that balloting group is typically larger than the working group, includes parties who are not "the usual suspects", and may generate unanticipated comments that need to be addressed.

The participants in the telecon agreed that it is time to transition work to WG11 and focus on the data model revision. WG11 has been dormant for several months pending a decision by interested parties to proceed with the revision. Several administrative and infrastructure issues will need to be taken care of over the next few weeks to stand-up an operational WG. These will be discussed in upcoming telecons.

It is important to for discussion to continue between ADL, AICC, IEEE LTSC and LETSI representatives regarding their mutual collaboration. This may continue as a direct conversation between representatives of these organizations. A suggestion was made that public updates be give monthly during the monthly LETSI technical roadmap calls.

The participants felt that for the revision effort to be successful both the AICC and ADL need to have representation in WG11.

Proposed topics for the October 27 telecon are:
a) status of a project editor
b) issuing invitations to external parties
c) what is the scope of a revision
d) WG officers and elections

This reflector will continue to be used for several weeks as WG11 is stood-up. It may continue to be used longer to communicate general CMI/SCORM harmonization issues. However, parties who wish to participate in, or follow, the data model revision should subscribe directly to the IEEE LTSC reflector for WG11.
