1) I looked up and eliminate it is NOT the installation path problem, instead ruby.exe was missing in mingw64 folder
2) I checked out that only rubyw.exe is present in the folder, NOT ruby.exe.
3) I googled it and read several post that the anti-virus removed ruby.exe, I inspected the folder and indeed was so
4) I inspected the virus chest of avast anti-virus software and found curl.exe was removed (NOT ruby.exe)
5) Actually it just works fine if you recover the curl.exe and put it back into E:\programs\embedded\mingw64\bin or wherever your mingw64 is installed.
Note: Indeed rubyw.exe and ruby.exe has same size and probably the same file
