I hear it might be because of a screwed up file called
13codeca.acm but i dont know where to download a
replacement or where to find the file on my computer.
Perhaps if someone knew how to uninstall windows media
player 9 i could reinstall and it might be all better.

Uninstalling Media Player previous to reinstalling Media Player would
actually totally ensure that WMP would not l3codeca.acm on your system.
This is among many other reasons why reinstalling WMP over the top of itself
is a superior option. :)
And even with that being said - l3codeca.acm is usually corrupted by
external 3rd party codec "packs", and corrupted in such a lovely way that
you could reinstall until the cows come home without actually getting
anywhere. Gah. One of the many reasons why codec packs are evil.

That means that your MP3 decoder has been broken by something that you've
done to your system. The easiest way to fix this should be to find the file
l3codeca.acm on your system, rename that file to l3codeca.bak, then go to
WMP's Help:Check for Updates and run that so WMP can replace the
l3codeca.acm MP3 decoder WMP uses.
