sysinfo op

I just added in the sysinfo op, so running programs can get at least
some info about the current machine it's running on. Support is
somewhat spotty for the various things--completely nonexistent for
some--but the framework's in. A bunch of the data is going to have to
come from platform.c/platform.h, hopefully generated at runtime, but
we can add in support as we go. (For example, the OS name is
currently yanked from the perl that built parrot, which is only
vaguely adequate, especially on those systems like windows where the
same binary can run on anything from Win95 to XP, with varying
capabilities)
