I didn't have a libnci.dll built by make, so I tried:
cl /c nci_test.c
link /dll nci_test.obj
So now I've got a DLL. I seem to have the JIT stuff built okay. Running
the test gives:
loaded

AFAIK you'll have to provide export defs for the public functions.
