This program allows you to tag digital images with various types of
information, then generate web pages from them. It also allows some
control over what the index pages look like. However, the web sites it
generates are not appropriate for distribution over the web. They are
appropriate for distribution via CD-ROM. No thumbnails are generated.
Instead, the browser's capability for dynamically resizing images is
used.

I find it works quite well for my needs. Give it a try. It's free. :-)
