Mistyped though, I'm missing a ']' in there.
I hope nobody will use this list.
Instead, I suggest to use RBL lists, for which individual (even dynamic or
residential) IP addresses running a legit mail server can be whitelisted.

Oh, even many more than 16 million, when including the 211, 213, 217 and 218
class A subnets.
Just for clarity, here are some ISP mail servers I use besides my own SMTP
server.
213.46.243.2 (known as mail.chello.nl, and a lot of aliases like
smtp.chello.nl, mail.a2000.nl ...)
213.204.195.153 (mail.dds.nl plus aliases...)
Oh wait, do I see "*[[]6[12].*.*.*" there? That means 62.x.x.x will be
blocked, right?
Bye bye mail from mail.zonnet.nl (62.58.50.9) or smtp.zonnet.nl (62.58.50.46)
