[Here is some additional information about the Russian "acoustic
psycho-correction" technology which was transferred to the US in
the 1990s (and the rights to which are owned by a Richmond, Va.
company). Earlier I posted some articles with more background

Recall that the technology sends subliminally encoded "voices" to
the target which are described as being like "voices in the head," or
sometimes as subliminal. Presumably both are possible with different
modulations and volume levels, etc. The sounds are embedded or hidden
in other ambient sounds like static, hums, music, or even the sound of
a sledge hammer. More details of the technique would be nice, but
presumably are classified. In some uses the subliminal messages are
specifically tailored to the individual based on biosensor readings.
The sensor readings are fed into a computerized mental model of the
person, which then creates the messages to send. Notice how closely
this matches the complaints of many mind control victims.
The first article below is by David Guyatt. It contains a huge number
of fascinating facts and interconnections. For example, there is
interesting information about Jim Jones and the deaths and murders at
Jonestown. I have focused mainly on the information about acoustic
psycho-correction and similar technologies. Guyatt presents some
information about the political liaison between the Russians and the
US regarding the technology. He discusses the planned use of the
technology at Waco against the Branch Davidians. He also describes a
2002 invitation-only Navy conference for *users* of technologies
including acoustic psycho-correction. Are any nonconsensual human
subjects (or operational targets) being manipulated, violated, or
tortured with this technology? The accounts of victims indicate that
some similar sort of technology *is* being used against citizens.
The second article below is a 1981 paper by Colonel Paul E. Valley
and Major Michael A. Aquino. It is the same paper mentioned in the
excerpts by Guyatt. In the article they discuss using mind influencing
technologies in psyop and persuasion operations, presumably against
domestic US citizens. Aquino has a questionable background, which
you can read more about in Guyatt's article or by searching the net.
Notice that with this paper we start to have certain questionable
information, such as ESP powers, mixed in with technological
information. This curious mix seems fairly common in mind control
circles, for example the SRI involvement in "remote viewing" along
with experimentation on the biological influences of ELF EM waves
on human thought processes. It may be that some of the people
involved really believe in some subtle, weak ESP powers which they
wish to technologically mimic and enhance. Or it may be that they
take some sort of metaphorical inspiration from such things while
working on technological versions. Or it may be an effort aimed
at discrediting the area of research for ordinary scientists.
Another purpose might be to dupe experimental subjects about what
is really being tested. In any case it should only reflect on the
researchers, if anyone, and they are known to also be seriously
researching and writing about real physical technologies.
The final article by Armen Victorian is about John Alexander and
nonlethal weapons. Alexander also falls into the syndrome mentioned
above, with a curious mix of ESP, Atlantis, and experimentation in
real, physical mind-influencing technologies. He was the "Director
of Non-lethal Programmes in the Los Alamos National Laboratories,"
and you cannot get much more real and physical than that. The
article also mentions that Alexander apparently admitted to being a
member of a group of agents called "the Aviary." They have cute bird
names and a mission to discredit serious UFO research -- which I
would read as "serious research into classified aircraft technology."
So Alexander is connected to the deliberate dissemination of
discrediting disinformation. Let's not be deceived by or naive
about disinformation and discrediting campaigns, because the human
rights issues are all too serious.
The Victorian article has an interesting bit of information about
the acoustic psycho-correction technology. He attributes it to a
personal communication with Janet Morris, who along with Ray Cline
was a liaison with the Russians in connection with the technology.
She is reported as stating that the voices are transmitted by
infrasound and bone conduction, and that earplugs would not stop it.
Or course the "send" technique is really just one "module" of such
a mind control system. You could presumably use just about any sort
of send technique, whether microwave voice projection, "silent sounds"
hidden in high frequencies, infrasound, tooth implant, etc., etc.
Part of the software calculates how to modulate the voice message
to hide it in something like a sledge hammer sound or a hum sound.
Another part analyzes sensor data to see how the person responds to
the messages being sent. Another part generates the messages to
be sent.
This is all real and existing technology. It can plainly be used
to commit hideous human rights abuses and torture. The torture
would leave no direct physical scars, but would be tailored to
maximize psychological damage. And psychological torture causes its
own physical damage due to extreme stress and other factors.
Despite the fact that the technology is real and there is a long
history of such experimentation and abuses, few human rights groups
will deal with the issues of mind control. Victims are rebuffed
again and again, almost everywhere they turn for help: the press,
human rights groups, legislators, lawyers, doctors, churches, and so
on. They are treated very much like human radiation experiment
victims were treated up until 1994. And they are very much like the
human radiation experiment victims. The domestic US torture of its
own citizens still continues...]

More chilling still was the revelation that following “decades of research
and investment of untold millions of roubles in the process of psycho-
correction has produced the ability to alter behaviour on willing and
unwilling subjects.”

In the United States the key liaison between Russian and US officials was
the Washington based think-tank, Global Strategy Council, established by
Ray Cline, former deputy director of the Central Intelligence Agency.
According to Janet Morris, a spokesperson for the Global Strategy
Council, the Russian capabilities could include “hand-held devices for
purposes of special operations, crowd control and antipersonnel actions.”
Barely a month after the Defence News article was published, a BBC TV
World News report showed that this or similar technology was indeed
being contemplated for use in what can only be described as “special
operations.” The BBC report was about the siege of David Koresh and
the Branch Davidians at Waco, Texas, that resulted in 86 fatalities. The
report showed FBI officials being given a demonstration of the Psycho-
Correction technology by Russian experts for possible use against the
Branch Davidians. According to the report the equipment was not
ultimately deployed. However, other film footage of the siege at Waco,
including some of the FBI’s own, show a strange and unusual noise
generator as well as a low frequency strobe array that was deployed at
Waco.

Of interest too, is a report authored by then Major Aquino and Colonel
Paul E. Vallely, titled “From Psyop to Mindwar.” This report bears a “Top
Secret” notation and was circulated to the US “Psyop Community and the
US Army War College, amongst others. While the address list on the
copy in the possession of this writer has been mostly redacted, it is
possible to make out the words “Office of the Chief of Staff” which
suggests that a copy was also sent to the Joint Chiefs.
Arguing that the US lost the Vietnam War not because they were
outfought but, rather, “out-Psyoped” “in the streets of American cities,” the
report called for greater emphasis to be placed on “MindWar” directed
through the US Media. The report added that “coercive” measures if they
are to work effectively must remain undetected. Delivery mechanisms for
making targets “receptive to ideas” would, the report argued, need to take
full advantage of the ability of electromagnetic weapons such as
Extremely Low Frequency Waves (ELF). In other words, Mind Control
technologies then in development.
Aquino’s and Vallely’s study clearly hit the spot inside the Pentagon.
Most of us are now aware that the military has for some years now, been
able to manipulate news and “spin” the major media when it comes to
reporting of US military involvement overseas. The lessons of being “Out-
Psyoped” at home have been taken on board and are not to be repeated
in the future. That the lesson was indeed learned was clearly
demonstrated in the reporting of the 1991 Gulf War, when CNN stole the
show due to the access it had to direct feeds from US military satellites.
For those who continue to harbour doubts that mind control technologies
form part of the US military arsenal, they need do no more than point their
internet browser towards the US Navy’s Joint Programme Office – Special
Technologies Countermeasures website and read about the Technical
Information Exchange Group’s (TIEG) planned “special invitation only”
conference hosted by the United Stated Special Operations Command at
MacDill Air Force Base in Tampa, Florida, scheduled for the Autumn
2002. The conference is designed to “facilitate the interaction and
information exchange between the developers and *users* of special, non-
kinetic technologies (my emphasis). The category of “non-kinetic
technologies listed for “operational planning” and discussion are as
follows:

13. Ionization of the air: An abundance of negative condensation
nuclei ("air ions") in ingested air enhances alertness and
exhilaration, while an excess of positive ions enhances
drowsiness and depression. Calculation of the ionic balance of a
target audience's atmospheric environment will be correspondingly
useful. Again this is a naturally-occurring condition - caused by
such varying agents as solar ultraviolet light, lightning, and
rapidly-moving water - rather than one which most be artificially

14. Extremely Low Frequency (ELF) waves: ELF waves up to 100 Hz
are once more naturally occurring, but they can also be produced
artificially (such as for the Navy's Project Sanguine for
submarine communication). ELF-waves are not normally noticed by
the unaided senses, yet their resonant effect upon the human body
has been connected to both physiological disorders and emotional
distortion. Infrasound vibration (up to 20 Hz) can subliminally
influence brain activity to align itself to delta, theta, alpha,
or beta wave patterns, inclining an audience toward everything
from alertness to passivity. Infrasound could be used tactically,
as ELF-waves endure for great distances; and it could be used in

In a recent telephone conversation with the author,(34) Janet
Morris confirmed John Alexander's involvement in mind control and
psychotronic projects in the Los Alamos National Laboratories.
Alexander and his team have recently been working with Dr Igor
Smirnov, a psychologist from the Moscow Institute of
Psychocorrelations. They were invited to the U.S. after Janet
Morris' visit to Russia in 1991. There she was shown the
technique which was pioneered by the Russian Department of
Psycho-Correction at Moscow Medical Academy. The Russians employ
a technique to electronically analyze the human mind in order to
influence it. They input subliminal command messages, using key
words transmitted in "white noise" or music.(35) Using an
infrasound very low frequency-type transmission, the acoustic
psycho-correction message is transmitted via bone conduction --
ear plugs would not restrict the message. To do that would
require an entire body protection system. According to the
Russians the subliminal messages by-pass the conscious level and
are effective almost immediately.
