Java is the answer for that !
Java let's you do things like
Chess Players you can control that can move
objects, and finger spelling animation of
Web3d.org's VRML based H-Anim avatars, which
you can do with Java.
Many of the complex scenes are created with
the high end and high priced 3d Studio Max
package that costs more than $1,000.

One program gathering many tools vs combining several
free ones for an almost-the-same/inferior result
for doing the same task, that may explain why.
I mean: 3dsmax isn't made just for vrml, or even just
realtime graphics.
Plus, if we want to bring pro designers from the outside to
make vrml or x3d (people that don't obviously actually *know* vrml),
we can't tell them to use notepad to create the scenes
(ok i exagerate, there are intermediary tools too, but you
see what i mean).
