This Request For Discussion comes after much consideration and
significant effort on my part and the part of others to avoid
this action. Unfortunately, I feel the options have been
exhausted. As always, it is my hope that the reasons for
remedial action may be adequately addressed, in order to prevent
any UDP action.

While lines of communication exist, response is slow. Based on
information provided to me three weeks ago, I refrained from
making this proposal, under the assumption that the Pacbell
servers would already be off-line. The scheduled migration of
Pacbell's news services to Prodigy has been delayed and will not
be happening for from two (2) to four (4) weeks.

Over the past forty five (45) days, a daily average of 16,504
articles, out of 20,147 posted to NEWS.PACBELL.NET, have been
tagged as spam, as indicated in the daily Ultra/Spam Hippo Despam
reports.

Similarly, then misnamed NNRP[1-5]-W.SBC.NET servers have the same
problems shown above. NNRP5-W.SBC.NET has also appeared in the
Hippo statistics on 42 of the past 45 days, placing as high as #2
on the list, 29 August 2001. See

Over the past 45 days, the Hippo stats indicate the output from
the NNRP[1-5]-W.SBC.NET machines gets tagged as spam 68% of the
time. When both the "SBC.NET" and NEWS.PACBELL.NET are taken as
a whole, 840,247 spammed articles or 80% have been dropped, by
Hippo's filtering, out of 1,050,110 articles posted, from 16 July
2001, through 28 August 2001.

Virtually all of this spam has originated outside of Pacbell's
net-space. While these servers all require authentication,
Pacbell has been unable to identify a single offending account,
let alone LART them into oblivion.

Full statistics, for the calendar year 2001, through 29 August,
are available on request. The following summary indicates that
at least some of the problems noted, are long term, ongoing and
getting worse.

The past three months' performance has skewed the year's stats
significantly. Prior to July, only an average of 785 out of 2933
daily posts, or 27%, were being tagged as spam. Here is the

thing started getting desperately out of hand.

Proposed: a two phase Usenet Death Penalty of NEWS.PACBELL.NET

1) a full passive UDP; shunning or Path aliasing
"news.pacbell.net.POSTED" and "nnrp[1-5].sbc.net.POSTED".

2) a full active UDP; cancelling all Usenet posts showing
"news.pacbell.net.POSTED" and "nnrp[1-5].sbc.net.POSTED",
by Path stamp.

This proposed UDP action is a boycott and will in no way impinge
upon any service for which the users of Pacific Bell Internet
Services are paying. These users will be able to continue
posting and reading news, just as they are. The only effect
would be on where articles posted to NEWS.PACBELL.NET appear,
beyond Pacific Bell Internet Services' borders.

for such drastic steps being taken. It is truly unfortunate that
it has come to this action of last resort.

Just playing/posting in alt.online-service.pacbell you realize that their own
subscribers have nothing terribly good to say about them, all are aware that
some newservers have already aliased pacbell, the pacbell usenet readers that
most often post are posting from paid usenet servers.

Personally I think that you could call for a UDP with only a 1 business day
response, and if you were lucky enough to get a 'trouble ticket number' it
would end up in the bit bucket.

For what it's worth, Ameritech does not offer usenet service anymore.
SBC, Ameritech's owner or whatever, has an agreement with Prodigy. I
am an Ameritech DSL subscriber. I had to change Agen't settings from
an ameritech newsserver to a sbc newsserver, and when I view the
headers of my posts, they say Prodigy. Go figure.

Well we won't know if there will be a response unless it is tried. I think
it should be done. Atleast it will provoke to ire of their customers many
of whom are paying for premium dsl services.

in fact i suspect they'll use it as an excuse to withdraw all usenet
service to customers, though it might take a few years to percolate
through the telco mindset.

unfortunately prodigy internet, which i see you are using, is now owned
(40% or more) by sbc, so i predict sad times for you and yours. (and if
not happy times for my lawyers.)

only 5% (or less) of their customers even know it exists, and while that
could be a significant loss it's unlikely that all of them would leave
if such a thing happened, so they might chance it.

Over the past several months, Pacific Bell Internet Services has
been the source of vast quantities of Usenet spam. Despite
countless complaints, reports, and phone calls, Pacific Bell
Internet Services seems unwilling to take the necessary proactive
steps to curb this ongoing abuse. By June, 2001, the situation
reached and maintained unconscionable levels of abuse.

Currently there is still a huge volume of EMP spam originating
from Pacific Bell Internet Services news servers, NEWS.PACBELL.NET
and the misnamed NNRP[1-5]-W.SBC.NET machines.

The machines stamping NNRP[1-5]-W.SBC.NET are in reality
NNRP[1-5]-W.SNFC21.PBI.NET. SBC.NET is the Executive Committee
Southern Baptist Convention (SBC11-DOM) and has no relationship to
Pacific Bell Internet Services. Pacific Bell appears to be too
busy to have addressed this problem, ever since these machines

sbc made an alliance with prodigy such that prodigy internet would be
the internet services provider for it's residential customers (dial-up
and adsl) while it continued to provide adsl and basic ip connectivity.
(you can read about it at <http://www.sbc.com/Prodigy/>.)

due to this i hope you wrote to tom or bill over at prodigy since they
now control the news servers, hence they should be able to take direct
action, but at the least they should be able to bring pressure to bear
or open a better communications (side-)channel.

David and I discussed this earlier this morning, and I also thought it
was a good idea. Most of us here in the US were too stunned to get much
work done yesterday. Or even today. Hell, even most of the spammers
took the day off to watch the news! (Except for Tom "the Un-Patriotic
Fuckwad Thief" Saylor.)

It seems fair to me to give them one more business day.

and managers at all levels of Pacific Bell Internet Services and
Prodigy Communications, who put forth the effort in addressing
long standing net-abuse issues, with respect to the enormous
volume of Usenet spam coming from their network.

As of 30 August 2001, when the Request For Discussion was posted,
news.pacbell.net had averaged 16,504 articles dropped as spam,
daily, for the previous forty five (45) days, per the Ultra/Spam
Hippo Despam statistics. In the week between the posting of the
RFD and the issuance of the Usenet Death Penalty notice, this
server was still averaging 12,108 spammed articles, daily. The
last time any PacBell server appeared in these statistics was 12
September 2001, one day prior to the original deadline date, when
news.pacbell.net.POSTED was listed at #80 in the Hippo Top 100
Spam News Sites, with just 187 items dropped as spam.

Please note, it appears that PacBell met the original UDP
deadline, of Thursday, 13 September 2001 17:00 PDT, (14 Sep 2001
00:00:00 GMT), without the extension.

It is sincerely hoped that Pacific Bell Internet Services will

continue be a conscientious and trusted member of the Usenet
community.
