A recent news item reported President Reagan's intention to
propose easing U.S.-Soviet tensions by upgrading the hotline.
Informed sources in the White House have revealed the form this
improved hotline will take. Reagan and Andropov will both
have accounts on the same UNIX Network and will open a
new news group, net.nuclear.
