In addition to the various (correct) responses you have already
received I would only add that the term 'half-elven' was actually
applied to anyone of mixed ancestry who received a choice about which
kindred they would be counted amongst. For instance, Aragorn was ALSO
a descendant of Luthien (at many more removes) and thus part elven and
'part Maia', but he was not considered 'half-elven' because he had no
choice as to which kindred he would belong to - he was counted as
human from the start.

Elrond actually isnt completley half elven his great great grandmother was
melian, who is of the race of the miar (such as sauron, orome, osse,gandalf
etc.) her husband was King elu thingol of the elves, their daughter was luthien
who wedded beren of the race of men, their son dior wedded nimloth ( an elf) ,
their daughter was Elwing , Elronds mother, who married Earendal ( elronds
father) who is half eleven being his father was Tour of the house of men, and
his mother was Idril of the elves.
So in actuality Elrond Is a Mix of Elves , Miar and Men. Elrond Along with his
brother Elros were given a choise at the end of the first age to either join
the people of the elves or with men. Elrond chose the fate of the elves, but
Elros chose to be mortal.
