Well - 4.5b1 *does* leave out something major - linked stylesheets don't
work at all. Otherwise, it seems to me the CSS implementation is slightly
better.

Yes, 4.05 handles linked stylesheets, where the beta does not.

information on an effort to get the browser manufacturers to comply with
the standards before adding <LAYER>, <DIV>, <MARQUEE>, <BLINK>, et.al.

Well - people have gotten too used to betas. MS released a BOOK + CD that
people could buy of a BETA (aka Preview Release) of Win98. (And Preview
Release is such a nice euphemism, yes? Makes you think it's almost *there*
- but it's not. A beta is a beta.
