The use of an outstretched hand is an interesting motif in B5. This
sometimes represents change, or a reach for power, or friendship, and
could have many other meanings, but is there an overall meaning?
Some of the more memorable examples IMO:

Technomage telling Londo, "I see a great hand reaching out of the
stars..."

Franklin's blood-soaked hand reaching to pull himself to his feet
after being stabbed while on walkabout.

Some additional examples:

Hand of Power--

When Morden asks him what he wants, Londo says, "I want to see the
Centauri stretch forth their hand again..."

Londo's future dream, where he sees the great hand reaching out of the
stars

G'Kar, upon learning that the Centauri have attacked, says, "I reached
out my hand, and he betrayed me!"

Hand of Friendship--

In the pilot "The Gathering", Kosh extends a hand to greet the Minbari
in a Sinclair changeling net.

The Centauri greeting to offer the hands of friendship

Vir's famous wave to Morden.

Dopey Use of Hand--

Ivanova's statement in Sheridan's dream, "You are the hand."

Hand of Pain--

G'Kar cuts his hand with a knife in the elevator, and as the blood
drips out, says to Vir, "Dead, dead, dead..."

IIRC, Lorien describes having caught Sheridan after his fall
on Z'ha'dum, which, though we don't see it, conjures an image
of Lorien enfolding Sheridan in his hands and arms;

Similarly, we do get to see Kosh-as-an-angel reach out to
grasp Sheridan after the tram explosion in "The Fall of Night."

Interesting list. I suppose one could also mention the hand that Sinclair
stretches out to help the spacesuited figure in "Babylon Squared", which
is phasing in and out of their time and is clearly in pain (because
there's a close-up of their hands meeting). This is followed by the energy
flinging him backward most impressively...

I just watched the Avalon episode with Micheal York, he reaches out his hand
to Excalibur in his dreams and later when Delenn comes to see him as the
'lady of the lake' the dream shows her arm and hand coming to him (like the
hand shot in babylon squared) he reaches out and their hands touch like in
adam and god in the Sistine chapel. Then in the waking world she reached
out and laid her hand on his, he gives her the sword she takes it and once
again holds out her other hand and clasps his.

Just remembered one more. There is a whole monologue by Jeremiah, the
guy Garibaldi finds living in Gray 17. It goes something like,
"Consider the hand...it has veins, cells, galaxies, all of creation in
a hangnail"
