Better Kernel Than BIOS?

It appears to be very interesting that Linux Kernel uses 2% BIOS calls
in order to boot and use APM. Is it true that all Microsoft Windows
Operating System such as 98, 2000, & XP depend on BIOS more than BIOS. It
is to be proven that Linux Kernel is the most stable than MS Windows that it
uses less stable. Please state your opinion to say that Linux is the
perfect choice because Kernel from scratch in C/C++ can be written and
corrected together that will save more problems.
I would like to hear your opinion please...

any chance of rephrasing that?

If windows uses bios more than linux and linux crashes less, then is
it a problem with bios?
