If a player rolls his dice and one of the dice or both dice
inadvertently bounce off the table and land into the backgammon board does
that count as a legal roll?

I would say that, after leaving the dice cup, if the dice hit an object (other
than the playing surface or checkers contained therein) then the roll would be
invalid and a re-roll of the dice would be required.

According to the rules the dice have to land in the outer-board . . . it
doesn't say anything about bouncing off the walls!

This happens every once in a while: The dice are rolled, and one of the
dice actually bounces off the arm or chest of the other player and then
bounces back into the correct home board. As long as the other player
didn't actively re-direct the dice, this is a valid roll. Same thing if it
bounces off of a drink glass or other outside object. As long as both dice
end up in the correct home board, and the other player didn't 'push' or move
them, the roll stands.
