Based on your description and our research and experience, this issue can be
caused by the registry key settings are not registered correctly.
1. Click Start, Run, type regedit in the open box, click OK.
2. Go down to the following registry directory:
If you install the XML 4.0 version of the patch (msxml4qfe.exe) you should
get a registry key written to:
HKEY_LOCAL_MACHINE\Software\Microsoft\Updates\MSXML4\Q317224
If you install the XML 3.0 version of the patch (Q318203_MSXML30_x86_en.exe)
you should get a registry key written to:
HKEY_LOCAL_MACHINE\Software\Microsoft\Updates\DataAccess\Q318203
If you install the XML 2.6 version of the patch (Q318202_MSXML20_x86_en.exe)
you should get a registry key written to:
HKEY_LOCAL_MACHINE\Software\Microsoft\Updates\DataAccess\Q318202
3. Check if the "IsInstalled" value is 1. if not, right click the
IsInstalled value, click Modify and change it to 1.
