XP Sound issues - revisited (and a fix)

I did it! I wrote a small program that can be run at startup that
initializes DirectSound and makes the sound issues go away. Here's how my
menu popup event sounds with the 6.30 drivers and DirectSound not
initialized:

and here's how it sounds with my fixer program running:

There's a clear difference in the quality of the sounds. So while the 6.30
drivers improve things, the overhead of initializing DirectSound for every
Windows sound event still causes the start of every event sound to not be
heard.

included is the menu popup sound I use (which is only .01 seconds long -
definitely short enough to make the latency issue manifest itself) in cause
you want to test you own setup.
