question about promissory note

I recently sold a car to a dealer in VA and through a combination
of stupidity and other factors accepted something called a
"Promissory Note" in return which stated that he would pay me
two payments of $2000 each by July 1 and July 10 and he has not paid
but has managed to come up with all sorts of bizarre excuses.
I am wondering what legal actions I could take to get my money from
him.

The note seems to be a legitimate printed form the size of a check
and states the following :

PROMISSORY NOTE

No. 1/1 $4000 (City) Arlington (State) VA 1992
The undersigned Latino American Motors t/a Fernando Canseco
jointly and severally promise to pay to the order of Sergey Brin
- Four Thousand 00/100 - dollars
at such address as may from time to time be designated. With interest
thereon at the rate of 5 percent per annum until fully paid. Interest
is payable per year. Upon default, the maker agrees to pay all
reasonable collection costs and attorneys fees for making such collection.
All parties to this note waive demand, notice of non-payment and protest.
This note shall be fully due and payable on July 10, 1992.

Additionally on the back it states the due dates of the individual payments.
