NEUROPHONE BREAKTHROUGH
A Possible Mechanism for Neurophonic Action

The Neurophone is a new electronic invention that may enable us to
hear by a completely new information channel to the brain. Ordinary
hearing is the result of the stimulation of bones in the inner ear
by means of vibration. Sound waves may reach these bones through
ear canal via the ear drum, or by bone conduction in which sound
waves are conducted to the inner ear vibrations in the crainial
bones.

When the sound waves reach the inner ear, a vibration is set up in
the cochlea which then converts the waves into nerve inpulses that
travel up the 8th Crainial Nerve to the sound recognition centers
of the brain.

In 1958, Dr Flanagan, then a child of 14 developed a radio
transmitter that made the brain into a radio reciever. This device
transmits acoustic information to the brain by means of radio waves
into the skin, bypassing the 8th Crainial Nerve. When he applied
for a patent on the device, the patent examiner rejected the whole
thing saying that such a device would go against all known laws of
science. Over the following years, Dr Flanagan fought against
insurmontable odds to prove that the device did indeed work. In
the meantime, LIFE magazine ran a major article on Flanagan and
the Neurophone, naming him as one of the top ten scientists in
the US at the age of 17! In a final desperate move Flanagan flew
to the patent office with a model of his invention and successfully
demonstrated the device on a deaf employee in the patent examiner's
office. The deaf man heard music for the first time in 15 years and
broke down into tears. The examiner declared that the Neurophone
was indeed a basic patentable device and approved the patent for
release. Patent # 3,393,279 dated 16 July 1968..........

In the years that Dr Flanagan fought to recieve deserved recognition
by the patent office, he grew into manhood and was working on Man-
dolphin Communications for the US Navy when the patent was finally
issued. While involved in Man-Dolphin research, he became interested
in nerve signal information encoding, and began to develop electronic
circuits that duplicated the process of pattern recognition observed
in the human nervous system. This work led to research in
Cryptography.
During that period he developed a top secret sound scrambler that was
virtually impossible to decode. Part of the scrambler was based on
his research into nerve encoding.

Dr Flanagan believed that the pattern of nerve encoding used in the
human speech recognition system could be used to make a better
Neurophone. He succeeded in perfecting an electronic curcuit that
he believes duplicates the precise encoding of the Cochlea and 8th
Crainial Nerve. When he applied for a patent on the new circuit,
the patent aplication was immediately placed under top secrecy by
the National Security Agency. The only explnation given at the
time was that the circuit had potential uses in the defense of the
country. Dr Flanagan was happy that the government considered that
his device could be used in his country's defense. The only problem
was that the government wanted the device free, and he spent 14 years
on it.

He hired attorneys and challenged the secrecy order for over five
years. At the end of that period, the patent was released from secrecy

and was approved for issue by the patent office. Patent # 3,647,970
dated 7 Mar 1972.

Dr Flanagan then perfected the circuit for another five years. This
circuit recognizes time-relationships in the signal waveform, and
generates a square wave that is time encoded. Dr Flanagan believes
that the nervous system uses a complex delay line time recognition
computational system that recognises time information. (50KHZ square
wave pulse width audio modulation with double differentiator output)

In July of 1978, he successfully applied the Time Recognition
Processor to his Neurophone. When an audio signal is processed
through his circuit, it is converted into a form which he believes
is an electronic analog of the nerve signal released from the human
cochlea, but with one major difference; in the cochlea hundreds of
nerves carry the time-encoded signal to the brain. In the case of
the Neurophone, the full signal processing is complete and may be
carried to the brain by alternate pathways. Through the skin itself.

In the original Neurophone, a 3000 volt amplitude modulated radio
wave carried the signal to a pair of insulated electrodes that were
placed on the head of the subject. In the present Neurophone, the
voltage has been reduced to a 50 volt (maximum) square wave. This
signal is applied to the body by means of ceramic disks. (zirconium
titanate) The ceramic disks allow the energy field to affect the
skin without a current flow. The small electric field causes the
skin to vibrate internally in rhythym with the stimulation. The
intra-dermal vibration can be heard by others if they place their
own ears near the point of electrode skin contact. The vibration
is not powerful enough however, to vibrate the bone below the skin
surface.

For the past year, Dr Flanagan has been developing a theory which
would explain how the Neurophone actually works in the body. Some
mechanism must exist that transmits the information from skin to
the brain.

The Neurophone has been out now for nearly five months, and we are
starting to get reports back from layman and professional users.
The inital results are exciting. Several people have reported that
their ability to remember data is increasing. People who could not
remember telephone numbers are becoming walking phone books!

The first professional research report has been written by Dr Sheldon
Deal, D.C., N.D.; of Tucson, Az. Dr Deal is director of the Swan
Clinic, and is current President of the International College of
Applied Kinesiology.

Dr Deal's preliminary Neurophone research paper was recently presented
at the I.C.A.K. convention in Detroit. With Dr Deal's permission, we
are publishing his entire paper in INNERGY NEWS.

Dear Readers,

The EMR mind machineh had been posted by me on internet seven
months.
Recently more evidences show that it indeed exist. Also the
electromagnetic waves weapon already made the harassment to lot victims
which had been reported in " The microwasves harassment & mind control
experimentation". ( Author- Julianne Mckenney, a former Army
intelligence agent. This issue published on December 1992)
Even the FBI spokesmen do acknowledge that they have received a
large number of requests for assistance from persons who believe that
they are being "zapped by radio waves" and/or "are hearing voice (in
brain)...., Do they tell the truth? , Why our society still isn't
aware of this event? We need the whole society to be aware of this event.

My name is Alan Yu, a former lieutenant colonel in Taiwan National
Defense Department. Eleven years ago, I immigrated to the United States
and later, I naturalized and become an U.S. citizen. I am writing this
letter to inform you of a great threat to human rights. This device has
already been used to violate the fundamental human rights guranteed under
the United States Constitution and the very idea that the Declaration of
Indepence represents: "Life, Liberty, and pursuit of Happpiness." This
device is called "The Mind Reading Machine" (Mind Machine).

What is "Mind Reading Machine" (ElectroMagnetic Radiation Mind Machine)?

There are two sources of information from different time and with
different political affiliation, but both reported the existence of
"Mind Reading Machine."

The first evidence: In the 1970s, the South China Morning Post reported
that University of Maryland of United States had invented a thoughts
reading machine which can read another person's thoughts. The original
purpose of this invention was to help authority to investigate severe car
[Baccidents. It was meant to be used on people who were severly injured
in car accidents (those who had enter into coma) to get their accounts of
how the accidents occured. The C.I.A. quickly learned of this invention and
purchased the patent.

The second evidence: In the spring of 1984, I was a lieutenant colonel
serving in the National Defense Department of Taiwan. At that time, I
read a classified document from the department that I serviced. The
document indicated the Military Police Department of Taiwan had
purchased the thoughts reading machine from the United States (In
Taiwan, it was called Psychological Language Machine). The document
was a request to the U.S. for parts to repair malfunctioning
machines. Before I left Taiwan, this machine had become the most
effective weapon for the security departments of Taiwan., such as the
Headquarter of Police Departments, Military Police Department, and the
National Security & Investigation Department.

The following are other sources of informations that proves the
truthfulness of the previous two report.

The following informations comes from the book "The Search for Manchurian
Candidate" written by John Marks. It documents the C.I.A.'s research and
interests in the field of mind control and the human behaviorial
modifications.

The CIA mind control programs started in 1949 and one of most infamous
program was codenamed MKULTRA (Marks, 22).

In December of 1950, Morse Allen, a CIA scientist heard of an
experiment with an "elector sleep" machine in a Richmond Virgina Hopsital.
He purchased the "electro sleep" machine and hope it would allow its
operator to induce people into deep sleep without the use of
electroshocks or drugs (Marks, 25).

In 1953, Dr. John Lilly, a research scientist working at NIH, was
studying the brains. His goal was to find the region of the brain that
control each body function. From the use of ecltro-stimulation, he
discovered the precise center of monkey's brain which controls pain,
fear, anxiety, and anger. He was also able to locate the part of the
brain that controlled the erection, ejaculation, and orgasm in male monkey.

The C.I.A. learned of these experiments and approached Dr. Lilly. Dr.
Lilly cooperated with the C.I.A. for a short period of time before
dissolving the partnership. He can't tolerate the possiblity that the
C.I.A. might use his work to develop electronics to remotely control
human beings through the use of strategically implanted electrodes in the
brain (Marks, 142 - 143)

In 1960s, Dr. Stephen Aldrich, working in the Ofiice of Research
Development of C.I.A., picked up the work began by Dr. Lilly. His group
made many breathroughs. These breakthroughs allowed them to remotely
control the movement of their subjects through the use of electrodes
implanted in the brain of animals (and probably men).

In 1961, they were able to report that "We now have production
capability." In November 1961, a C.I.A. document stated that: The
remote control of activities in several species of animals had been
demonstrated .... [ blacked out] The evaluation will be conducted of
these techniques toward man (Marks, 209).

The above information prove that the agents of CIA or the Mind machine
operators indeed have the enough knowledge to hurt a human brain by their
invisible radiation waves in various way & only depend on their desire.

The following information are from the book "C.I.A." written by Brian
Freemantle. Part of the book documented the CIA's interest in the
Soviet's mind control technologies.

"It's obvious that the CIA was interested in manipulation of the human
mind because the ability of thoughts transference would be a devastating
weapon in thir service. Also they know that the KGB are years ahead in the
search for mind control."

The following documented the extent of the Soviet technology (present day
Russia) in the 60s and 70s.

Since 1960, seven laboratories of Russia had been opened throughout
their study of the phenomenon. Mr. Kogan, the chairman of the Bioinformation
Section of the MBPS, was carring out experiments on distance mental
suggestion, long-range, inter-city telepathy and awakening a subject from
a hypnotically induceed sleep by "beamed" suggestion.

Other Soviet research is into tapping the electrical field known to be
emitted by the human brain, both to read the thoughts & control them
(Freemantle, 98)

The above information shows that the KGB had started using electro-
magnetic radiation (EMR) as the tools to read thoughts in their machines.
Since the CIA was awared of these technologies, then it will be logical that
the CIA would improve but use similiar technologies. Since scientist
who's behind in research will alway learned and the knowledge from those who
are aheaded.

If the Russian had succeeded in using the electromagnetic radation
(EMR) as the tool to read human thoughts, then I do believe the CIA would
use the same technologies because it is invisible, wireless and leaves no
evidences.

The third source is from the book, "Body Electric" by Dr. Robert Becker.

The electromagnetic mind control was researched by CIA at least early
from 1960.

In 1974, they (C.I.A.) were strongly interested in the hypnosis-EMR.
The experimenter of research, J. F. Schapitz recorded: The spoken word
of hypnosis may also be conveyed by modulated electromagnetic waves
energy directly into the subconscious parts of receiving or transcoding
the messages, and the person who was expose to such influence has no
chance to control the information input.

On Sept. 21 ,1977, in the testimony of the Senate Sub-committee on
Health & S. Research, Dr. Gottlib, Director of "MKULTRA", said: "Many
projects researcher was trying to see that could they hypnotize somebody
easier? If someone was standing in a radio beam" (Becker, 320-321).

On Sept. 25, 1977, the Washington Post reported " CIA testing EYE-BRAIN
LINKS."

A San Diego Hospital has been conducting experiments for CIA for two
years on how the human brain reacts to what the eyes see. The volunteers
respond to pictures of faces flashed on screens with each picture evoking
a different brain waves pattern. The computer can then determine which
pictures are familiar and which are not even if the subject says nothing.

The experiments have an accuracy rate was 80 percents so far. At that
time, CIA spokesman denied published reports that the $100,000 a year contract
with the Hospital & Health Center was to develop a sophisticated Lie-Detector
system that electronically probes the brain. He said "The contract we have is
not a Lie-Detector thing at all, it's so that we can better understand how the
human brain absorbs and processes information.. how the brain interprets visual
materials. It's hoped the program will benefit CIA analysis in interpreting
photographs and other visual information they have to work with."

I believe that the spokesman was telling the true when he said that
they were not developing a lie detector. It is illogical for a lie detector
machine to involve images see through the eyes. Instead, it will be more
logical for this experiment to be used to develop a mind reading device.
A device that can help the CIA to see what the other people sees without
actually being there.

If CIA doesn't have mind machines-"TRM", then they wouldn't need to
collect these brain waves patterns.

The brain waves patterns collected through the physical contacted
methods (with wires) will build the foundation of the CIA's knowledge of
how the brain patterns changed as different thing is being see through
the eyes. These type of research is aimed to build a way to translate
the brains' patterns into something people can understand. When this is
accomplished, agents can began to read someone else's thoughts. So, a
non-contacted way of obtaining people's brains patterns can be developed
and the translator made using the contacted method, can be used to
translate these brain patterns into thoughts that someone else can examine.

Another important information concerning the research for the
construction of mind machine was provided by a Professor Mr. James
Craven who's from the Clark College in Vancouver. He noted.

During the 1970s, a man name Arnold Zubeck at the Univeresity of
Manitoba (Canada) was doing work in the areas of sensory deprivation and
interrogration/Mind control techniques and work in the areas of
electromagnetic waves (microwaves) and their influence on synapse
processes in animals and humans.

His work was financed by the Canadian Defense Research Board, the U.S.
Army and the British Government. Zubeck's work was cited in the Copton
Report which was a report by the British Government on interrogation
techniques in Northern Ireland. There was widespread protests by students
against the work of Zubeck who later committed suicide.

This indicate the real purposes and intentions of research in the
areas of mind control, electromagnetic wave influence on human physiology etc.
This work is ongoing and those academics who are participating
in it are like the German chemists who made gas for the gas chambers.
They have made Faustian bargains with the most ugly and evil forces
to come along for a long time.

This evidence shows that the EMR mind machine "T.R.M." does indeed
use electromagnetic waves to read the thoughts of others. This concept had
been accepted by many scientists in the world.

Scientist Jos Delgado of the demonstrated the effectiveness of
electromagnetic waves for mind control through his experiments on animal
subjects.

An ESB type of signal had been used by Jos Delgado made monkeys
turn their heads, or smile, no matter what else they were doing at the
time. This experiment was performed up to twenty thousand times in two
weeks. In the end, Delgado concluded, "The animals looked like electronic
toys."

This type of research suggests the possibility of forcing others
to perform acts against their wills. It might be possible for normal
everyday people to be turn into assasins if ESB signals are sent into their
brains.

Other research shows that EEG combined with radio frequency and
microwave broadcasts may be able to produce specific thoughts or moods,
such as compliancy. It might be used to create an totalitarian government
without the terror: "Tyranny without the terror". It poses a great
danger to the entire society (Becker, 320).

Above information show that the use of electromagnetic waves is the
main techniques for "TRM"-mind machine to read human thoughts. When
Dr. Becker was still working on his research, the EMR mind machine should
have already been invented for a long time. From analyzing all the
research goals of these scientists, it is apparented that they had already
surpassed the mere understanding of human thoughts through the use of EMR.
Instead, their goal was to alter human minds and develop techniques to
control them (They can't try to alter someone's mind without first
understanding what the person was thinking in the first place) and
to advance the microwave technology as a weapon (with the potential to be
used as device of torture).

There's another source of information to further proved that the
technologies to read thoughts has existed for a long time. Dr. Josh
Backon is from Israel, and his account deals with the invention of mind
machine in Isreal. He states:

"This brain reading device was originally developed by a
mathematician (now in Israel) working with Professor Bechtereva at the
Military Medical Institute in leningrad (Russia) in the mid to late
1970's.

The mathematician decoded MUA's (multiple unit activity) of certain
brain wave patterns and got the phonemic representation of the word- the
subject was thinking on a computer screen. If I were thinking
the word CAT, this word would appear."

If the Russia can develop a method to decode the brain
patterns into words that can be display on a computer screen in 1970s, then
U.S. should be able to do it as well.

Another source also points out that US does have this type of device.

In 1989, a US defense consultant & contractor talked to Ms. Armen
Victorian that: he was asked to examine the possiblity of devicing
operation method of TRANSMITTING SUBLIMINAL MESSAGE THROUGH THE TV SCREEN.
(See June, 1993 "Lobster" magzine of U.K.)

If they need the technique to transmitting subliminal message through
TV screen, It mean they not only can read the thoughts on the screen but
try to influence the subject thoughts through the TV screen then can easily
find the informations which they need.

This action shows that the scientists already can send subliminal
message by a inconvenient scientific technique, but they try to change it
to a convienent way which can be easily used by the science-illeterate
people --operatords of "TRM".

Now, do you still believe that there is no mind machine -"TRM" in the
United STATES?!

According to the news report of Hong-Kong, the classified document of
Taiwan, the "T.R.M." have been invented & used for a long time.
Furthtermore, from analyzing CIA's research goal in the 70s & the Copton
report, indeed proves they had already gone beyond reading human
thoughts and were moving toward human behavior control and modifications.

This means that "TRM" indeed had been invented and with some
experimentation, they can advance the technologies to modify human behaviors.
This also prove that the news report, the classified document are both
true. Also, the readers should be reminded all these occured in the 70s
to early 80s. It is a frightening to consider what they have been able
to achieve since then, and what further advance and weapons had they
developed in the past decade.

When I compare Dr. Becker's report, Mr. Craven's words, and the
experiences of the victims who I know, and with the facts (The "TRM"
has been invented and used for a long time, but people aren't awared of
this device), I should say that hte "TRM" mind machine does use invisible
electromagnetic radiation waves to read human thoughts and that's why
people aren't awared of it.

Some people thinks that if you stay at home, you are safe. How
can anyone operate the machine on you if they can't find where you are?

I would like to explain it to you as below:

This machine includes a "remote watching" equipment. The "remote
watching" equipment will locate the subject and then the machine will be
used to read the subject's thoughts. This "remote watching" equipment
uses a kind of advanced radar and emits radiation waves that will
penetrate concrete or wall to find and locates the subject accurately with
surgical precision no matter day or night.

This "remote watching" equipment is a secret technology of the
intelligence agency. A company known as PSI-TECH specializes in this
technology. It is discussed in an article written by Armen Victorian
(The article appeared in Great Britain's magazine, "LOBSTER", in June of
1993. This magazine specializes in the reporting matters dealing with
intelligence agencies and conpiracies).

The PSI-TECH had used the "remote viewing" to locate Saddam's scud
missiles sites for US government during the Gulf War and assisted FBI to
locate a kidnapped Exxon executive. They even can find a object from other
country or locate kidnapped people in the hidden place. This proves that
this kind technology of "remote watching" to locate a subject in a building,
is not a problem to them.

Now, I would like to show you another information about electrical
survilliance system which is a type of implantable/injectable micro/Bio-chip.

the scanner's digital display."

[....] True, an implanted transponder can't yet hold anywhere near as
much material as a smart card. But if the desire is there, larger size
implants and tiny microchips could soon increase its storage capacity.

Of course, most Americans will find a surgically implanted government
microchip repugnant. At least for the foreseeable future, the use of this
ingenious device will be confined to its current use: the tracking of
dogs, cats, horses and cattle.

But there is no difference in principle between forced to carry a
microchip in a plastic card in your wallet or in a little pellet in your
arm. The principle that Big Brother has the right to track you is
inherent in both. The only difference is a layer of skin.

Since the chip operates with low-frequency radio waves and does not
contain a battery, it remains passive with no parts to wear out. [....]

..the tracking of microchips does occur. Hughes Missiles Systems Company
uses microchips to track aircraft and vehicles. [....] [....] But what
about tracking people?

While the Global Positioning System can track aircraft, there is a system
of satellites in orbit right now that can track microchips injected into
humans.

Dr. Carl Sanders, an engineer for 32 years and the designer of the
Intelligence Manned Interface (IMI) biochip for use in humans, told the
"Monetary Economic Review" that "There are new satellites going up (such
as the) 66 satellites that Motorola is putting up in conjunction with the
Russians. These are low-orbiting satellites." He explains that certain
microchips can be picked up by satellite. "We used this with military
personnel in the Iraq war where they were actually tracked using this
particular type of device."

The concept of tracking children with microchips is already generating
interest. The Associated Press reports that Dr, Daniel Man, a plastic
surgeon in Miami, Florida could locate lost children or find Alzheimer's
victims... The device would emit a signal that could be monitored through
a cellular system, and possibly by satellite. [....]

[....] But is the microchip actually ready to be injected in large
numbers of people?

..the technology behind today's microchip is "fairly uncomplicated" and
with a little refinement could be used in a variety of human
applications.

Sematech in Austin, Tex., developed a computer chip in 1993 that is only

the legal right authority to do this through the Immigration Control Act

fears that a SmartCard, invisible tattoo, or electronic microchip under
the skin may be used to enforce immigration laws. Currently there are
several pending measures before Congress calling for a social security
card for immigrant identification with a photo, fingerprint digitization,

The above information already proves that to track a animal, car or even
human is not a problem.

Also comparing with my experiences in Taiwan, there are central control
stations that coordinate the use of the machine in major cities of
Taiwan. These control stations are connected to sensors in the
streets. So, they can track down someone anywhere within the city. If
Taiwan has this type of machine control station, United States should
have the similiar control centers. I suspect that these station might
use the "remote viewing" technology (and this technology may have been
included in city design).

There are eight of such kind cases had been reported in the " Microwaves
harassment & mind-control experimentation". (See page 8, 9 on

One dividual (driven to extremes of stress by ongoing electronic
harassment focusing on her children) killed one child in an effort to
protect her fromfurther pain.

Another individual, during a telephone conversation, was told by an
employee of a local power company that , if she value the lives of her
children, she would drop the her opposition to the company's
installation of high power lines. Since receiving that threat, the
invidual 11-wear-old daughter has been reduced to extrrement of il;lness
which cannot be diagnosed. It's now also apparent to this invidual
that her three-year-old son ids on the receiving end of externally
induced auditory input. (DoE figures prominently in this case.)

If the Departmemt of Energy really involved in above case then what
facts will show us. It only proved that few Dep. of goverment indeed
use this EMR mind machine or at least use the invisible microwaves weapon.
In this cases, the family didn't receive message which directly
deliver to their brain by Mind machine operators. You might ask what's
the real reason? In my own opinion, I would like to say that these
families basically shouldn't be their tourture subject of mind machine
operators because they're under control. However once these family
member's action or position against the interest of the mind machine group
then mind machine operators still can use the invisible microwaves weapon
(direct energy weapon) to hurt these victims' children then black mail
them in opened way ( call these victims by telephone.).
The above informations also proved that none place is safety when you
live under the EMR mind machine survilliance system. So even the above
average families children who live at home or even stay at hospital, the
children still can't avoid to be hurt by the remotely control invisible
mocrowaves weapon ( or direct energy weapon).
These parents can't do nothing to help their children so a invidual even
killed one child to protect her from further pain.
This kind situation only prove that the EMR mind machine survilliance
system have already established & network whole nation. Also the
invisible EMF waves (microwaves) weapon can remotely control the emitters
then focus waves to hurt anyone in any where.

(The emitters should be designed as a new electrical parts which combine
with old parts as a new parts so it not only has the original parts fuction
but also can emit radiation waves by remotely control way.)
The above evidence also show that actions of Mind Machine Operators are
extremely evil.

Not only will they read your thoughts, but they will also harm your body
with their invisible Electromagnetic radiation weapon. By doing so, they
can decide how bad your body condition is or in what health condition
they will allow you to live. Their action is more terrible than those
of communist in Russia. The communists only determine the distribution of
material ("the redistribution"), but the mind machine operators will
distribute other people's life or their health condition because they
can use invisible electronic radiation waves ( or direct energy weapon) to
hurt your body in your homes, cars, or everywhere according to their
remote control ability & entire nation metwork survilliance system.

Here are some of the basic operational principles of this machine and
the problems that existed in Taiwan arise from the usage of this machine.

1. Your privacy no longer exist when you are being investigated with the use
of the Mind Reading Machine.

This machine use electromagnetic radiation waves to investigate subject,
so he who is being investigated will be totally unaware (Electromagnetic
radiation is invisible and can penetrate walls, bricks, most metals and almost
anything in its way). Next, it sends these collected brain waves to
the CPU, and the cpu translates these brain waves into words or picture to
describe human thoughts.

Then, these pictures and words are display on a monitor for analysis
by the investigators. Because the subject that's being investigated
cannot see the electromagnetic radiation, he is totally unawared of the
violation of his privacy (of his thoughts read by others). This machine
can be used in day or night. It is often used with any stop, so the
victim's thoughts are constantly being monitored. Therefore, the dreams,
the ideas, the inner secrets or the other private feelings and thoughts of
the victim will be will be a open book to these investigators. So, the
investigators just have to use the machine near where you live or work, then
they steal your most inner secret and take your privacy from you.

The process of reading the thoughts work like this. First, two machine is
set up from two different angles. Then, both machines emits a high intensity
radiation which crosses the subjects' brains. One machine will emit
radiation, and the machine on the opposite side will intercept the
radiation wave and interpret the informations. After the detected
subject's brain waves had send to the CPU,it will be translated
into thoughts with words or picture, finally appears on the monitor which
operator can read & understand.

The best way to read thoughts is to make the subject fall asleep and
dreams because at those time the person being investigated has very
little control what his mind is thinking, and this allow the
investigator to influence the subject to dream about matters which the
investigators think are important. So the investigator will conduct
their investigations mostly at night. But you must remember, they can
read your thoughts any time even when you completely awake.

If the investigators are interested in some special information,
then they will not just read the thoughts, but they will also actively
direct subject to think about the things the investigators are interested.
Not only can the EMR mind machine decode brain patterns, it can also
send information to the brain using brain patterns. As an example, the
investigators might send a picture of something the investigator is
interested to the subject's brain, and this will trigger the subject start
thinking about the information the investigators are after. This also
allow the investigators to study the personality and the history of the
subject.

For example, They can fax the nude photo of a girl or man into a person's
dream. Then, the operators can study how the person reacts to determine
his sexual preference etc.

(In the earlier cited article about the San Dieago Hopsital's study, it
was mentioned that the research team can determine whether or not a
picture is familiar to a test subject with 80% accuracy (A computer is
used to analyze the subject's brain patterns, and the computer can
determine whether or not the subject is familiar with the picture without
the subject having to say anything). This established that a certain
brain pattern represents certain "pictures"; and if this brain pattern is
send to the human brain, the subject's brain will start to form the
"picture" that's associated with that particular brain pattern.

2. Exposure to the radiation emit by this machine is not only harmful to
your body, it can also kill you.

Whenever this machine is being operated on high frequency, it can be used
to kill you. The beam of high frequency radiation emitted from the machine can
be aimed at your head or your body. If the target is your head, your central
nervous system will be damaged. If the target is your body, your organs will be
damaged. If the target is your heart, it can cause heart diseases and
the machine can cause someone to die as if he was killed by natural
causes.

Even if the machine is not being operated on extreme high frequency,
prolong exposure to the radiation will still make a person ill and slowly cause
his death. Also the neurologists involved in this behavior alteration
research can show the investigators how to effectively damage subject's
nervous system.

Let's back to see what's the reaction of the Authority will be,when
victims reported that they're suffering these kind situation.
The FBI spokesman do acknowledge that they have received large
number of requests for asistance from "persons" who believe that they

Unfortunately according to above report, these victims are only treated as "
Mental problem persons" then dismiss their cases.

Now let's investigated that could a person being zapped by electrical
radiation waves Mean?

If someone believe that these kind victims are accidently zapped by
lightning or a strange radio waves which can hurt people then I would
like to express my own opinion to it.

We all know that the lightning never strike a same place twice because
the chance is almost zero. Especially it couldn't happened
to a living & moving human. It's the same meaning that people
accidently be zapped by a strong strange radio waves twice (which can cause
harm.) , the chance should be the same zero. Then how could
it happen to a same subject who's accidently zapped by a strong "radio
waves" twice or even constantly?! I do believe
that these victims are constantly zapped by these invidsible waves &
caused harm then request assitance from the FBI or Authorities.

So Comparing with above chance rate, these waves can't be lightning
or even a strange strong waves which can be accidently met by victims
twice , instead of, these waves should be considered as a specially
designed weapon to hurt or tourture people. So far we know that only the
Nonlethal wreapon can cause the same symptoms & also use invisible
radiation waves.
These Nonlethal weapon include the high power Microwaves emitters,
Electromagnetic pulse generatotrs, infrasound,isotropic radiators,etc.
Also so far we know that only some Departments of Government poss the
Nonlethal weapon in our society.

So people feel that they're being "zapped by radio waves" constantly
or even twice is a alarm to our society because these victims have
proved that few offices had abused the Nonlethal weapon to our US
citizens constantly in a deep covert operation way. The few officers
who abuse the Nonlethal weapons to US citizens are real crimals because
they already abuse human rights & against US Constitution.

According to the ANSA's report of "Microwaves Harassment & mind
control experimentation"--1992 December, It did prove that
some officers (those who abuse Human Rights) have already used these "
Nonlethal weapon " on our US citizens for a long time. (ANSA: See
explanation at below 3.)

3. This machine can be used to drive people mad:

Whenever the operators of the mind machine had decided to dispose
of their subject, one of their tactics is to play with the mind of the
subject (their victim). First, they will use the Mind Reading machine to
find out about the victim's secret or plan. Then, they will
intentionally "bump" into the victim whereever the victim goes. These
operators will create the impression that they know all the victim's
secrets or plans. Their purpose is to make the victim feels that he has
absolutely no privacy at all. This will mislead the victim to believe
that everyone know everything about him. Eventually, the constant stress
lead to paranoia and insanity.

If that doesn't work, the operators will "talk" to the victim.
This "talk" is done 24 hours a day util it drives the victim crazy or to
make the victim to be appeared as to be insane.

Now let me explain how it works!

The human brain is not only responsible for thoughts, but it's also a
receiver for electrical impulses from various parts of the body. The brain
translates these impulses into actual sound or sensation. For example, the human
ears only collect sound waves. Then, one of the organ is the audiatory
canal translates these sound waves into electrical impulses and send it
to the brain. Then, the brain translates these impulses into the
sounds that you "hear". So, if you can directly send the electrical
signal (characterizing somebody's conversion) straight to the subject's
brain. Then the subject will "hear" the conversation without actually
hearing it through the ears. The ears is completely bypass in this hearing
process.

(This type of technology had been used by the medical community:
"They have enable deaf people to talk on the phone again by putting
electrodes into the ears of deaf people" & "they've made a blind woman
see patterns of light by putting electrodes in the back of her brain"--
In a special report from the mystery of sense of" Discover" magazine
June 93).

There is another report about how this technology was developed along with
mind control technologies was printed on "Lobster" magazine of United
Kingdom in June 1993. It's as below:

Mrs. Janet Morris confirmed John Alexander's involvement in mind control
and psychotropic projects in the Los Alamos National Laboratories. Alexander
and his team have recently been working with Dr Igor Smirnov, a
psychologist from the Moscow Institute of Psychocorrelations. They were
invited to the U.S. after Janet Morris' visit to Russia in 1991. There
she was shown the technique which was pioneered by the Russian Department
of Psycho-Correction at Moscow Medical Academy. The Russians employ a
technique to electronically analyze the human mind in order to influence
it. They input subliminal command messages, using key words transmitted
in "white noise" or music. Using an infrasound very low frequency-type
transmission, the acoustic psycho-correction message is transmitted via
bone conduction - ear plugs would not restrict the message. To do that
would require an entire body protection system. According to the
Russians the subliminal messages by-pass the conscious level and are effective
almost immediately.

The above device although is developed in Russia proves that the
idea of sending voices to someone's mind without him actually "hearing"
these voice through his ears (and people around him hearing these voices)
can be done.
Now let's back to watch what reaction of our Authority will be if our
citizens report that they're "hearing voices" in brain.

The FBI sopokesman have acknowledged that they have received large

Now, let's investigate if hearing voices in the brain can be caused by
electronics means?

The following is an excerpt from the book of Dr. Robert Becker (who was
twice nominated for the Nobel Prize for his work in the field of
bio-electromagnetism) published in 1985 (titled: The Body Electric).

In the early 1960s, Frey [Dr. Frey is a scientists who worked on the Project
Pandora funded by the U.S. Navy] found that when microwaves of 300 to
3,000 megahertz were pulsed at specific rates, humans (even deaf people)
could "hear" them.

In 1973, Dr. Joseph C. Sharp served at the Walter Reed Army Institute of
Research. Dr. Sharp, serving as a test subject himself, heard and understood
spoken words delivered to him in an echo-free isolation chamber via a
pulsed-microwave audiogram (an analog of the word's sound vibrations)
beamed into his brain.

Dr. Becker went on to comment that "Such a device has obvious applications
in covert operations designed to drive a target crazy with "voices" or
deliver undetectable instructions to a programmed assassin."

Therefore, it is a fact that voice message can be deliever to the human
brains by electronics mean. We must educate the public that this is
indeed possible and this technology has been incorporated into weapons, so
the operators of these "Non-Lethal Weapons" can no longer mislead the
American publics that these victims are insane and crazy when in reality,
these victims are perfectly sane. Only through this education and general
consensus, will create an atmosphere which will allow these victims to come
out to make legitmate legal claims against these criminals. Unless this
happens, these criminals will forever be above the law and never be held
accountable for their evil actions.

The "Mind Reading Machine" use the same principle to imitating the
frequency of electrical impulses and actual sound(generated by the ears). Then,
this electromagnetic wave is aimed directly at the subject's brain. This will
cause the subject to hear what the operators want him to hear without actually
hearing it.

The investigators abuses the above scientific principles to drive
their victims mad. They will use this second method when the victim
doesn't sccumb to their first tactic.

They will use the microwave radiation to send the operators'
voices to the victim (shooting it directly at the subject's brain).

The subject will hear what they say as normal dialogue in a
whisper, but actually it is not a voice which can be heard by ears.
Since the victim can't find anyone around him speaking to him, he might
start to think that he is hearing things. But, as this type of audio
harassment continues, the subject will eventually think that he is mad.

If even this doesn't work, the investigators will try to start
agruments with the victims by sending him dialogues which will cause
victim to get angry. The victim might be provoked to response to the
taunts, insults or profane language. Often, the victim will respond with
outburst in public (which is where the operator will try to actively
engage in this type of operation). This will mislead the people around
the victim to believe the victim is insane (because all they can see or
hear is the "unprovoke" outburst of the victim).

This is how the mind reading machine operators try to set up
their victims to make the victim to appear as insane to other people.
The other might also be mislead to think that the victim is arguing with
ghost and make the victim to think himself is crazy. At the end,
everyone will think the victim is crazy, and the victim will be
completely isolated.

There's one more method which the mind machine operators use to
drive their victim mad: When the victim knows that he is being hurt by
someone, but he doesn't know who are hurting him.

When these investigators want to dispose the victim, they will
hurt the victim by using high frequency electromagnetic radiation. If
the victim doesn't know this and take measures to protect himself, he
will slowly die. But, even if he realizes that he is being hurt, the
investigators will continue to harm the victim. It will make the victim
extremely angry, but often the victim cannot fight back. This is because
these operators are hiding behind the machine. The victim will find
himself find enemies who are "invisible".

It will be difficult for the victim to find where the radiation
is coming from.

If the victim can't locate it and figure out who are
hurting him, his frustration will drive him insane. It will be similar
to what newspapers had reported numerous time. "The gun man open fires
on the street and takes out his anger on innoncent bystanders." This guy
will be charged with murder or be commited to mental hospital by authority.
Acutally, this man isn't really crazy. He knows someone is setting him
up, but he doesn't have enough knowledge of "Mind Reading Machine." Nor,
do they know where to find his "invisible enemies". In his final
frustration, he will takes out his anger on anyone. This is because he
can't find the real enemy (the Mind Machine Operators) to retailate.

The whole story is very simple to those who knows the existence of the
"Mind Reading Machine", because the victim was just set up by the
operators of mind machine- "MRM"

I would like to discuss two cases which happened in New York city to
readetrs right now. These two murderers had been charged as
schitzophtrenic. However I would like to discuss these two cases &
clear the differentiation between schitzophtrenic or being efected by the EMR
mind machine.

Concerning the events of schizophrenia which occurred in New York, I will
further clarify it. There were two case that were discussed in my previous
article. One was brought up by Mr. Mark concerning the case of "Son of Sam",
the other one was something that I ran across reading the newspaper.

I'll admit that I don't really know the details of the case (son of sam)
All I know was what Mark had said that the murderer had killed seven guys.
If murderer killed these seven people on different days, and he has no
financial dispute, emotional conflicts, and does not have any competitive
conflict with his victims, then I agree he should be insane. But if all of
the seven people were killed on almost the same time on the same day without
any provocations, then I would suspect the machine might be one of possible
causes of this case. I want to make a clear differentiation between the
two possibilities (insanity and being affected by the machine). If
the operators want to ruin their subject, they'll just need to drive him into
killing one person. This is enough to make him appear to be insane
to put him in jail or send into mental institution (although in reality, the
subject may not be truly insane. He may be just releasing the stress
that's been created by having the machine used on him). So, logically the
operator will not make any more effort to drive the person to kill more on
different days. But, the person who is driven mad by the machine may use a
powerful weapons such as AK-47 sami-automatic to kill a lot of people at
one place to unleash his anger. (This place should be a regualar place which
the person always go or stay, also where he meet a few people who are the
operators and taunting him with their actions to drive him mad. The person
doesn't know this machine but he felt some people know too much about him
and everyone seems taunting him. It make him angry at the people of the
place. )

The other case happened in spring of 1994 & involves a person who
lived in New York: This person & his family was from China.
He killed his wife while she was working. The newspaper
reported that the killer have recently heard a voice that he changed his
bad luck by killing his wife. The Chinese guy had followed the voice'
"advice" to kill his wife when she was working at home because he
thought the voices was from the angel & try to help him. The Chinese
newspaper--World Journal (This newspaper publish in US.) wrote this event &
reported the husband's words as above. I suspect that this case might be
caused by something else (such as EMR mind machine operators.) other than
schizoprenia.
That's because the mind machine operators can use the EMR mind
machine to set up anyone whom they don't like.
If the operators of mind machine don't like this Chinese husband
then a female of operators can pretend as a sky angel & deliver the
message to the brain of Chinese husband. The message should be just
like the news report that to kill your wife in order of change your bad
luck. If the deduction is correct then both husband & wife are all
victims but the mind machine operators are the real crimals.

The Association of National Security Alumni is a Maryland based organization
composed primarily of former US national security establishment employees who

McKinney later states:

"It has been suggested that the long-term objective of all this
experimentation is to develop a system by which all (surviving) citizens of
this country may be monitored and tracked by a sophisticated, perhaps
satellite-based cybernetics system.

Certainly some of the research being dedicated to 'mapping of the brain'
shows this potential.
We are in receipt of preliminary information which points to magnetic
resonance imaging as being critical to this process."

Upon reading the Strategic Studies Institute paper, "The Revolution in
Military Affairs and Conflict Short of War", McKinney wrote to the authors,
Steven Metz, Ph.D., and LTC James Kievit, to critique its content.

In the letter, McKinney writes: "First, I noticed a rather curious
omission in your paper; namely, the impact of a 'revolutionized'
military upon the rights of US citizens as they might be inferred to
exist under Article IX of the United States Constitution.

True, you have expressed some concern about potential 'ethics'
violations resulting from unconstrained evolutionary or revolutionary
processes; however, I see no reference anywhere in your paper to the
military's primary responsibility in upholding, protecting and defending the

used in mind control or as a invisible weapon to hurt or get rid of US
citizens who ligelly live in the society.

of requests for assiatance from "mental disturbed persons" who believe
that they are being "zapped by radio waves" and/or " are hearing voices"....

4. This machine had built a new slave system, because the subject who be
investigated had been treated only as a property of them.

The machine uses invisible electromagnetic waves to invade people's privacy
and read people's thoughts without trace of any evidence. The subject
is unaware that his thoughts are being read. So, the operators can uses
this machine on anyone as many times as he please and hurt anyone without
any permit. The most horrible thing is that the operators always use
this machine depending on his mood. When the operators are in a good
mood, the subject may face a fair treatment. But when the operators are
in bad mood because he does not complete understand the subject with this
machine, the operator will take out his anger on the subject and punish
the subject with this machine until the subject is dead.
The subject is not under any protection of law because there are no trace
of any evidence with the weapon of radiation waves. The subject is treated only

belong to them (their kids or property), and they can do anything to us

operators of EMR mind machine are really everywhere & that's why they can
keep their secret. That's because they not only destroy every subject
psychologically or even tourture the whole family of subject with their
invisible EMF (electromagnetic frequency) weapon or even get rid of them.

6. Who are investigated by the "Mind Reading Machine operators".
Based on how this machine has been used in Taiwan. I should say that they
try investigate everyone in their country. They do not have enough agents,
however, to do this. Therefore, they focus their attention on investigating the
key person in politics, business, science, organized crime, etc. These people
are mayor, the congressmen, highly ranked scientists, businessmen, the crime
bosses or anyone whom they are interested in. The actions of these
operators are beyond all logical thinking. They not only investigate
criminal, but also normal people whom are important or they are
interested in. The operators will keep their records on the subject
forever. They will continue their investigation of same person as they
like to make sure the subject is under their handle. They
think it's the best way to protect the country. So if it's the same
situation in United States. Who are investigated by them? I believe
"most of us are investigated by them at least once." If we don't make a
new law to regulate this groups and machine right now. The situation
will only get worse. The unauthorized power of the investigators will
extent to maxima. And it will be even more difficult to be changed in
the future.

I suspect that they might already build a general public surveillance
system of entire nation in these countries.
I would like to show you a information as below:
In August 1971, there is a general efficiency surveillance security
system program proposal submitted to the President Nixon. It proposed to
wire every house, car, and boat in America. The plan included a
blueprint for a government- operated propaganda system via a TV network
that would have linked every state, city, and home.

Although this program wasn't accepted At that time. It did prove that
they have this plan and can make it for a long time. If once they
carry out this plan in right now, they can combine with current
scientific technique such as "remote viewing", non-lethal weapon, mind
machine-"TRM". They can easily to make it also advance to the invisible
(electromagnetic waves) way.
In 1980, the Senate passed the Intelligence Oversight Act of 1980.
This Bill include estabilishing no standars for covert operations or
employment of academics, clergymen or journalists as spies or informers
and npopewnalty for the public disclosure of agents working for the US.

The above Bill already prove that they were allowed to build the general
survelliance system if they could operate it in covert way.
Then this machine might have been installed in all public buildings, such
as shopping centers, schools, supermarkets, bank, airports, etc, also include
the vehicles. (The main intersection of street, the shoulder of highway
might have installed the electrical receiver.) The law abiding
citizens will be totally under their control wherever he/she goes.
That's why they so serious to deal with any security leak.
Some of them also already abuse their Mind machine surillian
system & invisible EMF waves weapon to pursuit personal interest or unlesh
personal anger. The above cases of children being hurt by the
invisible waves weapon are the perfect examples of Mind Machine
Operators abuse of power.

Since the Mind machine- "TRM" have been invented and kept as a top
secret ,certain part of authorities have changed their position to
protect the mind machine-"TRM" secret and the operators first. If
people mention about this machine or be aware of this machine, they will
be accused as insane or gotten rid of by the operators in spite of their
human rights.

If the authority deny this device also allow the machine operators using
the invisible weapon to get rid of people, then I'll ask you a question. Do you
believe some of the authorities is still abiding the founding

7. The machine can be used as a tool of surveillance and interrogation
to any subject in any place, if the operators so desire.
How could they do it in the whole country?
There are three reasons to explain it.

The first reason: The machine combine with a special surveillance
system--" remote watching" ( or later might combine to use the injectable
micro-chips to track people.). There are some radar which can find a fly a
kilometer away or track a human at twenty five miles.(see the report of Dr.
Becker on above) Also there is a " PSI TECH" company hold a " remote viewing"
technique, they can used this to find the Saddam's scud missile site and the
napped person in the hidden place.(see report of Ms.Armen Victorian.) I
suspect the both report concerning a same equipment but the "remote viewing" is
the advanced & final product. The "remote watching" use such kind of radical
waves( with the penetrate ability of walls, brick, metal) to find and locate the
subject (or object) accurately in any place ( home or building) no matter day or
night.

This EMR mind machine (TRM) also can connect with the surveillance
videos in the public building. If the really carry out the program of
general surveillance system, the machine suppose to be installed with remote
watching on the outside of building-top or light poles to watch the
people in the outside space area. Also it can be remotely emitted the
microwave to hurt any subject.

Now let me show you such kind information which is " Project Slammer.
Project Slammer is a CIA-fund study, managed by CIA & FBI behavioral
scientists, which explores the "mental make-up" of alleged security risk,
along with their family members & close associate.
Ms. Julianne Mekinney, a former intelligency agent of US Army, point out
that a survillian activities might fall under purview of "Project
Slammer". The response of spokesman of FBI was angrily declaim that "
You don't know who is conducting that survillian system! You don't know
if that is a state police survilliance!...or a local police survilliance!
It could be a totally unleated operation! You don't know who is
conducting that survilliance! ..[etc.,etc.]

However the answer of spokesman proved that the FBI is at least
acknowledging existence of the survilliance. Also it proved they all
can use this survilliance system fropm local police , state police
untill FBI, CIA.

The second reason: There are lot invisible weapons have been
invented and can be combined with the (TRM) machine to use (such as the
microwave emitter, electromagnetic generator, the infrasound weapon) to
interrogate or threat anyone, or interfere with any victim brain's
electrical activity. This kind action won't earn any other to pay
attention to it because these kind weapons are invisible, noise-less (except
the painful holwing of the victims.), and no exteral injuries evidence.
So these EMR mind machine operators always pride that they can
tourture peoople & never can be held by law.

Also there are eight cases of such victims have been proven by ANSA
(Association of National Security Alumni) in the report of electronic
survillance project on December 1992.
The exception to this is when elderly patrents and young children in
the family became targets for apparent purposes of intimidation.

For example, One individual (driven to extremes of stress by ongoing
electronic harassment focusing on her children.) killed one child in an
effort to proitect her from further pain.

The third reason: The (TRM) mind machine can be remotely controlled &
installed in the vehicle just like the mobile-phone. So wherever you
go(by car) or wherever you stay (any place), you're totally under spied,
if they so desire.

So if any top Authority had maken the bad decision --" install this
machine in all building & vehicle also install the electrical waves
receiver in the intersection of streets (or highway shoulder ) such as
light poles. Then what will happen? Only the law abiding citizens
will be totally under spied without any privacy, no matter of where you
go or where you stay?

If our society already be made the sacrifice for the "TRM" and the
crimes have never been reduced, Who should responsible for it?!

8. This machine have done a lot of harm to our society but still can't reduce
crime.

I don't intent to oppose the CIA nor to any other agencies when I talk
about the Mind machine-"TRM". I just want to let this machine to be used in
right way. Authorities always think that by keeping the machine as a secret,
they can easily stop crime or find the spy. Comparing with the facts, we know
it is wrong. The problem here is such kind machine is usually used on law
abiding citizens first, but not very effective to regulate the criminal. this
is because the law abiding citizens have fixed job, fixed address, regular life
style and all have I.D. The operators of machine can easy find them, check
them, or work on them, they are totally under control of operators of the
machine.

On the other hand, the criminals almost have no fixed job, no fixed
address, no regular living style, come and run suddenly, or even no I.D.
except the leaders of mob ( they have the fixed address.). The
operators of the machine can't so easily find or get them and keep
working on.

That's why the operators can't predicate the actions of the criminal and
the crime have never been reduced. Also the spy will be more difficult to find
than the criminal because the spy of other country will be taught how to counter
"TRM". Furthermore, some people who are absorbed by intelligence agency
of other country, could also be agents of United States because other
countries would try to absorb people who have access to classified
documents or military secrets.
Therefore, these double-agents will definitely know the "TRM" very well
and know how to avoid being detected.

So the "TRM" will be mostly used on the law abiding citizens. If the
authorities continue to keep the mind machine- "TRM" as top secret then
it only hurt the law abiding citizens and keep special privilege of
operators forever.
The operators not only can use the machine do their regular job but also
can use it for their personal motive without any limit.
On the other hand, if the whole nation surveillance system already built
and the operators just need staying the central machine control station and can
watch everyone or hurt everyone by using the non-lethal weapon. Then what will
happen"?

Everyone will be under the threat of their power. If any operator make any
mistake who can stop or correct the event. If one of the operators try to get
rid of any important political people who can stop him/her? If the whole nation
surveillance system is true, they even can get rid of our President of country.
Who can check their loyalty & who'll read their thoughts for the country
security? Especially, a retired top political people will lost all power and
also under the threat of mind machine with the surveillance system.

I hope the authorities can release the secret of mind machine. Let this
machine be used under legal restriction and force the operators work in opened
way. Let the operators work as the public servants who have the delegated power
but also have the obligation. Once the operators of machine can work in opened
way, it will not necessary to get rid of anyone to avoid security leak. After
the duty of operators have been opened to society, their actions can be also
checked by representatives from the city to state then to federal government.

They can't do everything as before, then the cruel action won't be easily

9. It can make the car accident on high way to get rid of people.
I would like to explain it to you as follow:
This machine can be installed (mighty have been installed) into your
automobile because it can be remote controlled.
Now, I would like to explain to you that how it can works.

Two small specially designed emitter emit the magnetic waves which
frequency imitate the brain waves , is the basic requirement.
Another one is a special radar which is used as remote watching emitting
waves to locate the subject accurately in the car.
After the designed emitter and radar are installed in the car, it emit
the magnetic waves when you're driving. That's because the emitter are
connected with the emission or engine system. The receivers of the
brain waves can be installed at the intersection of street to receive
the brain waves from the car ( Such as each main intersection of
streets, roads or the shoulder on high way. If they have installed this
kind system in light poles then they should have succeeded in it. )
This will just like the mobile-phone which you can talk in the car within a
large area but this machine use the different also special low frequency
radio channel. Also each pair emitter in a car should have included
different code- it just like the different phone number of every
mobile-phone in the car.--to distinguish the signal(brain waves) come
from different car.
This way, the investigators of control station can monitor what you are
thinking when you are driving. They also can remote the small emitter
emit high frequency radiation to interfere with your thinking process
and make you feel sleepy, or even aim the magnetic waves to the brain on
the part of nerve system which control sleeping to make you dizzy.
This will make you suddenly falling into sleep without any knowing
while you are driving on highway to cause the car accident. They will do
this to get rid of the subject whom they can't control or they don't like
, or whom is the victim for the purpose to avoid the security leak.

Mr. Lundis, a very religion gentleman who work at the church every
Sunday as a volunteer, told me that Since 1983 the automobile of US
had been designed to emit signals from the car to satellite. He
told me that the authority can monitor you wherever you go (on the car).
(According to the ability of injectable microchip which can track animals,
cars, or even human. See above explanation.)

I believe what he said was a fact which based on his best knowledge.
If what he said was a fact then this proved that the general
surveillance system indeed has existed for a long time. Further more this
also prove it's possible that a mind machine might have installed in every
car of the nation. That's because they can collect information of your
thoughts (brain waves) & use this signals to send to satellite.
That's why they designed the emitters in the car to send signals to
satellite. Their purpose should not be only to find where you are because
it's too simple & nonsense. The real purpose of them should be to read
your thoughts to know what you think whenever you go.
I'll deduct that the radiation waves emitter might be installed in the
front between driver seat & engine. The assisted collector of brain waves
can be installed on the side of road or intersection to increase the
collected ability of signals.
If above situation happen to any owner of cars, then I'll feel sorry
to him/her because there's no any privacy in his/her car.
If the electromagnetic waves emitter is indeed installed in the car,
then the location in the axis of steering wheel should be the most
possible area which can be installed the radiation waves emitter.
That's because it face to your face & can easily emit the EMR waves on
you also this place seldom happen the problem.

However I have found a heavy & thick hexangular metal in the axis which is
connected with a "electric magnet"(it's made with a iron bar). The
thick & rounded "electric magnet" isn't a necessary equipment which is
connected with the horn. That's because they can easily use a wire instead
of the electric magnet. ( They use the electric magnet as a part of
circuit of the horn when they can easily use a wire instead of magnet.) Also
the heavy & thick hexangular shape metal is completely useless in there
except to connect with the electric magnet to increase the electromagnetic
field. (The electric magnet is fixed with the special design, hidden in the
axis of steering wheel, then connect with the hexangular heavy metal.)

I already took away this hexangular metal and insert nonconducting material
to avoid anything might conduct with the electric magnet. That's
because I couldn't move away the electric magnet which is fixed by
special design to avoid that anyone who might doubt it & move it away.

The hexangular metal is about 2 lbs & look like as below:

After I put into the nonconducting material to cover the electric magnet
then I cover with few pieces of other metals. I hope I can block any waves
which the electric magnet might emit out. (After that I never meet the
unnormally dizzy situation in a hundred miles driving distance. Before
I found this I have ever met few times dizzy situation. Also once I was
only driving in a short distances.)
Some people might say that this magnet is a sensor to determine thge
positioin of wheel. I disagree with it.
I had learned how to maintain a car to keep it working in best condition in
my military service.
That's because I learn to drive in military. The military taught me
how to maintain a car before I learn to drive it. There's words of them-
"learn to maintain before you learn to drive it." Also I do have the
certifcation of car maintenance technique of Taiwan. I got that
because I pass the examination before I came to US.
Well, even I'm not major in mechnical engineer but I do know much about
a car.

Not only I can do the routine maintenance job for my car but also can
do the engine tune up or cooling system flush.
This kind maintenance knowledge of mine make me know that which parts should
have sensibility.
Also this words only shows that they didn't check this parts.
That's because the rounded bar magnet is fixed with steering wheel also has
a small hole to connect with another piece of traingular metal.
The above is already enough if they really need this magnet as a sensor
(which I don't believe because they can only use the piece of traingular
metal to determine the position of wheel.)
So it's obviously. if you can only use the piece of traingular metal
to determine the position of wheel then they won't need the hexangular metal.

What is the function of the hexangular metal? I don't think that any
kind reason need the thick & heavy metal which weight is about 2 lbs.
Also the piece of traingular metal connected with the black materials in
six point of the hexangular metal then contact with the electric magnet.

The black materials (look as rubber) can be used to completely
circuit which you can find in the controller of video game.
This can increase the electric field & face to the driver's face.
I have said that in my previous reply if the few suspects have installed
the emitters of mind machine in cars then they would design the new
parts. This kind new parts should combine with the original parts. So
this parts not only can work as original parts but also can emit the
electromagnetic waves.

It's obviously that the above electric magnet & the hexangular metal
can also emit electromagnetic waves. That's the main point.
Even the electric magnet is really used to.... as they said. From the
view point of function, you can either say that the function of parts is
used to produce the electromagnetic waves or might...as they said.

However I can drive my car as normal after I took away the thick & heavy
hexangular metal. We know that manufactures always advance their
technique & reduce the unnecessary parts in a product to reduce the cost.
So this kind situation is very unusual if any part is useless but
include in a product.

Everyone can check your car in the axis of steering wheel to find it.

One more evidence is in the steel frames which divide the driver's door
& the passenger's door. I describe it as below:

There's a wire connect with the back door to supply the electrical
power to door light. This wire extent from the steel frame between two
doors (The driver's door and passenger's door are separated by the steel
frame.)
This steel frame is used to hold the seat belt also there's space inside to
install wires. I found the wires which supply the electric power to the
door light , are split four wires.
The very stranger thing is that one of the wires connect to some thing
inside the steel frame which was covered in the steel frame like a box. So
you can't see it. However this wire supply the electric power to something
of the box. I already disconnect this wire & still drive as normal.
Both side of the steel frames which divide the driver & passenger
doors,have the same thing. One of this frame locate the side near of
driver. If they installed the collector of brain waves & emitters
inside this frame (near brain of driver) then they not only can read
driver's thoughts but also can deliver spoken words to driver's brain
to drive him mad, or focus EM waves on the part of driver's brain which
can react dizzy situation to cause car accident.

There's a wire carry electric power whether is negative or positive charge.
This wire has a rounded hook to connect a screw then contact with the
body of car. This wire is hidden in the body side of car near the driver
feet.
This wire is covered with plastic & rug which use glue to fix & avoid to
be removed.

Both side near the front door, have the same wire to contact the the body of
car.

negative or positive charge because it came from the battery.
So it promise that any other wire contact (or remotely controlled to contact)
with the car which is carrying the different charge ( negative or positive
charge) then can supply the electric power as normal.
The wire in the steel frame will be used exactly as what I said.
If they did install the emitters of mind machine in cars then the
situation will like below.
The axis will emit the electromagnetic waves & the frame unknow box can
collect brain waves or deliver words.

If they try to make a car accident then the magnet in axis can emit
large electromagnetic waves to cause driver falling in dizzy situation.

After I block the electric power on above wires, so far nothing bother
me & I can drive as normal.

Some people will think that this isn't the first time that you've
attributed normal human failings to machinations of this device.
Can't I accept that there is no such device and that people fall asleep
at the wheel either because they're tired or have fallen prey to the
hypnotic rhythm of the road and boredom?

Well, I have heard about this kind theory since I came to US. However I
never heard this kind idea in Taiwan and never have this kind feeling when I
was military officer & driving on high way in Taiwan.
If the high way is exact straight & can last such kind straight line at
least over three hours then I can consider it might be possible as they said.
Chance are this kind situation seldom happen.
People fall in sleep by reduce their concentration but not pay
concentration then fall in sleep. Although it can easily causes tire
after drivers get off their cars. However in normal condition, the
human reflex in body can produce alert signal then human will know how to
avoid danger.

So If people drive on high way & feel tire, this kind situation
should come slowly & can be known by driver as a alert signal.
The driver should have enough time to consider that whether take a rest or
not. The emitters of mind machine will cause different situation.
The large EM waves will suddenly cause people to become dizzy to
the point of unconscious. So driver will cause car accident without
the alert as normal reaction from natural reflex if driver doesn't have
the knowledge of the mind machine. That's because there's only
a few minutes time to make right decision to avoid the car accident before

However the above straight line seldom happen in high way except in
dessert or may be few areas which I don't know. So I don't take it as
a usually happened condition.

If people have a good sleep and in a normal physical condition then I
would like to make a logical consideration. It's as below.

In my own opinion, when people are driving & watching the road, their
blood will flow into the brain for their concentration logically. In
this condition it'll just like the people play the gambling in a room.
People seldom fall into sleep in a gambling. So it should seldom happen
fall into sleep when they're driving. Especially if they suddenly
feel dizzy in one or two hours driving time then It's really unusual.
However this can easily cause tire after a long distance travel when
people get off the car.
That's because people spend lots concentration (brain energy) in driving.
On the other hand if people didn't have good sleep or not in normal
condition in one's body then it doesn't count.

Now I would like to show you a example & this staged accident might be
causedby the electromagnetic waves (microwaves) which emmiter might have been
installed in cars & was remotely controlled by EMR mind machine group.

It should be noted that, In some cases "accidental" death do occur.
One individual in contact with us reported that his mother drove off a
cliff to her death, during a period when he was researching evidence
that a still-respected, high-level state Department official had passed
A-boomb secret to the Soviet Government during World War II. The
accident occurred shortly after her car had undergone routine maintaenance.
She was returnning from a dental appointment when the accident occurred.
Witnesses states that it appeared that she had suddenly stepped on the
accelerator before running off the road. The accident served to
terminate this person's research project.

Considering the millions people who are driving & affected by the
emitters of mind machine if the emitters really have been installed in
cars.

That's why I must tell the society with few example which facts had
happened before.

If you disagree with the deduction based on Mr. Lundis' words & above
evidence, then I would like to ask you a few questions ?

Can you explain the two evidences which I found in car.
what is the purpose they installed the hexangular heavy metal in the
axis of steering wheel?
Why it need to connect with a electrical magnet? Also both metal are not
necessary in using except these kind parts can increase the electric
field. I already took away the hexangular metal & still
drive as normal. Also after that I never meet the dizzy situation in a
hundred miles distance while I'm driving. ( Before I found & took away
this hexangular metal, I meet such kind dizzy situation few times even in
a short driving distance.)

Why they need to connect a carrying elrectric power wire with the front
body of car from both side?
Why they need to connect a wire with both side steel frame? (which wires
always carry electric power as the horn.)
( The steel frames divide the driver's door & passenger's door)
It not use for any light but supply the electric power to something which
is hidden in the steel frames as a steel box.
Every one can check these place to find it, it won't spent you too much
time.
The belief & concentration are what you only need.
Why they want to use the carrying electric wire to connect the Unknow boxes?
What kind things will be hidden inside the unknow boxes?
Do you have a logical explanation to it?
The answer might be only that the emitters of EMR mind machine have been
installed in cars then can solve these question.

If the above deduction is true then even most people didn't get hurt, It's
still a terrible thing.
If you disagree this point then let me explain it as a example:

If people live in a country which is carrying out the martial law,
they may see the soldiers carry guns at the intersections, or the
machine-guns locate on important locations. What will you think about it?
You'll think these people are living in a freedom society or dangerous
situation!, even most people never get hurt.

If the emitters of mind machine have been installed in cars then what
will happen? It's obviously that we can figure out it as below:

These kind cars are similar as the country which are carrying out the
martial law and then drivers are similar as the people.
The emitters are analogous as the guns or machine-guns in people's cars
and operators of mind machine are similar as the soldiers who hide in the
central machine stations.
The operators of mind machine not only can read divers' thoughts.
The operators can shoot (focus) the elecctromagnetic waves as a weapon on
people's heart to cause natural death, or emit large electromagnetic
waves to make driver falling in dizzy condition suddenly then cause car
accident on high way.
They also can focus the waves on driver's brain on the part which can
cause dizzy to cause car accident too by remotely controlled way.
The operators can get rid of drivers as above even they never hurt you,
if they had installed the emitters in cars.

If the above deduction is all correct then your car not exactly belong
to yourself. Whenever you're driving the machine automaticly detect your
thoughts but the chance is that the machine operators will read your
thoughts or not.
The operators of Mind machine just need to turn on the switch of your
car in the central machine station. They can read your thoughts
wherever you're driving. It just like they reach you on your
mobil phone. The only different is that they not only know what you say
but also can know what you think!
The most terrible thing is that the machine operator might emit the
huge electromagnetic waves to force driver lethargy (fall in sleep
suddenly) and make the car accident to get rid of anyone on high way, if
they so desire.

Regarding the people are being monitored in their daily life,
I do believe that there are a lot more going on than we think. Let me share
with you a true story:

Recently a big teleomm company here in Dallas was testing
their new PCS (Personal Communication System) in downtown
Los Angeles, it required to install some small receivers
on the light poles. While the technicans were installing
their equipments, they found some unknown boxes hanging on
the light poles and noone knew what it was - these are
veterans technicians who install equipments all over the
country. Apparently one of the guys must have done something
to one of the boxes b/c a few days later, the office in Dallas
received a phone call telling them to stay away from those boxes.
The caller is the FBI.

Question here: what's in those boxes? why is FBI involved?
What are those boxes doing there? what does it do?
What is this thing? go figure.

I do believe that information of Mr. John Ho is very valuable and have
proved something for me.
I knew a victim of EMR (electromagnetic radiation waves) Mind machine.
The experiences of this victim was that when he walked to local supermarket
shopping, sometime he heard the spoken words to deliver to him in air.
Also he feel that sometime the waves was shot on his head while he walked
pass by the light pole.
He told me this situations few times and I always tell him this only
came from mind machine so don't confuse it even we can't find the exact
location of the machine to be installed. Also I always think about that
how could they find a subject exact location while he walked.
I had ever doubted the light pole but I can't make the judgement since
we have never a chance to check it. Also may we have no this kind knowledge
to judge whether the equipment of light pole is normal or not?

Fortunately, some technicians had checked it for us and this indeed
prove that we have found the right way. The surveillance system is indeed
exist but they change to use the wireless way ( EMR waves way) instead of
the old plan to wire every home.

If this kind boxes indeed belong to FBI then I would like to deduct that
the light pole is the exact place which was installed the surveillance
system.

This modern surveillance system should include that:

1. remote watching (remote viewing)--use the EMR waves to spy everyone who
pass by the area & find the exact location of any walking subject
whom they're interesting in.

2. electromagnetic waves emitter--to shoot & hurt everyone whom pass by if
they want or deliver the spoken words to everyone who walk on the
area if they try to drive anyone mad, and send signals to remote control
the equipment in driving car.

3. EMR signals assisted collector--to assist collection the brain waves
(thoughts) from any car which pass by so that they can read anyone
thoughts while he/she is driving, if they so desire.

Also the surveillance system on light poles can network to whole
nation by the electro radiation waves connected way.

If the above dedction is correct, I would like to say that.
The things is obvious a part of surveillance system.
So they can do above all of the things. Chance are that the agents
are not enough to detect everyone of entire nation. So will you be
detected or not? it will depend on the choice of the agents
( machine operators) to turn on the switch of your car or even
home (in the mind machine central station) or not.
Some people will say that the manufactures won't sit back quietly to
this and there's no way you can install such device without knowing from
machnicians in routine matainance. Also a mechanic who's looking for
problems might pstumble across a couple of dozen of these every year.

No! I really don't think so even the manufacturers under their pressures.
Surely some people who worked in this area disagree with them and
released this secret information to society.

Also I disagree that this kind action belong to our government.

Who is Goverment & who stand for the country?
Our US goverment divided into three parts- the Excutive branch, the
Legislative branch, and the Judicial branch. The Mr. President is the
head of executive branch and can stand for the Government.
The Constitution, the whole Congress, and the majority of the people stand
for the country.
If anyone American people won't care who he is, violate constitution he is
guilty.
That's why former president Nixon left the position of president in the
watergate event.
No any title above the president in excutive branch, so no any officer
or agent can violate the constitution too. Otherwise these people are
criminal suspects but not officers especially not government.
The agents who violate constitution is only a few people in the
excutive branch or even in any agency.
They even can't stand for the normal officer so no any chance stand for the
"Government" especially if they violate the Constitution.
They're guilty if their action indeed viloate the US law or Constitution.
Except they're represent the excutive branch to carry out their duty in
legal way & no any action violate constitution. Then you can say that they
represent the government.
If what I deduct the emitters of mind machine in cars is correct, then
these people are guilty because the violate constitution.

Also I only talked about the operators of mind machine & the emitters
So I never think this kind actions belong to US government but few agents
who violate the constitution in a covert manner also without authority
from the government.
So don't accuse the Government of US. Most of officers in excitive branch
might even don't know it.
From the Roney King event in Califorlia, we know that few authorities might
violate law even when they were carry out their duty. After they
violated law they're suspects but not officers.
The whole nation all angry with that event after the TV brocast this news.
The former President bush, the General Attorney all resent & disagree this
kind action can stand for policeman. They're not chance stand for the
Government.

The machine operators are in the same condition.
They're guilty. They're not officers but suspects if they really use
the emitters to hurt or get rid of people.

I still believe that our country have the best Constitution in the
world. Also the best Constitution need to protect by actions from the
government to our all people, otherwise it's only words if some people
don't care about it.

However if some people or even few authorities violate the US Constitution
in a covert manner then they're not "officers" but the "criminal
suspects".
This kind few authorities can't even stand for their own agence because
I believe our real agences will follow the law & constitution of US.

We should fight with them to protect our country & Constitution.
This kind actions not only protect our rights but also maintain our
country stand on the world forever as a symbol of FREEDOM, LIBERTY, and
JUSTICE.

I just reported the words of Mr. Lundis & believe what he said based on
his best knowledge.
If what he say is a fact then I would like to make a logical
consideration as below.

Actually the manufacturers are real victims in this whole event.
Few authorities might seduce & cheat manufacturers that the purpose of
this thing is to protect our country. Also the authority would say that
they just want to find the spy or criminals but nothing else. The
manufacturers would not know that the authority installed in the
equipments of mind machine. In stead of that the manufacturers would
consider that they only help to install a tracking device.
It won't get hurt if they only installed the tracking devices. This
kind action can help authority to track the spy or criminals but won't hurt
the law abiding citizens. So in this condition, if the manufacturers
agree it then they would think that they're patriots but not conspirators.
However it's still violate the Constitution so some of them release the
secret out. Also if the authority promise the manufacturers that this kind
devices would install in all cars which are allowed to sell on the US
markets from the agreement of Government which was made in their misled
way. ( If they really have installed in the emitters of mind machine
in cars then the top officers of Government are also victims. That's
because they're misled by these few manipulators (few agents). That's
because the top officers won't know they installed the equipment of mind
machine which can focus the strong waves to shoot on human heart to
cause natural death, or emit the large EM waves to make driver feeling
dizzy suddenly then cause car accident.
The top officers might be only told that they only install
the tracking device but not mind machine equipments, even if they told it's
mind machine equipment but would say it only can read thoughts. However
they would never tell top officers these emitters can focus waves to kill
human being in a car or cause car accident from their remotely controlled
way.
The manufacturers were misled too. In such condition, manufacturers
would think that even from the view point of the competition,
all cars still meet the same competition & the equal situation.
That's because there's no any manufacturer will be allowed to be an
exception. Under this kind "forces" or pressure, the manufacturers might
have no chance to select but only can follow the plan. Also few of
them might participate this plan in a aggressive manner in order to protect our
country which as the authorities told them.

However I can sure that none of manufacturers know that the mind machine
might have installed in the cars and never know these emitters can kill
human being in cars as natural death or cause car accident. So the
manufacturers are victims in the whole event if the authority have
installed the emitters of mind machine in cars.
The above is only a logical consideration & deduction, if the words of Mr.
Lundis is a fact & they have installed this devices in cars.

I believe our American people would like to fight for the justice, for
the freedom of their thoughts, their privacy rights, and the Constitution
of United States. I believe our American people would like to fight
for the human rights but not to be the humble slaves of the Mind machine
operators.

However people won't be angry to any terrible thing which people aren't
aware of it. That's why I talk about this mind machine to our society.
That's because it's hardly aware of this machine if you don't have the
knowledge about it. Actually even the machine operators are hurting
people, people might only think that something happen them from their bad
luck because they don't believe the operators of mind machine can do this.

If the above deduction is true then the agents might have installed in the
emitters of mind machine in cars without permission from the government.
That's because the Congress or even executive authority won't allow these
agents do this if they know this emitters can get rid of any human being.

These few agents might think that this kind action can easily accomplish
their mission also people won't be aware of it. So they dare
across the line and install the emitters of mind machine in cars.

The real problem here is how could they install this kind equipment(device)
also avoid it to be found by machnicians in any repair store.

However if the intelligence install it then it won't happen the problem as
above. That's because they should have considered about this & solved it.
Under a logical consideration, I would like to explain it as below:

If this kind emitters have been installed in cars then this emitters will
be specially designed & combined with the regular parts as one to use.
For example, If they designed a special emitter which can work as the
original regular parts but also can emit the electromagnetic waves.
If they install this kind emitters in hidden place such as the place
behind the speed-meter as a motor to work for speed needle then who'll know
it. ( Also they might install this emitter in the axis of steering wheel to
connect with horn as the normal parts.)
This area will not be checked in any routine maintainance. Also
this kind area seldom happen problem to insure that this equipment
won't be found by other technicians.
I can say that not only the routine matainance won't touch it (it's no
necessary to open the plastic cover about the speed-meter in any routine
matainance.) but also this area won't meet any problem at all.
That's because the performance of the emitters' parts should be designed &
tested above the standar of all other parts.
Even this kind parts (emitter) might get damage in a car accident. The
Mechanic will only order the same parts (emitters) from the original
manufacture dealer to fix it and keep it working as normal (as the original
parts--emitters) then who will know it?
They surely can solve the problem and install it if they so
desire.

Right now, I would like to tell a true story here, the role of the story
is a lady.
This lady I had mentioned before in my article who is a victim of the
Mind machine in Taiwan.
She moved to Maryland after she recovered from the hospital in
Taiwan. She told us few times that she heard someone talked in her ears (
actually it's delivered words to her brain by the mind machine operator.)
either she was by my friend's car or my relative's car.
( She was determined as a insane by the machine operators of Taiwan so they
lock her where she will go even at home. Also the operators deliver
words to her with a bad intentoion. They try to make others truly
belive that she is craz because nobady will hear any word in the same car.)
Another experiences of victim is a man.
He told me that he was shot by the electric waves ( it like a bee-sting.) few
times either he by bus or by car of his friend.
I figured out it as that the emitter should be connected
with the car battery by specially wire. The electric power is always on
and no need to turn on the ignition system. This just like you can horn
or turn on the high beam without turn on the ignition system of car.
Also this emitters can be remotely controlled because the light poles
always beside the road or around the parking lots.

I had found the hexangular metal in axis of steering wheel and it might
can increase the electric field.
I found it because I doubt this area can emit the electtromagnetic
waves. That's because I have few experiences on
suddenly falling in dizzy situation and once is very clearly.
The clear experience was that I drove to pick up my young kid who's later
at school. The distance is very short only about 15 minutes in
driving time. When I drove at halfway I suddenly felt that I almost
fell in sleep ( a feeling of lethargy). I know this is very unusual
and use a metal plate covered on the steer wheel (covered the horn) then
this feeling gone. I reacted as that because it's the fast way to block
any emitter which might exist to emit EMR waves to my brain.
After that then I found the hexangular metal.

The above event are facts & true. I can swear it under the name of God.
The above information make me believe that the Mind machine might have
been installed in cars for a long time.

These few agents use the mind machine operators to build a martial law
in cars or even in the country. They're not officers also can't stand
for any agence. Surely they can't stand for the government but
criminal suspect. That's because they already violate the US constitution
if they really have installed the emitters of mind machine in cars.

Also the threat to everyone is that they always carry their radiation
waves weapon when they spy you. This will promise immense danger
to our society.

The above information were known by me for the past ten more years. What
I am concern is the way that this mind machine (Mind Reading Machine)
could & had already been abuse as above. Also they have three steps to
get rid of a subject, the first step is to drive people mad, if it's
failure then the second step is to make the car accident on high way, the
last step is to open the hidden radiation waves emitter (already
installed with the surveillance system in entire nation.) to hurt the subject
slowly die or hurt the subject in any place to kick off the subject from
the society.
So it not only can read the thoughts of people and invade his
privacy without permission. It also already be operated as high level
electromagnetic waves as a weapon to hurt, punish, threaten, or even
kill the subjects whom are out of their control or they don't like. And
if any operator has political ambition, he/she can get rid of any high
power political person by the invisible radiation weapon with the
surveillance system. Also nobody check the loyalty or thoughts of the
operators.

Since this machine had already been used efficiently in Taiwan. It should
be used more effectively and efficiently in the United States -where it was
originally invented. In the past ten years, they may already include this
machine in the city design and have been using the machine from the city, county
to the states of the whole country.

Then this machine might have been installed in all public buildings, such
as shopping centers, schools, supermarkets, bank, airports, etc, also include
the vehicles. (The main intersection of street, the shoulder of highway
might have installed the electrical receiver.) The law abiding citizens
will be totally under their control wherever he/she goes? Also our
congress members will meet the same situation because the surveillance
system is true and fair to anyone.

If the above situation is correct, then the power of machine operators
already extend to the maxima. They can hurt anyone or even get rid of anyone
but won't be held by law because there is no any trace of evidence with their
radiation waves weapon.

Their power will be unstoppable. Nobody can control or stop them
when they make mistake or even do something against law or
if any operator has political ambition he/she can get rid of any
important political person. Who will check the operators' loyalty and read
their thoughts?

No any place is safe and that's including our personal home. We will have
no privacy and shall forever be threatened by high frequency electromagnetic
radiation.

I truly hope that our responsible citizens will have knowledge of such
machine. If some of the agents of authorities of our country had been
using this machine to investigate our citizens just like Taiwan. I hope
you will look into this event and take action so that laws can be made to
regulate this machine.
I would like to suggest you that ask Mr. President release the mind
machine-"TRM" secret ( Because the mind machine owner-CIA always
irresponsible deny, we can ask them do nothing.) and let the machine be
used in open way. Let the representatives and Congress check the
actions & works of machine operators as a routine job.

Then our citizen's rights and all peoples's rights which include not only
privacy rights but our human rights will soon give back to us.

Finally, I would like to let you know that how cloud you know that they
use the electro-magnetic waves to detect your thoughts.
I'll offer some hints to you to find out if you are or had been investigated
by this machine.

Of course, you should be in normal condition without health problem, no
over work, no emotional stress ( such as lose love one), no special personal
problem, then you can use the tips. It's as follows:

1. When you're dreaming, you suddenly think about or recall events (people or
things) which happened many,many years ago(even more ten or twenty years
before). The dream of a person should relate with what he did, whom
he met, what he try to recall in the day or before he go to sleep.
If your dream didn't connect with above situation but suddenly think
the events (things & persons) which happened many, many years ago.
The dreams don't belong to you. It might the operator use the
machine to read your history through your recalling in dream.

2. If you feel easily to make the day-dream than usual or suddenly change your
regular sleeping time to go to the bed at irregular time. If the sleeping
time which always accompany with lots dreams, the machine might work on you.

3. If you work alone in office or at home, your brain can't stop think other

4. After you go to the bed, you easily fall to deep sleeping than usual and
can't easily wake up as usual. This situation always accompany with lots
dreams.

5. Your recent sleeping time had been longer than usual but you still
feel tire or dizzy.
If it accompany with lots dreams then the machine might work on
your thoughts. But, if there is no dream, the most terrible thing is, the
operators of the machine might use the electromagnetic waves to hurt you.

** About Author & why do I want to talk about the EMR mind machine?

My major is in finance but not in science. When I graduated, I was the
first of my class (quartermaster) from the finance & quarter school of
Army of Taiwan.
I handled this document when I was a lieutenant colonel of National
Defense Dep. of Taiwan in 1984. The document indicated that the military
police Dep. request to order the parts of this machine (for maintence).
Then I was serving at the highest audit center of the budget of
Taiwan's military and it was my jurisdiction to audit classified and
unclassified military spendings. Also my yearly evaluation was "A" at
that time, and I maintain the same level of performance until I retired.
I had seventeen years experiences in military service. When I retired,
I received the award of " loyalty & Dedication" with both signature
of Minister of Defense and the President of R.O.C.(Taiwan).

indeed exist, it would also be classified, and you would be violating
your security clearence to talk about it. So quite
frankly, what you are saying about a Thought Reading machine would be
qualify as treason for you.

It only because most people never know such machine existed and no
law had been made to regulate this machine and the operators. Such
things may be not known by the machine inventer, but it is this type of
abuse human life which promt me to come forward.

project allocations, and the power money is every present - and is
gravely to be regarded. Yet in holding scientific research and discovery
in respect, as we should, we must also be alert to the equal and opposite
danger that public policy could itself become the captive of a scientific
technological elite.

Covert actions are counterproductive and damaging to the national
interest of the United States. They are inimical to the operaiton of an
effective national intelligence system, and corruptive of civil liberties,

including the functioning of the judiciary and a free press. Most
importantly, they contradict the principles of democracy, national

self-determination and internal law to which the United States is
publicly committed.

In February 1974. Georgetown University's Center for Strategic and
International Studies (CSIS) hosted discussions on the plight of
dissenters in the Soviet Union. and on the means by which the U.S.
Government might most effectively intervene. Highlights of these
discussions are reported in "Understanding the Solzhenitzyn Affair:
Dissent and its Control in the USSR" (CSIS, 1974).

KGB strategies were addressed in some detail during these discussions.
It was noted that the KGB's success depended on the extensive use of
informants networks and agents provocateurs; and, following Brezhnev's
rise to power, on the use of drugs and psychiatrists for further
purposes of manipulation and control. Shadowing, bugging, slandering,

the CIA ' s and FBI 's Operations MKULTRA, MHCHAOS, and COINTELPRO (the
focus of these Senate Committee and Vice Presidential-level Hearings)
were instead merely driven underground. We are now in contact with a
total of 25 individuals, scattered throughout the United States, who
firmly believe they are being harassed by agencies of the U.S. Government.
Others have been brought to our attention whom we will be contacting in
the future. The majority of these individuals claim that their harassment
and surveillance began in 1989.

The methods reportedly employed in these harassment campaigns bear a
striking resemblance to those attributed to the CIA and FBI during
Operations MKULTRA, MHCHAOS and COINTELPRO. The only difference now is
that electronic harassment and experimentation also appear to be (more
blatantly) involved.

The Berlin Wall is downs Communism is in the midst of a death rattle.
and the KGB no longer poses the threat which purportedly served to
justify the U.S. Government 's resort to such operations as MKULTRA,
MHCHAOS, and COINTELPRO. The KGB. since 1989, has been reduced to an
increasingly distant memory.

Reactivation of surveillance/harassment/ mind-control operations in this
country suggests that the KGB. as an institution, N as never the real
threat. A KGB "mentality its underlying pragmatic contempt for civil
liberties, appears. instead, to have been the driving force behind
MKULTRA,. MHCHAOS. COINTELPRO, and the operations now being reported to
us.

The KGB "mentality" is a matter of personal predilection, not ideology.
Its objective is power and control regardless of human cost. It is a
corrupting cancerous influence which feeds on fear, conformity and
government funding.

Four months ago, when this Project commenced, we approached these
complaints of government harassment and experimentation with an a
admitted "high degree of caution.'' We are no longer skeptical.. 'The
growing numbers of independent complaints and the similarities between
those complaints cannot be ignored Under the circumstances the KGB
should be proud of itself. As a "mentality", the KGB appears to be
accomplishing more in 'burying this country'' from within, than it could
ever have hoped to have achieved as an institution. It would appear that
this country has a serious problem on its hands which needs to be resolved.

Part I of this report, which is reprinted from the June
July 1992 edition of the Association's publication. Unclassified
preliminary addresses the complaints brought to our attention as of July
1992 . Our objective, as noted, was to weigh the legitimacy of those
complaints in terms of the directed-energy technologies reportedly
involved. Part II discusses the overt and covert patterns of harassment
identified as a result of our investigations. to date. A part of our
objective, here, is to limit the success of such operations in the
future. by according them widespread publicity

In Part II, we do not identify individuals by name. both to honor their
privacy and because our investigations have not been completed. Part II,
like Part I. is a preliminary finding. Our focus is on the similarities
of the complaints being received_similarities which Federal and State
legislators, the courts, the FBI, local law enforcement agencies, the
medical, and Psychiatric professions, and organizations such as the ACLU
and Amnesty International have so far chosen to ignore.

We frankly find it curious that more attention and credibility is being
accorded purported victims of UFO experiences and spectral visitation,
than to persons who complain of systematic harassment and experimentation
by the U.S. Government, involving technologies which the U.S. Government
is only now grudgingly admitting to possess.

These complaints require investigation in due course (and provided financial
support is obtained). we hope to be able to acquire the technology and
supportive medical expertise needed to substantiate the claims being
made. We also hope to alter the institutional mind set that U.S.
Intelligence can be trusted (History, repeatedly, has proven otherwise).

Part I - The Problem Surfaces
=============================

The August-September 1991 issue of UNCLASSIFIED reviewed Hamline
University's Public Administration report on the resolution of MKULTRA
cases in 198(S. Although the shocking details of medical ethics abuses
by the U.S. and Canadian governments were amply detailed, Washington and
Ottawa_citing national security and government privilege_stalled for so
lone that the cases never came to trial. The surviving victims settled
for a pittance in an out-of-court settlement.

Since no individuals or agencies were held legally accountable the door
was left open for possible resumption of similar "mind-control" activities.

In the context of that article, we mentioned briefly that some half-
dozen people had contacted us with appeals for assistance in ending what
they believe to be electronic harassment and mind-control experimenta-
tion, possibly involving the CIA. We decided to take a closer book; at
this situation.

We are now in touch with approximately a dozen individuals located
throughout the United States who appear to be targets of harassment and
mind-control experimentation involving directed-energy technologies. [By
mid-November 1992, that number had increased to 25.]

Typically, persons who complain of being "zapped by radio waves" and
of hearing "voices" are stigmatized as psychotic delusional or
schizophrenic. Being mindful of this. as well as aware of the treatment
accorded UFO and psychic phenomena "freak." we approach this subject
with a high degree of caution. Based on our preliminary investigation,
including interviews with the affected individuals, we conclude that the
matter is serious and should be pursued further.

The Existing Directed-Energy Arsenal
====================================

Our first step was to determine what, if any technology exists which
might be used for electronic harassment. That information was found in a
"white paper" published in 1991 by the U.S. Global Strategy Council, a
Washington-based organization, under the chairmanship of Ray Cline,
former Deputy Director of the CIA, who maintains very close ties with
the U.S. Intelligence community. The "white paper" describes the
foreign and domestic uses foreseen for laser weapons, isotropic
radiators, infrasound, non-nuclear electromagnetic pulse generators, and
high-power microwave emitters.

The term, "non-lethal," used to describe this technology is misleading.
The energy emitted from all of these weapons can kill when appropriately
amplified. At lower levels or amplification. they can cause extreme forms
of physical discomfort and debilitation. The Department of Army (DA)
identifies these sum weapons as "non-conventional." "They were so
identified in an exhibit at a DA-sponsored symposium on "The Soldier As A
System." in Crystal City, VA, on June 30,1992. Beta wave incapacitators
were separately mentioned during the symposium as being in particular
interest to the U.S. Marine Corps.

We discussed these "non-conventional" directed-energy weapons with Mr.
Vemon Shisler, manager of the exhibit and the Army's delegates to
NATO, in matters pertaining to "The Soldier As a System." Sir. Shisler
acknowledged not only that directed-energy weapons are in DoD's
arsenal, but also that the American soldier will remain vulnerable to
their effects should they be employed in the battlefield.

The U.S. Global Strategy Council recognizes the issue of vulnerability,
as well, and urges ongoing research into effective countermeasures.
Interested readers may want to send for the U.S. Global Strategy
Council's complete project proposal on this subject (Title:
Nonlethality: Development of a National Policy and Employing Nonlethal
Means in a New Strategic Era, prepared by Janet Morris). A number of
references in this Proposal to unidentified, elusive "enemies" of the
U.S. Government and to the potential domestic applications of this "non-
lethal" technology invite serious consideration by the public at large.

Bioeffects of Microwave Radiation
=================================

Research into the biological and psychological effects of exposure to
microwave radiation is voluminous The U.S. public has been led to
believe that the former Soviet Union leads in this research. The fact
is, the CIA and DoD [Department of Defense] have jointly pursued
precisely the same research since commencement of Project Pandora in the
1950's. The current primary users of this research appear to be the CIA,
DoD, the National Security Agency (USA) and the Department of Energy
(DoE).

The Walter Reed Army Institute of Research (WRAIR) has participated in
this research since Project Pandora. In 1973, WRAIR discovered that
externally induced auditory input could be achieved by means of pulsed
microwave audiograms, or analogs of spoken words' sounds. The effect on
the receiving end is the (schizophrenic) sensation of * hearing voices"
which are not part of the recipients' own thought processes.

The experiment prompted the following comment in The Body Electric.
Electromagnetism and the Foundation of Life, by Robert O. Becker, M.D..
and Gary Selden (Wm. Morrow & Company, NY 1985): "Such a device has

obvious applications in covert operations designed to drive a target
crazy with voices' or deliver undetectable instructions to a programmed

assassin.''

This research has continued, and the results are published in Various
publicly available scientific and technical journals. Interested readers
might consult. for example: Lin, James C., Electromagnetic Interaction
With Biological Systems (Plenum Press, NY, 1989). Professor Lin, then
with the Department of Bioengineering, University of Illinois, Chicago.
has published a number of books and articles on this subject. [He has more
recently informed us that he had designed the experiment referenced
above in Dr. Becker's book.]

WRAIR has more recently been studying the biological effects of exposure
to high-power microwave radiation. WRAIR presented a paper on this
subject to a DoD sponsored symposium on "MA [microwave] Weapons" at the
Naval Postgraduate School in Monterey, CA. in mid- 1989.

A matter of interest to us is why WRAIR should be experimenting with
auditory effects of pulsed microwave audiograms. Also, recent statements
by an Army psychiatrist assigned to the Walter Reed Army Medical Center
(WRAMC) suggest that WRAIR may be experimenting upon select psychiatric
inpatients with microwaves. This, too, is a matter of interest to us.

Congressional Oversight
=======================

The Government's past record of abuses in the area of civil rights is
well documented. Within the past 30 years alone, we have witnessed the
effects of Operations MKULTRA, MHCHAOS and COINTELPRO. Primarily because
of MKULTRA, MHCHAOS and COINTELPRO, Executive Orders and implementing
regulations were published which prohibited military and CIA domestic
covert intelligence operations. Experiments on involuntary human
subjects, and the surveillance of collection of personal information on
U.S. citizens, except under strictly regulated conditions were also
prohibited.

Congressional committees were created to oversee compliance with these
(quasi-) legal prohibitions. we have evidence that this is not being
done. Moreover, where there are laws and, in this case, no laws enacted.
there are loopholes, as well as individuals and institutions who
deliberately capitalize upon the existence loopholes. Iran-Contra is one
of the more blatant recent examples: Loopholes are also found in
government resort to "black" intelligence and weapons programs, in the
use of contractors, and in the absence of clear definitions of such
terms as "national security" and "national security risk."

Executive Orders and regulations which currently limit official U.S.
Intelligence activities do not extend to non-intelligence government
agencies or to their contractors. In fact, Executive Order 12333
specifies that government contractors do not need to know that their
services support U.S. Intelligence objectives.

In its report of July 8, 1992, the Senate Subcommittee on Oversight of
Government Management addresses the problem of tracking funds granted
to government-contracted research and development (R&D) centers. The
report notes that the problem is compounded by DoD's penchant for
creating hard-to-monitor "shell" contractors as disbursement centers
for funding programs.

Neither shell contractors nor their subcontractors are directly
accountable to Congress. Being beyond Congressional oversight, they
have the license to operate as Government surrogates in intelligence
operations about which, "officially," they know nothing.
In this context, a publication disseminated at DA's "The Soldier As a
System" symposium noted that the Army's Research and Technology Program
sponsors 42 laboratories and R&D centers, employing approximately
10,000 scientists and engineers. The annual budget of 51.3 billion is
only a small part of overall DoD research spending.

Weapons research which includes the development and testing of "non-
lethal" Weapons is not governed by laws restricting the activities of
U.S. Intelligence agencies, though it may be presumed that these
agencies contribute to and benefit from such research.

Preliminary Findings
====================

1. The technology exists for the type of harassment and experimentation
reported to us.

2. About a dozen U.S. citizen have informed us of continuing experiences
with effects which directed-energy weapons are designed to produce.

3. U.S. Government-sponsored research into the bioeffect of exposure
to microwave radiation is extensive and continuing.

4. The U.S. Government has a past record of having engaged in mind-
control experimentation; and various agencies of the Government have
record circumventing legal restrictions upon their activities.

5. Neither Congress nor the courts appear willing to look closely into
"black" intelligence and weapons procurement programs.

6. A number of U.S. Government agencies might have interests in
testing directed-energy technologies on U.S. citizens under non-
clinical/non-controlled circumstances --DoD to test ranges and degrees
of "non-lethality": DoE, to explore "safety" limits: CIA, to test
"mind control" capabilities, and NSA, for technological refinement.

Part II: Overt and Covert Harassment

Since publication of the preceding article less than four months ago, the
Association of National Security Alumni/Electronic Surveillance Project
has heard from an additional 13 individuals who report both overt harassment
and a range of symptoms which coincide with the known effects of exposure
to microwaves, electromagnetic/radio frequency (RF) radiation and/or
infrasound.

The similarity of these symptoms will be addressed in greater detail in
future project reports. Suffice it to say, at this point, that the
physical and psychological symptoms being reported to us are consistent
with he effects which directed-energy weapons are designed to produce.
Indeed, the numerous afflictions (or "inflictions") being reported appear
to parallel standard torture "sequelae." (aftereffects). Overt Harassment

Overt Harassment
================

Overt Harassment - which obviously is meant to be observed -may be
intended to "precondition" individuals for eventual long-term electronic
harassment. Persons terrified by unexplained overt harassment are not
likely to cope with the sudden onset of electronic harassment in any more
reasoned fashion. this phased pattern of harassment is apparent in all
of the cases now being investigated. The fact that the overt harassment
continues in these cases even after the electronic targeting commences
suggest that the object is to maintain long-term extremes of stress.
Many of the overt harassment tactics discussed below are surfacing in
cases which (so far) have not involved discernible forms of electronic
harassment. These are cases involving so-called "whistle blowers" who,
because of their inside knowledge of certain potentially newsworthy events,
pose particular threats of embarrassments to the Government or to
government-affiliated employers. We have noticed that electronic
harassment is beginning to surface as a form of retaliation against
persons who try to assists electronic "harassees." Retaliation
suggests loss of control. Under the circumstances, we are not
entirely confident that "whistle blowers" will continue to be
exempted from this type of harassment in the long term.

The individuals now in touch with the Project describe their
circumstances as involving most, if not all, of the following overt
forms of harassment:

- Sudden bizarrely- rude treatment, isolation and acts of
harassment and vandalism by formerly friendly neighbors.

- Harassing telephone calls, which continue even after
the targeted individual obtains new, unlisted
telephone numbers.

- Mail interception, theft and tampering

- Noise campaigns

While unrelenting harassing telephone calls might be considered
in this context, other tactics are employed. Blaring horns,
whistles, sirens, garbage disposal (run concurrently in apartment
settings, for excessively prolonged periods of time), and amplified
transmissions of recorded "general racket" have been used on a
recurrent basis under circumstances intended to persuade
the individual that he or she is under surveillance.

In all of these cases, the individuals' neighbors apparently
pretend to be oblivious an/or indifferent to these sudden,
continuous explosions of noise.

Door slamming is also a popular pastime, particularly in
apartment buildings. One individual reported that, during a
peak period of harassment, the neighbor across the hall began
entering and leaving his apartment every 10 minutes, slamming
his door loudly on each occasion. This was a daily occurrence,
encompassing periods of several hours, over a period of several
months.

It apparently served to trigger a door-slamming "chain reaction' on the
part of neighbors both on that floor and on the floors immediately
above and below When our contact politely asked her immediate neighbor
to close his door more quietly, he slammed the door in her face. Prior
to commencement of this harassment that neighbor had apparently been
quite friendly and courteous.

In another case, the primary door-slammer is an employee of Radix
Systems, Inc., Rockville, MD, a DoD contractor engaged in the "super
secret" research and development of some type of electronic equipment.

Several individuals reported recurrent, loud, strange noises in their
ventilation systems during the preliminary stages of their harassment.
One individual complained of being recurrently awakened in the middle
of the night by the sound of wires being fed into his (independent)
ventilation system. On checking further, he found that a tubular
construction had been built into his vent system which appears to lead
to the apartment upstairs. His upstairs neighbor is employed by the De
partment of Justice.

A number of individuals report that occupants of upstairs and
downstairs apartments appear to follow them from room to room, tapping
on the floor or engaging in other activities which appear intended to
advertise an ongoing surveillance.

The Justice Department employee mentioned above went so far as to offer
an unsolicited apology to her downstairs neighbor for the all-night
spacing about" in her bedroom (in the event he had happened to notice
it). She claimed to be an insomniac. That pacing-about continued during
her recent 36-hour absence from the area. When our contact politely
alerted her to the fact that her apartment had apparently been entered
during her absence, she told him, in effect, to mind his own business
and then immediately complained to the building manager that he was
stalking her.

She conveniently forgot to inform the building manager that she had
assiduously had "courted" this individual for several months, without
success; and that she had been stealing his newspapers on a regular
basis. (On one occasion, she handed him a week's accumulation of those
papers, claiming that they had been left outside the door of another
apartment. Her reason for collecting and saving newspapers which had
not been delivered to her directly is unknown.)

* Recurrent confrontations by unusually hostile strangers; and comments
by strangers which appear intended to evoke "paranoid" reactions.

In this context, we note that several individuals have reported
confrontations with "homeless people" who, on closer examination, were
found to be fastidiously clean, though garbed in offbeat fashion (wigs
included). The same "eccentric" confronted two of the individuals in
contact with us, at separate distant locations. He is reported as
having feigned mental illness on both occasions, and as having
apparently enjoyed creating a public scene.

* Entries into the individual's residence, during late-night hours while
he/she is sleeping, and/or during the day when the individual is
elsewhere.

In virtually all such cases, the burglars leave evidence of their
visits, such as by relocating objects, or by committing petty and not-
so-petty acts of vandalism. In two cases, the burglar's "calling card"
was to slaughter caged pets, leaving the mangled carcasses inside their
locked cages.

In one case, the burglar stole several pieces of correspondence and
left a packet of crack cocaine behind as a "calling card." our contact
in this case_an individual who has no criminal record and no history of
experimentation with drugs_is also being harassed (stalked) by a
police officer in her Community . One of his recent acts was to
"frame" her with a drug possession charge. After pulling her off the
road (a frequent pastime) and subjecting her to an illegal search
(done twice, so far), he conveniently managed to find a glassine
packet of cocaine eight feet away, in front of his squad car. He
retrieved the packet with his fingers and then charged her with
possession. Our contact found the packet of crack cocaine in her
apartment shortly after this investigator reminded the attorney
handling her case that the police officer had smudged his only piece
of evidence with his own fingerprints. It would appear that someone is
interested in correcting that police officer's oversight.
In another case. the individual reports that a tremendous amount of
money had been stolen from a hiding place in her apartment, within
hours after she had withdrawn the money from her bank. There were no
obvious sign of entry into her apartment. The police conducted
a cursory inquiry) which failed to produce evidence of a crime worthy of
investigation. (This case is an anomaly. Money is not usually stolen.
Documents appear to be the preferred objects of theft. when thefts
occur.)

In another case, the burglars replaced installed lightbulbs with
"exploding" bulbs, many of which were Made in Hungary. The lightbulbs
are now in our possession .

- Rapidly deteriorating health, generally of a digestive nature.

In two cases of the cases reported, massive rectal
bleeding accompanied the sudden onset of severe gastrointestinal
disturbances. One of these individuals abruptly terminated the
deteriorative process simply by changing the locks on her door.

- Sleep disruption/deprivation.

This is achieved by means of both overt and electronic harassment.
Sleep deprivation, as a tactic, invariably Surfaces when the targeted
individual begins exhibiting a strong emotional and irrational response
to the other forms of harassment.

- Vandalism of privately owned vehicles.

Vehicles invite peculiarly ferocious attacks in these harassment
campaigns_slashed tires, smashed windows, oil drainage, oil
contamination, destruction of electronic components and batteries
(frequently involving wildly fluctuating, grounded fuel gauges, often
within range of weapons research facilities and/or other microwave
emitters); and suddenly failed brakes and clutches (possibly involving
anti-traction polymers, which are also in DoD's "non-lethal" weapons
arsenal). Recurrent auto thefts have also been reported.

Two individuals reported finding their oil contaminated immediately
after having the oil changed by reputable mechanics. In one of these
cases. the oil viscosified (thickened) while the individual was driving
through a remote rural area. Her car around to a halt. Getting the
"gunk" cleaned out of hair engine proved to be an expensive ordeal.
(Viscosification agents are also lauded by the U.S. Global Strategy
Council as serving "non-lethal" strategic purposes_a topic discussed in
Part I of this publication. Had this woman been assaulted while as.
acting help in the said isolated area. the "non-lethal" attributes of
viscosification agents might have required redefinition.)

Most of those who have experienced these attacks on a recurring basis
have abandoned driving altogether_an objective apparently sought by
their tormentors as a mean of increasing their isolation.

ù Staged accidents.

The majority of those in touch with us have reported these types of
experiences. One individual, for example, was tailgated at a high rate
of speed by two vehicles. while concurrently being threatened with a gun
by one of the vehicles' occupants. Two others narrowly avoided what
appeared to be deliberately attempted collisions by drivers who quickly
sped away from the scene. One avoided three attempts in four days at
being run off the road. One survived being run off the road in two inci-
dents within a one-week period, which resulted in "totaling" of her two
vehicles. Another narrowly avoided being crushed into an expressway
retaining wall, on four occasions, by an off-duty metro bus, as well as,
within the same time frame. being fried" by two suddenly malfunctioned
household appliances which subsequently repaired themselves.

It should be noted that, in some of these cases. "accidental"
deaths do occur. One individual in contact with us reported that his

mother drove off a cliff to her death, during a period when he was

researching evidence that a still-respected, high-level State Department
official had passed A-bomb secrets to the Soviet Government during World

War II. The accident occurred shortly after her car had undergone

routine maintenance. She was returning from a dental appointment when
the accident occurred. Witnesses state that it appeared that she had

suddenly stepped on the accelerator before running off the road. The
accident served to terminate this person's research project.

We are also currently looking into the recent death of a woman in
Lexington, MO, who was killed when the brakes on her tractor failed. We
are informed that she had been collecting affidavits from persons who
believe they are the targets of government harassment and experi-
mentation when her "accident" occurred. We are also informed that those
affidavits have disappeared.

Suicides might also qualify as "staged accidents," particularly
where "plausibly deniable" government involvement has been surfaced. We
are currently looking into the recent suicide of a man in Trappe, PA,
who, as early as 1981, had asked the FBI and CIA to intervene in his
case. We have copies of that early correspondence. The man, a former
U.S. Army radar technician. had a highly technical and_given the date of
his correspondence_precocious" grasp of the experimental objectives
apparently being sought in his case. It is apparent from his
correspondence that he had wanted to believe that the Soviets were
conducting these experiments. The FBI and CIA, of course, did not
intervene. We are informed that members of his family have also been
targets of this experimentation.

* Isolation of the individual from members of his/her immediate
family_virtually assured when highly focused forms of electronic
harassment commence.

The exception to this is when elderly parents and young children in
the family become targets for apparent purposes of intimidation. This
situation has been reported in eight of our cases, to date.

One individual (driven to extremes of stress by ongoing electronic

harassment focusing on her children) killed one child in an effort

to protect her from further pains it appears that lasers were being
used in this individual's case. The targeting intensified after she
called the Soviet Embassy to report the harassment, which she
believed to be U.S. Government-sponsored. It became even more deadly
when, in a further show of defiance, she then called a representative
of the Iraqi Government to portray the U.S. Government's war in the
Middle East as "hypocritical." She is now hospitalized in a
midwestern psychiatric facility, where, apparent , the
experimentation is now continuing.

(That psychiatric facility is in a State where a disproportionate
number of complaints of electronic harassment are beginning to
surface. It is also within range of a U.S. Air Force base which
houses a "super secret" research facility. We are currently looking
into information that spouses and children of persons employed on hat
USAF base may be the targets of involuntary experimentation involving
directed-energy weapons technologies.)

Another individual, during a telephone conversation. was told by an
employee of a local power company that, if she valued the lives of
her children, she would drop her public opposition to the company's
installation of high power lines. Since receiving that threat. the
Individual's 11-year-old daughter has been reduced to extremes of
pain, resulting in her recurrent hospitalization for treatment of
illnesses which cannot be diagnosed. It is now also apparent to this
individual that her three-year-old son is on the receiving end of

externally induced auditory input. (DoE figures prominently in this
case .)

* Progressive financial impoverishment, brought on by termination of
the individual's employment, and compounded by expenses associated
with the harassment.

The majority of those now in contact with the Project_educated, white
collar professionals_have lost their jobs. Termination of employment
in many of these cases involved prefatory harassment by the employer
and co-workers, which coincided with the other overt forms of
harassment discussed above.

These overt harassment tactics are being described as recurrent, non
sequential and overlapping. As noted above, the overt harassment
continues even after the electronic harassment commences.

Failure of "Establishment" Support Systems

Those individuals who have tried to resolve their respective
situations through resort to establishment' channels have invariably
encountered the following:

* Apathy, indifference and/or professed helplessness on the part of
members of Congress and state legislatures.

* Dismissal and/or attempted discrediting by psychiatrists who refuse
to include the terms, "government harassment," "mind-control
experimentation" and 'torture" in their vocabulary.

Several individuals, thinking that psychiatrists might help to
alleviate the extreme stress associated with their harassment, were
accorded "treatment" which clearly pointed to cooperation between
their psychiatrists and members of the U.S. Intelligence community
One such psychiatrist, in fact, bragged about being a member of the
U.S. Intelligence "inner circle." informing our contact that her
harassment was a 'Pavlovian Experiment," intended to "break" her.

* Lack of interest, courage and/or competency in legal circles.

Few of those in contact with us have been able to acquire legal
assistance_not helped by their straitened financial circumstances. Most
have found that few attorneys are willing to risk their careers by
pursuing cases involving what is believed to be government-sponsored
harassment and experimentation.

A few attorneys reportedly engaged in egregious violations of codes of
professional conduct, in what appear to have been deliberate efforts at
sabotaging our contacts' cases. Subsequent attempts by two individuals
at obtaining legal redress were met with stonewalling, obstruction. and
high-level denials of wrongdoing.

* Refusal of the mass media to address this topic, except in those
cases where suspected experimentees have been driven to the point of
committing murder or suicide.

Such cases (particularly where an individual has claimed to be the
victim of CIA-directed mind-control involving auditory input) are
treated by the press as "curiosities." An example of this is the
individual who shot a Navy officer outside the Pentagon in mid-1991.
He claimed to be a victim of CIA mind control, involving auditory
input. According to the press, "he worried about being run over by
train"(ref. incident described in following paragraph). He is now
permanently residing in a psychiatric facility. He, being
institutionalized, and others in the preliminary stages of his predica-
ment are no longer of interest to the media.

Another recent case which received short-lived press attentions
involved a woman diagnosed as having "suffered from periods of
confusion" who climbed over a fence onto a railroad track and walked
into an oncoming train. Because the incident occurred in a community
in which an unusually large number of these mind-control experiments
have been reported, we are looking into the situation. The woman w as
reportedly "under a physician's care" because of her "periods of
confusion." A family member described the physician to this inves-
tigator as "a psychiatrist." We find that the alleged "psychiatrist"
is a General Practitioner, otherwise non-accredited practicing out of
his home. We find also that the suicide may have been witnessed under
peculiarly timed circumstances by an alleged homeless- person who has
since disappeared. Needless to say, our interest has been whetted.

* Refusal and/or inability of local police to intervene.

The tendency of local police is to dismiss an individual's complaints
of government harassment as the ravings of a "fruitcake." In one case,
discussed above, it is apparent that one police officer is actively
cooperating in the harassment. Some police agencies, while
acknowledging the reality of the situation, hesitate to intervene in
cases involving what they believe to be U.S. Intelligence. On a few
occasions, certain police officials did attempt to intervene, based on
what they perceived to be evidence of a systematic harassment/ illegal
surveillance campaign. Absent a clear mandate to prosecute "stalkers"
acting under the aegis of U.S. Intelligence, the police obviously have
their hands tied.

* Refusal of the FBI to intervene in any of the cases brought to our
attention, thus far.

FBI spokesmen do acknowledge that they have received a large number of

requests for assistance from ' mentally disturbed persons" who believe

that they are being "zapped by radio waves and/or ' are hearing voices"

..."from Mars, that is. "

In one case, an FBI spokesman reacted in an angry, defensive and
bizarre fashion when our contact briefly alluded to PROJECT SLAMMER as
possibly being related to her surveillance. (PROJECT SLAMMER is a CIA-
funded study, managed by CIA and FBI behavioral scientists, which
explores the "mental make-up" of alleged security risks, along with
their family members and closed associates. Participants in PROJECT
SLAMMER include NSA, DIA, and Army, Navy and Air Force Intelligence.)

Until PROJECT SLAMMER was mentioned, the FBI spokesman's approach in
this case was to politely and redundantly explain that the law, as
currently constructed, prevents the FBI's intervening in this
individual's case. When she briefly pointed out that the surveillance
activities might fall under the purview of PROJECT SLAMMER, the
spokesman s response an as to abruptly and angrily declaim, "You don't
know who is conducting that surveillance! You don't know if that is a
state police surveillance! ...or a local police surveillance! It could
be a totally unrelated operation! You don't know who is conducting that
surveillance [etc., etc.]"

It was apparent from this response that the FBI was at least
acknowledging the existence of a surveillance, if in somewhat emotional
fashion. The individual in question subsequently furnished acquired
evidence to the local police, who made it clear that they are not
participants in the surveillance which, based on the evidence
pointedly suggests that our contact is the target.

* Refusal or inability of the ACLU and Amnesty International to
intervene.

Both organizations acknowledge receiving many complaints from persons
claiming to be the targets of some type of electronic harassment. An ACLU
spokeswoman characterized the complainants as appearing to be rational,
except in a few cases. The complaints are not being investigated, she
said, because of "limited resources." We have to wonder, of course, why
the ACLU could recently find resources to defend the rights of
prostitutes and the Ku Klux Klan, yet remains incapable of intervening in
cases such as we are now pursuing.

Amnesty International recently informed one of our contacts
that they could not intervene in her case because their focus is
on the U.S. Government's treatment of prison inmates. While
incarceration does appear to be one sought-for objective in these
harassment/mind-control experiments, we would like to think that
protections by such organizations as Amnesty International can be
achieved beforehand.

Related Covert Methodologies

The persons engaged in this harassment tend to become careless,
possibly the result of arrogance born of an assumption that nobody can
stop them. "Harassees" who have noted this carelessness have furnished
us with the following insights into the covert side of these harassment
activities.

* Impersonation of military officers.

One individual found that her next-door neighbor had claimed
to be a military intelligence officer, assigned to a space
technology unit in California, on year-long "TDY" (temporary duty)
in the individual's apartment building. It was subsequently
determined that this alleged officer is not in fact a member of
the U.S. Armed Forces; and that he had used this bogus status to
acquire information from a major defense contractor. Our contact is
certain that this person's apartment was used as a base of harassment
operations.

* Use of concealment devices, and emitters detected to date.

Several individuals and supportive associates report having
seen some of the electronic devices being used in these harassment
campaigns.

One saw electronic equipment concealed inside a false-front
upright piano being moved out of her apartment building. She had
previously noted that all of her surrounding neighbors had
identical upright pianos in their apartments, not one of
which was ever played.

Other suspected participants in the harassment may be
concealing devices in oversized stereo speakers, measuring
approximately 5' in height x 30' x 3'. Several of our
contacts have noted the presence of such speakers in adjacent
dwellings.

One individual was told by a resident of her building
that her upstairs neighbor has ""microwave ovens" in his
bedroom and living room, but none in the kitchen.

Another individual, while standing outside, looked into
her neighbor's window to find that her bedroom appeared to be
the target of a gray-colored, elongated box-like device, measuring
approximately 1' in length x 5" in height (side view). A large,
black-framed lens protruded from the end facing her window. The
electrical cord, if any, was not visible from that vantage
point. The equipment was being operated by a stranger in a
three-piece suit, who appeared to be quite startled to find
that he was being observed.

Another was given strong reason to believe that
portable emitters are being concealed in oversized, extremely heavy,
sometimes expandable "briefcases" for use in places of public assembly,
such as meeting halls, auditoriums and restaurants. Smaller varieties are
apparently being used on aircraft.

On one 3-hour flight, our contact noticed that the man
sitting next to her seemed peculiarly intent on keeping the
attache case on his lap propped open with his fingertips,
while he gazed 'blankly" into the distance during the entire
flight. She believed that she was being electronically
harassed while on the flight (a common complaint, in most of
the cases now being investigated).

Our contact reports that, when they prepared to land,
the man opened his attache case to hastily check its
contents, thus disclosing the presence of a raised, built-in
"concealment device' covering the entire bottom surface of
the attache case. The low-slung, lift-off cover did not
appear to be capable of concealing a laptop computer. At
one point during the flight_apparently aware that his -
"reverie" was inviting attention,_the man denoted
approximately ten minutes to scribbling assorted entries on a
sheet of lined paper, which he had placed on top
of his briefcase two hours previously. He devoted roughly ten
minutes to the effort (obviously preferring a pen to a laptop
computer). His attache case remained ajar during this process.

One individual reports that mobile emitters may be installed in
certain oversized, non-attributable medical emergency vehicles,
possibly for eventual use in civil disturbances. Her unsuccessful
attempts at following the "medical emergency" vehicle which had
surfaced in her case ended with a high-speed chase.

The phony military intelligence officer, when recently moving out of
our contact's apartment building, was found to possess a device which
resembles an oversized microwave oven, measuring approximately 4' in
width x 2' in height x 2-1/2' in depth. A subsequent examination of
his apartment revealed that he had tapped numerous additional lines
into existing in-house telephone and TV cables; and that he had gone
to great pains to conceal a major excavation into one wall abutting
the "harassee's." Judging from photographs taken immediately after
this person's departure, the wiring suggests that he was hooked: by
modem into a computer network, and that at least some of his
electronic equipment was situated in a large walk-in closet, again
abutting the "harassee's."

When the alleged officer moved out, his equipment (except for the
oversized "microwave oven") was packaged in boxes identifying the
contents only its stereo components. During his year long residency in
this building, no sounds emanated from his apartment to indicate use
of this "stereo" equipment.

* Use of modified license plates and vehicle look-alikes.

Some individuals have noted that their neighbors' vehicles are
periodically replaced (during peak period of harassment) by others
which qualify as '`rough look alike." The tags on these latter closely
resemble those on the homeowners vehicles, with a difference being
noted in only one digit or one letter. These modified plates appear to
have been acquired through State DMV channels, thus suggesting
government/intelligence agency involvement.

In one case, where the individual has obtained police assistance,
tracking of one plate surfaced evidence of a drug connection. That
plate rapidly disappeared from the vehicle in question, to be replaced
by another, again bearing a one-letter modification.

* Use of neighbors' residences as bases of operation and training.

One individual recently saw a team of "technicians" in the house
behind hers_a consequence of the team's failure to close the curtains
and, or use dim lighting when puttering around in the kitchen at 5:00
in the morning. The three men (strangers to this individual, all
stripped down to their T-shirts) behaved as if the! w ere unaware that
they were being watched . Their observer had long suspected that this
house was being used as a base of electronic harassment operations.
The harassment had been ongoing throughout the night.
To provoke a response from these men, the individual eventually
commented aloud on their activities. They responded immediately by
turning the lights off and switching to the use of flashlights. Why they
failed to close the curtains is unknown. This individual is working with the
police in an effort at ending this surveillance and harassment, with
mixed results.

Another individual, paying a surprise visit to the apartment upstairs,
overheard one of her own telephone conversations being played on a
tape recorder inside that apartment. Lacking both a legitimate pretext
to enter the apartment and the support of the building's management
personnel and/or the police, she was prevented from pursuing this
further. Her upstairs neighbor is purportedly employed by Stanford
University Hospital. in Stanford. CA. The target of surveillance and
harassment in this case is still also trying to recover from the
effects of exposure to potentially lethal doses of radiation,
administered in the 1970's by a dangerously "incompetent" dentist.
This might explain the involvement of alleged Stanford University
Hospital personnel in her situation.

The government is on record as having experimented on unwitting U.S.
citizens with radioactive materials during the l970s (and earlier).
The House Subcommittee on Energy and Commerce based their
investigation into this matter on a 30 year accumulation of documents
maintained by the Department of Energy. Under the circumstances. it
will come as no surprise if it is ultimately found that DoE has been
involved in this woman's surveillance and harassment.

Another individual paid a surprise visit to the
apartment immediately beneath hers, in an attempt to
identify the source of a tremendous racket in her
ventilation system. Standing outside the door, she could
hear an individual moving around, a short distance from the
door. she also heard the sound of rustling paper and the
steady, sonarlike "pinging" of some type of electronic
device. In response to her repeated knocks s on the door.
the person inside simply stopped moving about. The sound of
rustling paper (perhaps a printout of some type) and the
steady "...pin-ng! ...pin-ng!" sound continued. The occupant
of this apartment resumed moving about only after it was
(incorrectly) believed that our contact had departed the
area. Typically, this situation could not be pursued
further.

All of those who live in apartment buildings report
unusual patterns of occupancy in the apartments surrounding
their own; i.e., upstairs, downstairs and on all sides. They
have become quite convinced_ if only because of the highly
focused nature of the symptoms being experienced_that these
surrounding apartments are being used as bases of operation.
Perhaps this encirclement facilitates studies of holographic
human telemetries; or Perhaps it is intended to increase the
prospect of brain entrainment by electronic means (
"entrainment" being one published objective sought in mind
control experiments)."

In examining this situation more closely, number of
individuals have found that surrounding apartments are either
permanently vacant, for unknown reasons, or that they have
been "sub-let" by the original occupants to persons who are
purportedly unknown to the buildings' management personnel.
In one case. the surrounding renters all list two residences
in the local telephone book. Not one lives in the apartment
building in question, though the address is identified as
one of the renters' places of residence. One individual
suspects that the original occupants of apartments
surrounding hers have simply been relocated to other
apartments in the same (large) building. Another suspects
that an adjacent apartment, which has been permanently
rented to the U.S. Government for use by 'visitors'' is also
being used as a base of operations.

One individual found that an immediate neighbor's house mate
has the same (unusual) name of a university professor who has
engaged in extensive research on behalf of the government,
studying the bioeffects of exposure to microwave radiation.

ù Use of informants/agents prolocatezlrs, frequently members
of the opposite sex.

As noted in the U.S. House Of Representatives Committee
on Interior and Insular Affairs' draft report. Alyeska
Pipeline Service Company Covert Operation (July 1992), the
Wackenhut Corporation's Special In Investigations Division
adopted this tactic when pursuing Alyeska's critics.

A number of the individuals in touch with us report
range of experiences with new friends" who -apparently
posing as confidants _used acquired personalia to abruptly
end these "friendships" under deliberately degrading and
humiliating circumstances. When taken in the context of the
ongoing surveillance and harassment. these exercises appear
intended to heighten emotional trauma, perhaps to provoke an
un controlled response and/or to enforce isolation.

ù Misuse of covert intelligence personnel (possible former
case officers).

One individual, while under contract to the U.S. Government,
properly reported what he believed to be an approach by a
hostile intelligence service. Within a few weeks alleged
U.S. Intelligence officers contacted this individual. In
addition to questioning him about his background. these
alleged intelligence officers asked that he keep in constant
touch with them, particularly when planning to travel.

It soon became apparent that the alleged intelligence
officers were intent only on forcing this individual to
report to them as directed, and to account for his
activities. He was not asked to assist the U.S. Government
in any form of intelligence operation; he was not asked to
execute any form of secrecy affirmation statement
acknowledging the classified nature of these meetings; nor
was he told why these meetings_involving a total of seven
alleged case officers_were necessary.

When he began to balk at a continuation of this
process. one of his "handlers" conveyed a threat, suggesting
that his continued compliance might be "enforced." Finally,
when this individual adamantly refused to cooperate further,
massive overt harassment commenced and is currently ongoing.

The operation (clearly intended to bully this individual
into submissive compliance for purposes which are still unknown) involved
crude tactics formerly prized by the KGB.

Whether or not legitimate U.S. Intelligence case officers were
involved in this activity remains to be determined. Some private firms
retain former U.S. Intelligence case officers for contracting out as
"security specialists." The founder and CEO of one such firm Gerard P.
Burke, The Parvus Company, Silver Spring, MD) has informed us that the
activities of contract case officers are neither monitored nor subject
to formal restraint.

ù Use of psychotropic drugs by cooperative physicians.

Shortly after resigning from the CIA, one of our contacts underwent
a range of experiences which suggested that she had been massively
drugged. One of the alleged perpetrators, whom we have met, alternately
claims to be employed by NASA and/or by a firm in Miami, handling
"microwave equipment." NASA has no record of this person under the
name furnished.

The "experimented ultimately sought the assistance of a
psychiatrist, whom her parents had located as a referral. The
psychiatrist treated her reported "flashbacks' by immediately placing
her on a regimen of Steiazine, which quickly aggravated her condition.
He also made comments to this individual which suggested that he had a
foreknowledge of her situation, and that he was cooperating with U.S.
Intelligence, on one occasion the psychiatrist intimated that our
contact might be employable as an assassin; and he repeatedly urged her
to move to Great Britain where, he said, she would be put in touch with
an unidentified Member of Parliament.

Interestingly, he had a tremendous computer system in his office
suite, which he explained as being connected by modem into a national
level system which, in turn, connected into private residences. When
showing her this equipment, this psychiatrist informed our contact that
she had been "CAT scanned," pointing out that she was the subject of the
vast series of "A's" and "B's" being printed out by one of the many
terminals at his disposal .

Our contact also found that this psychiatrist kept a military
uniform in his closet which bore the rank and insignia of a three-star
general.

The individual ultimately sought psychiatric support elsewhere. Her
new psychiatrist, formerly employed by DoD, immediately put her on a
regimen of Haldol, Decanoate, Klonopin and Benzatropine. The combined
effect of these drugs was loss of memory and a state of mind which, under
other circumstances, might be diagnosed as Depersonalization or Dissociative
Disorder. All three drugs proved to be highly addictive. Our contact,
since severing contact with this Psychiatrist as well, has finally
successfully overcome the addiction.

Another individual_the one whose psychiatrist had informed her of
her role in a "Pavlovian Experiment"_ was subjected to attempted
drugging by Trazodone, one of the strongest sedatives on the market. The
psychiatrist in question kept no record of the individual's outpatient
visits, nor of her Trazodone prescriptions. Being unaware that the
individual was not adhering to his regimen, the psychiatrist urged her
to rapidly increase her dosage, renewing her 30-day prescription after a
period of only 11 days.

Though aware of her heart condition, he failed to monitor her
condition, dismissing her complaints of (electronically-induced) pains
in her heart as inconsequential. Trazodone is known to aggravate heart
conditions. Perhaps the intent was to have this individual succumb to a
"heart attack" as the result of "imagined" government harassment.
Neither the appropriate psychiatric society nor the FBI would touch this
case.

Another individual (a clear target of retaliation) sought medical
assistance to counter sudden massive headaches and recurrent attacks of
vomiting_effects which can be produced by infrasound. The Physician to
whom she was referred (an alleged specialist in Internal Medicine)
placed her on a combination of Compazine and Xanax, prescribing dosages
which the Physicians' Desk Reference warns against. Compazine, in
addition to being an anti-emetic, is used in the treatment of psychotic
disorders. It can also cause tardive dyskinesia, an irreversible
syndrome involving loss of motor control. Xanax is known to induce
vomiting. Both drugs can lead to dependency and a worsening of the
patient's condition. The effects of all such drugs, in fact, can be
mutated in high-energy fields, thus increasing the likelihood of adverse
reactions.

We have recently found that this prescribing "physician" is not
licensed to practice medicine in the State in which she has been
practicing since at least 1989.

Our contact, being concerned about the long-term effects of Xanax and
Compazine, consulted another physician in that same office. This
physician immediately prescribed Prozac, failing to concurrently recom-
mend that her patient discontinue the Xanax and Compazine prescriptions.
When our contact refused to take any psychotropic drugs, the doctor
became upset and asked, "Don't you want to get well?"

This second physician is a licensed practitioner in Internal Medicine,
with no background in Psychiatry. We have also found that she apparently
refers her patients to yet a third physician in the office who claims to
be a psychiatrist. She, too, is licensed to practice Internal Medicine,
only. Her receptionist described this third physician as having a
psychiatric "sub-specialty," ... as an internist." The receptionist also
informed us that this internist "is treating a number of psychiatric
patients."

On pursuing this further, we find that these physicians are in a small
"medical group" which is not listed by specialty in standard regional
telephone directories. The group bears the same name as one of the ClA's
most infamous recruited physicians (perhaps best described as "the
Mengele of MKULTRA").

The doctors' offices are located in a bank building, which, we have
found, is a favored hiding place for security-oriented businesses and
government agencies. Two computer firms, co-located with an attorney who
represents "Island Resort Development, Ltd.," are situated immediately
beneath the doctors' offices. The prospect of our finding island resort
developments within 200 miles of this attorney's office is limited.

Our contact, being apprised of these findings. is seeking medical help
elsewhere.

In two of our cases, urologists took it upon themselves to play the role
of "psychiatrist"; i.e., they rendered psychiatric diagnoses and
prescribed psychotropic drugs. One of these urologists, employed by The
Mayo Clinic in Rochester, MN, prescribed Haldol, informing our contact
that he perceived her to be "psychotic. " His efforts at getting a
Clinic psychiatrist to confirm this diagnosis were unsuccessful. The
psychiatrist, apparently a rare who subscribes to codes of medical
ethics, found nothing wrong with this woman, even given the nature of
her complaints. The urologist's response to this was to issue his own
Haldol prescription.

Sensing that something was amiss, the woman refused to have the
prescription filled.

Yet another individual ended up in the hands of a psychiatrist who, as a
purported means of ending the stress associated with her harassment,
offered to put her under hypnosis. She described the hypnotic state as
"equivalent to floating" and (based on her overall experiences with this
physician) has not ruled out the possibility that drugs may have been
surreptitiously administered. The psychiatrist claimed to be interested
in psychic phenomena and demonstrated an apparently remarkable ability
to read this individual's mind.

While in her "hypnotic state", the individual felt a sharp, painful
pressure inside her nose, as if something were being shoved up her
nostrils to the sinus cavities. She awoke to find blood pouring out of
her nostrils. The psychiatrist casually dismissed this as owing to a
probable cold.

Shortly after that experience, the individual began to hear loud
tones in her head, followed in due course by auditors input. Brain scans
have failed to yield evidence of an implanted device. (We have
recommended that she undergo a scan by means of a suitably adapted non-
linear junction detector, as a preliminary.) Suffice it to say, this
individual has severed contact with the psychiatrist and is continuing
to cope with ongoing overt and electronic harassment by other non-
medical means.

ù Use of medical implant devices.
The situation just described is not our first encounter with the
apparent use of medical implant devices in these harassment/mind-control
cases. Another of our contacts began receiving auditory input roughly 12
years after she had 4 mm. cochlear implants placed in her ears. The
"voices" claim to be affiliated with the CIA and, among other things,
expressed intentions of running this woman as an agent in denied areas
by" piggybacking" their audio transmissions onto standard FM
frequencies to avoid detection .

We have been unable to locate the surgeon who implanted these
devices, though we do have a copy of his operative reports. A recent CAT
scan of this individual failed to disclose the presence of the cochlear
implants.

Several years ago, the individual (now a psychologist) applied for
a position with the CIA. She was interviewed by four Langley-based,
purported psychologists who allegedly informed her that her job would
involve the assessment of certain criminals for purposes of weighing
their prospects for loyalty to this agency.

During these interviews, she was told to read several books by such
persons as Philip Agee, Stansfield Turner and Ralph McGehee, all of whom
were unknown to her. The alleged psychologists claimed that these
authors had described the CIA "as it really is." Our contact was not
asked to execute a secrecy affirmation statement acknowledging the
classified nature of these proceedings.

The unconventional manner of this interview process suggests that this
individual was being toyed with, for reasons which remain to be
determined. She did not get the job and in fact more recently lost her
job with a state penitentiary. She was fired on the recommendation of
the prison' s psychiatrist, because of her insistence that she is
receiving auditory input from CIA personnel who persist in feeding her
classified information.

Interestingly, though this individual was deemed unfit to function as a
psychologist in the penitentiary system, the State has re-hired her,
assigning her to a mental health facility where, apparently, she is to
develop a behavioral modification program for retarded adults with
diagnosed mental illnesses.

This individual claimed to be receiving and responding to
externally-induced auditors "advice'' while working with prison inmates.
It may be presumed that the process will continue. Under the
circumstances, we have to wonder if this case qualifies as a benchmark
in mindcontrol experimentation: i.e., employment of a mindcontrolled
psychologist to run the equivalent of mind-control experiments on
mentally-ill retarded adults. We will continue to monitor the situation.

The individual whom are previously identified as having challenged
a local power company also appears to have been "tagged'' by some type
of implant device. During a recent symposium, she was approached by a
man whose business card identifies him as "Program Manager,
Electromagnetic Radiation Division," DoE. His approach was suitably
sympathetic. Our contact ultimately accepted the man's invitation to
continue discussing their common ranges of interest in his hotel room.
During this meeting, she accepted the offer of a drink blacked out after
consuming it, and awoke four hours later, still in this man's hotel
room, to find that the back of her ear had been punctured and was
bleeding. There was no evidence of a sexual assault. The man glibly
evaded this woman's requests for an explanation. She has since found two
adjacent puncture marks behind her ear, which are not healing properly,
and between which she can feel the presence of a "wire" measuring
approximately 1, 4" in length. We are pursuing this further.

The said DoE Project Manager has more recently initiated contact
with yet another activist in touch with this Association. His call was
unsolicited. He apparently wanted to know if this woman would be
attending an upcoming conference. We have warned the individual to avoid
any form of private meeting with the said Project Manager.

To date, we are aware of three cases involving clandestine behavior
on the part of alleged DoE employees. The CIA figures prominently (if
peculiarly) in the majority of our other cases. Two of those have been
discussed above.

In another, also involving auditory input, the individual is
certain that the current Director of Central Intelligence (DCI)
participated in the "voice transmission" process on at least one
occasion. She claims to have recognized his voice. When she commented
aloud on the DCI's perceived involvement in this experimentation, the
"voice" responded with stuttered and stammered denials. We are told that
this particular "voice" has not been heard from since

In yet another case involving auditory input, the individual has
allegedly been informed by her "voices" that the technologies being used
against her were stolen from the CIA by a maverick employee. whose group
is now targeting her from a distance of 2000 miles. She reported this to
the DCl s office and was allegedly informed by the Deputy DCI that she
will be awarded millions of dollars if she can produce the equipment and
any of the personnel involved in her harassment.

One unusually-candid CIA spokesman also allegedly informed this
individual that, "while the CIA does not deny having this equipment, "
they "do not use it in this country." Perhaps this explains why a
number of our contacts have also been electronically harassed while
traveling overseas.

This woman has also been repeatedly assured by CIA DDS (security)
personnel of the Agency's sincere concern for her welfare. During a
recent telephone conversation with that Office, we confirmed that she is
indeed known to the CIA. Based on this, we asked that the Agency "put its
money where its mouth is, "so to speak," by conducting a long-term
electronic sweep of this individual s premises. That was two months ago.
No sweep has been conducted, though CIA spokesmen continue to
"sympathize" with her predicament.

Another individual, a target of harassment and experimentation
since 1952 (apparently singled out because of his student activism while
at Penn State University) began hearing "voices" after having most of
his teeth capped. He has more recently been informed by his 'handlers '
that implanted devices are no longer used for purposes of inducing
auditor input. No explanation was offered. He was quite visibly
surprised when informed by this investigator that auditory input can be
achieved solely by means of pulsed microwave audiograms (discussed in
Part I of this report).

This individual's "handlers" allegedly have also stated that their
experiments on U.S. citizens are in pursuit of a variety of objectives;
viz.,

(1) develop an effective means for creating a perfect, "robotized"
soldier;

(2) alter individual sexual preferences, such as by turning
heterosexuals into homosexuals (the allegedly claim to be having "diffi
-culties" reversing the process): and

(3) enhance or destroy levels of academic achievement, at will, such as
by degrading the performance of otherwise brilliant students, and by
drastically improving the performance of poor students.

Given the technology at the government's disposal and a
predisposition on the part of certain governmental agencies to "play
God" in experimental fashion with citizens lives, these purported
projects do not come across as being totally far-fetched.

Another case involves a woman whose experiences suggest that she,
too, is an, MKULTRA experimentee being kept on the books, so to speak.
The woman. apparently a "pet" experimented found herself being
introduced to a wide array of prominent individuals whose connections
with the CIA she believed to be quite apparent. One of those, she
states, was Robert Jay Lifton, a well-known author and expert on
brainwashing, whose books include Tile Nazi Doctors: Medical Killing
and the Psychology of Genocide (Basic Books. I 986).

Her experiences included voluntary (''referral ') admission to
Hollywood Hospital, Vancouver, British Columbia, Canada. in 1 973,
during an era when MKULTRA experiments at the Allan Memorial Institute,
McGill University Montreal, Canada, were only beginning to capture the
attention of the U.S. Senate.

More recently in 1990, she was transported to New York University's
Cameron Medical Center, in Westchester, NY (under circumstances which
qualify as an abduction). Where she was forcibly wrestled to the
ground by approximately six Center staffers and forcibly confined for a
period of approximated three weeks. she was neither psychiatrically
counseled nor formally tested while in that facility. The psychiatrists
assigned to her case appeared more intent on forcing her to take a
combination of neuroleptic drugs, to include Haldol. Navane and
Cogentin. (Haldol and Navane can cause tardive dvskinesia.) She resisted
those attempts.

A court ultimately ordered this woman released from the Center,
stipulating that she was not to be administered drugs. On subsequently
acquiring her medical records, under conditions which prevented
censoring or doctoring of those records, she found that her psychia
trists had planned to inject her with drugs (in defiance of the court
order) on the day of her release. As luck would have it, she was
released a day early.

This woman states also that she has met Budd Hopkins, of the
Intruders Foundation, and that she had had a long-term, confiding
relationship with John E. Mack, Professor of Psychiatry, Harvard Medical
School, and founding Director of the Center for Psychological Studies in
the Nuclear Age (previously named. Research Program for the Study of
human Continuity; and, still previously rumored to have cooperated with
the ClA in studies of "human ecology" )

At one point in their relationship, Professor Mack apparently
accompanied this woman to a "support group" meeting of UFO abductees,
who, she observed bemusedly "spent their time comparing
[extraterrestrially'] implanted devices." "Professor Mack is on record
as promoting the perception that UFO abductions are legitimate."

We frankly doubt that extraterrestrial who have a means to commute
intergalactically would stoop to implanting comparatively primitive devices
in human beings. However, should it be proved that the psychiatrist. surgeon
and DoE Project Manager discussed above are extraterrestrial posing as
humans, we will be happy to weigh that information. If it is similarly
established that the vehicular "abduction ' of the woman discussed above was
the work of an extraterrestrial named Kaplan, who is posing as a human with
Cornell Medical Center connections, we will be happy to ponder that as well.

In the meantime, it would seem reasonable that the government would want the
public to believe that extraterrestrial visitations are on the upswing. Mind-
altering drugs, externally-induced auditors input, holographic projections
(also a DoD capability), appropriately focused directed-energy targeting,
device implantations, special effects and abductions are all within this
government's capabilities and can be used for purposes of creating illusions
of UFO experiences. Persons not cognizant of this might be more inclined to
fall for the UFO mythologies now being officially "legitimized."

Other cases, possible involving U.S. Navy Intelligence, NSA, the Drug
Enforcement Agency (DEA) and, peripherally, members of former Soviet Bloc
intelligence services will be discussed in future reports.

Harassment Objects

In his book, Psychiatry and the CIA: Victims of Mind Control, Dr. Harvey
Weinstein quotes the following passage from a book entitled, Battle for the
Mind. A Physiology of Conversion and Brainwashing, by William Sargant
(Greenwood Press. Westport, CT, 1957):
"'By increasing or prolonging stresses in various ways, or inducing physical
debilitation, a more thorough alteration of the person's thinking processes
may be achieved.... It the stress or the physical debilitation, or both, are
carried one stage further, it may happen that patterns of thought and
behavior, especially those of recent acquisition, become disrupted. New
patterns can then be substituted, or suppressed patterns allowed to reassert
themselves; or the subject may begin to think or act in ways that precisely
contradict his former ones.

"...If a complete sudden collapse can be produced by prolonging or
intensifying emotional stress, the cortical slate may be wiped clean
temporarily of its more recently implanted patterns of behavior, perhaps
allowing others to be substituted more easily."

Dr. Weinstein then comments: "The parallel with [Dr. Ewen] Cameron s
theory of differential amnesia is striking, and the relationship to
brainwashing is abundantly clear. " Dr. Camerons employed by McGill
University's Allan Memorial Institute in Montreal, Quebec, Canada, between
1943 and 1964, conducted brainwashing experiments upon select, non-volunteer
psychiatric patients on behalf of the CIA. Dr. Weinstein's father was one of
Cameron's victims.

Sargant's theorems and Cameron's associated experimental findings appear
to be the driving force behind the harassment and experimentation now being
reported to this Association. All of these individuals are being subjected to
a series of overlapping circumstances which apparently are meant to induce
and sustain long-term extremes of stress. All of these individuals have been
effectively isolated. Unethical psychiatrists and physicians are involved in
the majority of these cases. Mind altering prescription drugs are being used
for clearly non-therapeutic purposes. Evidence of LSD use is also beginning
to surface (one of Cameron's favored mind altering substances). And "psychic
driving" techniques_Cameron's pet brainwashing method_are involved in all of
these cases, to a much greater and more potentially effective degree where
auditory input is involved.

The long-term objectives of these harassment and experimentation
campaigns appear to be quite fundamental; viz.,

(1) induce a sense of perverted "loyalty" toward the very agencies engaged in
the individual's harassment, to confuse his or her priorities where the
possibility of obtaining legal redress might be concerned;

(2) redirect the targeted individual's feelings of hopelessness, anger and
frustration toward racial and ethnic groups, and toward select, prominent
political figures, to include the President of the United States; and

(3) force the individual to commit an act of violence,
whether suicide or murder, under conditions which can be
plausibly denied by the government.

An operation's ultimate success apparently hangs on this
latter objective. We have successfully obstructed this process in a
number of cases now being investigated.

* The 'Stalker Phenomenon

In recent weeks, considerable publicity has been given the
trauma suffered by victims of "stalkers" (persons who obsessively
surveil, harass and, in some cases kill targeted individuals
for assorted, unfathomable reasons). Movie stars who have
been stalked recurrently make the news. Stalking, as a
problem, is in fact becoming widespread, to the point where,
in some States, the activity has finally been specifically
proscribed by law.

The individuals in contact with our Association are
reporting the same terrifying ranges of experiences as are now being
reported in the press on behalf of other victims or
stalkers. The only difference in the cases reported to us is
that the stalkers operate in groups over extremely prolonged
periods of time, and (it would appear) with the blessing of
certain agencies of the U.S. Government. The laws being
passed to protect victims of stalkers are clearly being
selectively applied. We hope to put an end to this
situation; that is, in addition to achieving the objectives
discussed above.

It should be noted that the FBI, though unwilling to
intervene in the cases described above, recently intervened
on a massive scale to protect Joy Silverman, a Bush-appointed
trustee of the J.F. Kennedy Center for the Performing Arts, from the
ardent "stalkings" of her estranged paramour, Sol Wachtler,
Chief Justice, Court of Appeals for the State of New York.'2

Wachtler had apparently threatened to kidnap
Silverman's daughter if not paid $20,000. Since no
kidnapping had occurred, and the case qualified merely as an
attempted extortion, a question arises as to why the New
York State Police could not have handled this investigation.
Mrs. Silverman resides in New York.

It would appear that the FBI devoted more than 100 agents
and technicians to the effort, resolving the case within
approximately 30 days. On November 7, 1992, the day of his
arrest, Wachtler ran a gannet of 80 FBI special agents on
the Long Island Expressway. Apparently the FBI does not have
enough to do, if stalling out a lone stalker is their top
priority. We have to wonder of course, if the FBI's massive
response was prompted by what was perceived to be Wachtler's
usurpation of governmental stalking prerogatives.

Mrs. Silverman's $300.000 donations to Republican Party
causes could be considered a basis for the FBI s solicitous
concern for her welfare. It would appear, under the
circumstances that the ' stalking victims discussed
above_being by now quite poverty-stricken_should abandon all
hope of FBI intervention in their respective situations. FBI
protection appears to have a price tag, which not one of our
contacts can afford.

Dear Readers,

A victim of EMR mind machine sent me the following two articles
documenting the abuse of the mind control machine on innoncent citizens.

After reading these articles, it is apparent that the research
into the development of these mind controlling machines have been going
on since 1960s. The articles also indicates that many countries are
involve in the research, development, and the testing of these machine.
Although the technology of these mind control machine discussed in these
articles are no longer "the state of the art", the methods in which the
victims are harmed and abused have never changed. The only difference
between today's mind control machine (ElectroMagnetic Radiation Mind
Controlling Machine) do not need to be implanted inside the victims'
brains. With the use of EEG machines and the implanted transmitters in
the victims' brains, mind control scientists have found the
electromagnetic frequencies modulating at 1 to 30 HZ that can interact with
the human brains. With this discovery, they no longer needs to implant
the devices into the brains of the victims, they have the abilities to
interfere and control the brain activities of the victims (and thereby
controlling their mind).

Please read it carefully because their experiences is accumulated
with great pains from being tourtured. Especially these victims mentioned
about how they felt when the microwaves weapon were being used on them
(and how they were powerless to find the directions which these
microwaves were coming from).

However it does prove this mind machine use
micropwaves (or electromagnetic waves) weapon to tourture human & these
microwaves weapon can even hurt or tourture a subject from various
directions ( Some direction you'll think that it's impossible.).

I do believe that their technique will be much more advance than before &
poses inmense danger to our society.

An Open Letter to the Swedish & British Prime Minister Regarding
Electromagnetic Terror

Ever since an operation at Soder Hospital in Stockholm
at the end of the 1960s, I have been used in a medical
experiment which has meant a lot of suffering and has been
very painful. The operation was performed by Dr. Curt
Strand, who inserted a foreign object, a so-called brain
transmitter, into my head through the right nasal passage.
For many years, I have tried to get help from Swedish
physicians and even from the National Broad of Health and
Welfare (Socialstyrelsen). However, I was confronted by
doctors who became my enemies and I was, among other things,
declared mentally ill and placed in a mental hospital. In
1983, I came in contact with Prof. P. A. Lindstrom at the
University of California, San Diego, in the United States,
who examined my x-rays. Many Swedish doctors had given
written opinion about these, and stated that the x-ray were
completely normal, that there were no foreign objects in my
head.

Prof. Lindstrom wrote in one of his many statements that, "I
can only confirm that some foreign objects, most likely
brain transmitters, have been implanted at the base of your
frontal brain and in the skull. In my opinion, there is no
excuse for such implantation. I fully agree with Lincoln
Lawrence who, in his work on p 27, wrote, "There are two
particularly dreadful procedures which have been developed,
those working and playing with them secretly call them
R.H.I.C and E.D.O.M. - Radio-Hypnotic Intracereberal control
and Electronic Dissolution of Memory." Theses, as well as
ESB, Electronic Stimulation of the Brian constitute what is
included in biomedical telemetry, the complete mind control.

After Prof. Lindstrom wrote his opinion, about ten
other doctors in different countries have given written
statements which attest to implanted transmitter in my head.
The statement clear show that Swedish doctors have given
false reports concerning my case. Despite the evidence
which proves the outrage, I cannot get surgical help in
Sweden to remove the many transmitter implanted in my head,
which are active day and night, year after year. This was
the reason why I sought help in Djakarata when I visited
Indonesia. But we will clearly see the few helpful
physician's intention are worthless when secret police are
acting on their information from mind control.

On August 4, 1987, I visited St. Carolus Hospital, Ji
Salemba, Djakarata, and I met Professor Hendayo to whom I
showed my x-rays, as well as reports from various doctors.
He, obviously, could see the implanted foreign objects and
more x-rays taken the same day confirmed the fact, so Dr.
Hendayo agreed to operate I stayed at the hospital until the
following day. They took blood test, etc., and informed me
to come back on August 11th.

On the morning of the 12th, I was shown to the
operating room. Right outside of the door, I met Dr.
Hendayo. He told me that something h happened which would
cause the postponement of the operation. He would not say
why. Considering how important this was to me. I insisted
that he keep his part of the agreement and do the operation.
His behavior and attitude that morning was much different
than earlier. The complaisance and friendliness of the
previous meeting were gone, replaced by irritation and
stress. But he changed his mind and agreed to perform the
operation. As soon as we entered the operation ward, two
people entered from another room; they were western middle-
age men. One of them had a syringe and gave me the sedative
without a word or any preparation.

In the middle of the operation, I awoke with a horrible
pain in my head. My arms and legs were secured with straps.
One person held my hand steady, while another held open the
5 cm incision in my forehead with some sort of instrument.
A third person held an object, resembling a branding iron
used on animals, which he burned into my head. during the
45 seconds of the operation in which I was awake I
experienced the feeling that my head was being blown to
bits. I screamed in pain and tried to free my arms and
legs. I fell unconscious from the pain and shock. The next
thing I knew, it was 2 a.m. and I could feel my brain on
fire. This was 18 hours after the operation.

The next morning I went to the hospital's radiology
department and asked the doctor to x-ray my head. The
picture showed the injury and that there was a foreign
object in the damaged area. I went to the chief physician
and told him what had happened. Afterward, I visited Dr.
Hendayo and he told me, "It wasn't my idea to do this... I
had no choice... You should have listened to me and
postponed the operation .. Your country's secret police was
involved...."

The reason the operation turned out the way it did is
quite clear. Prof. Hendayo was, at first, in favor of the
operation. But the Swedish Secret Police (SAPO) followed me
via mind control and they knew every step I took. When Dr.
Hendayo promised to operate on me, SAPO also knew. In order
to stop me, they informed their CIA colleagues in Indonesia,
who forbade the doctor to help me, or they threatened to
expose them. that was why the doctor could not say why he
wanted to postpone the operation. SAPO/CIA had obviously
wanted to warn me and show that there were other powers
behind the decision. Now, five years later, I have physical
pain in the area which was damaged. The difficulty in find
a doctor who will operate on me is the great secret behind
the use of mind control telemetry and doctors' international
solidarity with colleagues who use people for experiments.
These transmitters have changed my life in many ways and
tormented me through their constant use.

In a 1978 report entitled "ELF Magnetic Fields and EEG
Entrainment" Dr. Robert Beck, Director of Biomedical
Research in Los Angeles, writes "The Canadian report
alarming mood alterations in certain areas of eastern Canada
which observers believe are inked to Soviet [electromagnetic
transmission]." In 1987, Atlantic Monthly magazine
elaborate on how electromagnetic weaponry has been developed
with the ability to both affect the nervous system and to
induce death. This research has concentrated upon a much
wider spectrum of frequencies from microwaves, gamma and
laser beam, right down to extremely low frequencies which
the brain works by. As Robert Beck stated in interview with
the Omni, " It is easier to generate cancer in a person
than it is to cure." The article continues to discuss the
range of application of these new radiation weapons: "Radio-
frequency weapons that impair the nervous system might have
uses in commando operations, anti-terrorist actions, and
what the Pentagon calls "low level conflicts" when more
deadly weapons are being held back. "The meaning of the
term "low level conflict" seems to be consistent wherever
these conflicts occur, either in the USA, England, Sweden,
or Russia.

That this arsenal is being used against the citizenry in the
new Russia as in the former Soviet Union is quite apparent
from a statement published at the end of 1991 by SovData
DialLine:

"Psychological warfare is still being used by state
security agents against people in Russia, even after the
abortive August coup." said Emilia Chirkova, a Deputy of the
Zelenograd Soviet and member of the Human Rights Commission.
She recalls the scandal surrounding the alleged bugging
equipment installed close to Boris Yeltsin's office. KGB
agents admitted then that the directional aerial in the
equipment was designed for transmission, not for reception.
She believes it was part of an attempt to affect the health
of the
Russian President using high-frequency electromagnetic
radiation. "The Human Rights Committee," Chirkova said,
"had warned Yeltsin about such a possibility." She cited
several further instances of the use of similar devices.
Microwave equipment had been used in 1989 and 1990 in
Vladivostok and Moscow prisons, in mental hospital in Oryol,
and in the Serbsky Institute in Moscow [also a mental
hospital], she said. During his exile in Gorky, Andrei
Sacharov noticed the presence of a high-tension
electromagnetic field in his flat. It was reported recently
in the press that Ruslan Khasbulatov, Speaker of the
Russian Parliament, had had to move from his flat to another
district of Moscow. High-level electromagnetic radiation
has been included among the possible causes of the
discomfort he felt in his flat.

Purported victims of psychological warfare have written
to the paper. From, Voronezh comes this letter: "They
controlled my laughter, my thoughts, and caused pain in
various parts of my body... It all started in October 1985,
after I had openly criticized the first secretary of the
City Committee of the Communist Party." "Sometimes voices
can be heard in the head from the effect of microwave pulse
radiation which causes acoustic oscillation in the brain."
explained Gennady Shchelkunov, a radio electronics
researcher from the Istok Association. Numerous sufferers
from this alleged manipulation have set up a public
movement. In June 1991, a group of Zelenograd deputies sent
an appeal signed by 150 people to President Yeltsin,
demanding a investigation into the use of bio-electronic
weapons.

In Sweden three are clear signs that SAPO/FOA uses unwitting
people in very long-term research programs. At one of
SAPO's secret bases in Sweden, the so-called Tjadergarden in
Soraker just outside Sundvall, these weapons has been tested
on residents in the nearby estates and the long-term effects
of electromagnetic weapons and fields are being studied.

The following is an extract from a 15 page letter from
Tjadergarden resident Ossian Anderson to Swedish government:
"...owing to the terror, harrowing persecution and gross
violation of human rights which I have been subjected to for
the last eight years. I hereby request the government to
allow me to resume a normal human existence. I am
completely without legal protection while the security
police and military researchers toy with me at their whim.
My letters are to no effect, the authorities shirk any
responsibilities... I am being used as a guinea pig for
weapons of ultrasonic, electromagnetic field, acoustic and
death-ray type, and my central nervous system has been
seized so that they can control my brain with micro-
electronic technology and microcomputers... the symptoms of
ultrasonic radiation are headache, dizziness, disorientation
and visual impairment. Other symptoms are a degeneration of
intelligence with an additional effect on blood circulation
and visceral pain. . l acoustic weapon do not cause injury,
rather they convey a nebulous disorientation introducing
chaos into one's life. . the radiation penetrate all type of
material which I have used for protection. For instance, I
built a case with a 2 mm thick lead insulation, under which
I lay at night, to no avail. Microchips are also part of
the pictures, since I became aware that they were able to
control my entire range of brain activity. These micro
devices must have been placed in my both without my
knowledge... It is cruel to force a pensioner such as myself
to suffer day after day and to prevent him to sleep no more
than an hour now and then."

Since I myself have been in Soraker and know Ossian
well, I can affirm that what he describes is but a fragment
of the truly frightening nature of his torment. He is now
82 years old, and the terror meted out to him is completely
bereft of humanitarian norms. He is being seriously
exploited in a harrowing experiment conducted for periods of
22 hours during day and night in which he finds it
impossible to snatch even a moment's sleep; and so it has
been, with a persistent brutal intensity, for the last 20
years. Ossian has also undergone cranial radiographic
examination from which the implantation of a foreign object
with cerebral connections can be confirmed.

Edward Kelly was a journalist and came to Sweden in
them id 1970s, where, since 1984, he worked for an
alternative news agency investigation the use, by medical
institution, of patients in various medical experiments.
Kelly contacted the Socialstyrelsen/Board of Health and
Welfare and several other state institutions in order to
obtain certain information, at the same time informing them
of his research, and a week later he fell seriously ill. It
started with sharp pains in his back which rendered him bed-
ridden; soon he had to be carried when he needed to visit
the toilet. From the very beginning of the illness strange
phenomena were to be observed in his bedroom: paper stapled
to the wall began to roll themselves up, those affixed with
tape folded up and fell to the floor and several people
noticed that they felt unwell after spending short time in
his room. Kelly's cat, who used to like lying on his bed,
now refuse to enter and restricted itself to other rooms in
the house.

Doctor examining Kelly diagnosed lumbago and by the
middle of hospital were his body were found riddled with
cancer. Finally on the 28th of May 1985 at Karolinska
Hospital, he died.

A similar story concerns me. In 11985, I was behind
the petition to the Director of Public Prosecutions,
supported by 50 signatures, demanding a response to the
question whether doctors should have the right to implant
transmitters into the heads of unwitting patients during
surgery. I was also one of those responsible for the
following advertisement which was printed in 30 Swedish
daily, weekly and monthly papers, and which exposed the
above outrages taking place within all large Swedish
hospital at about the same time the first advertisement was
published, I noticed a radiation or frequency which seemed
to rise up from below my flat. In the mornings it felt as
though my face, my face, shoulders and back had been
sunburned. If I laid a sheet of paper on the floor, it
would, after only a mater of hours, begin to roll itself up
from both ends and all battery-operated equipment rapidly
were quickly drained of power. The waves increased until I
was forced to move out into a friend's flat.

I hired another flat at Kocksgatan 38 in Stockholm
where, for the first two weeks, everything was fine. By the
1st of May, however, the trouble started again. The effects
were much the same; the feelings of burning heat and
noticeable burns on the face after just an hour and the
spreading of sensation into the palate, throat, and lungs.
Paper rolled itself up whether hanging on the wall or lying
on floor -- but now I also experienced how my blood
circulation was being affected. I wrote of my last days in
the flat: "The radiation has increased for the last two
weeks, and now, the 298th of May, it is completely
unthinkable to sleep here. It is possible to be in the flat
for at most two hours, but after that one has to leave
because the pain in lungs, the dehydration, the dry cough
and general weakness."

Due to critical conditions caused by SAPO radiation, I
was forced to abandon my efforts to expose their
electromagnetic terrorism. It was five years before I
resume the fight. At the beginning of 1992 I came into
contact with the International Network against Mind Control,
and was involved in the drafting of the following letter to
Prime Minister John Major. The day after it was sent and
faxed to colleagues the world over, press agencies, and so
on. SAPO resumed its radiation so that after three days I
was forced to again abandon my flat.

Our international network of researchers has, for sever
years, been engaged in investigations into mind control and
its widespread utilization around the world and we have
become aware of several victims in Great Britain; reports
received from exploited individuals refer to mental
hospitals, police authorities and prisons as among the state
institutions involved in the implantation of transmitters,
electrodes of radio transmitting crystal in people. The use
of mind control is such a grave encroachment on civil
liberty that, if allowed to develop further, it will
threaten the freedom and integrity of all. Along with
environmental problems, this is one of the most urgent
issues to address if we are to ensure a more secure future.

The reason we are addressing this letter to you
personally is that a meeting between Mr. John Austin-Walker,
Member of the Parliament, and a victim of mind control,
impressed on him the importance o pursuing investigations
into the matter so much that he addressed a letter to you
himself in August this year. Later writing to the injured
party, a Mr. N' Tumba, he said: "Following your most recent
visit to see me, I have written to the Prime Minister on
your behalf. As you know, there is very little
accountability of security services o the House of Commons
and Members of Parliament have almost no power in relation
to the activities of M15. As soon as I receive a response
from the Prime Minister, I will be in touch with you again.

Just what happened to Mr. N' Tumba, he describes
himself in a letter to us: "Concerning the brain
transmitter in my head, it has been performing without my
knowledge of consent... What's very outrageous is that I am
sharing all my visions, thoughts, images, hearing, ..etc.
without people around me as the security service are
engaging in a large scale propaganda drive to smear my
character, background, behavior, emotions, and motives... I
have o privacy at all... I am not a spy. I am not a
criminal, I am not a terrorist. Being an innocent victim of
M15... my persecution started in June 1988." What is more,
there is no reason to suspect the validity of that he
writes; we are overburdened with letters such as this one
from the USA, Denmark, Sweden, Germany, New Zealand inter
alia and our investigations in Sweden reveal a terrifying
reality where the mental health services, police authorities
and hospitals implant radio-transmitting devices in people's
heads and brains. This reality is exposed by a vast amount
of x-ray material to be chilling and gloomy vision of the
future, staged-managed for decades by the security forces in
collaboration with medical and psychiatric institutions who
together have created a secret power which transcends law
and order, and which is beyond intrusive public control.

Brain-computer radio communication has long been
considered impossible by the majority of people and has
consequently been related to science-fiction, gut the fact
is that the technology had been developed into reality by at
least the 1960s, during which time the initial experiments
were being performed on unwitting subjects. The system has
at different times been called Intra Cerebral Mind Control,
ESB, Electronic Stimulation of Brain, Biological Radio
communication or Bio-medical telemetry and in both the
eastern and western worlds is the prevailing system of mind
control, creating unlimited possibilities to influence and
change an individual's behavior patterns and personality.
By means of two way radio communication, called telemetry or
remote-control, an electromagnetic wave can be sent on a
return trip to a receiver/transmitter located under the
skull or in the brain; this signal records the activity of
the brain and returns it to a computer for analysis, from
which all aspects of the subject's life can be exposed.
Radio transmitting crystals, which when injected into the
bloodstream fasten themselves to the brain, have been under
development for decades. They work on the same principle as
a normal transmitter, use the same technology, and contain
the same possibilities.

To analyze an EEG in a computer instead of a conventional
printer provided an entirely fresh perspective on the
conclusion which can be drawn, and give a whole new
perspective on what can be concluded. Cognitive
manifestation and activity such as thoughts and visual
impressions or emotions, behavior and psychological
reactions can continually be registered making it possible
for secret police authorities, medical scientist and the
state to observe an individual in a deeper and more
comprehensive way than the individual could possibly do him
or herself. Through analysis and manipulation by the
computer, it is even possible for changes in an individual's
physical mental status to be effected. The potential of
intracerebral remote control is limited only by the
imagination of the investigator, especially when it is
remembered that, since these frequencies travel at ht sped
of light, the system of control is not constrained by
matters of range.

concerning the case of Mr. N'Tumba, it is obvious that
there is simply no justification for implanting the mind
transmitter, whether for police surveillance or psychiatric
research. We feel, furthermore, that this is yet another
example of human rights violation as defined under the CSCE
1980-83 Madrid conference and as embodied in the Final Act
of Helsinki We also wish to note that such activities are
also the in contravention of several agreements, endorsed by
Great Britain, within the United Nations system, including
in particular the International Bill of Human Rights and
Article 3,4,5, and 12 of the Universal Declaration of Human
Rights.

Recently we received some x-ray pictures of Mr. N'Tumba
and our medical experts in Stockholm have examined those of
his skull and can confirm that a transmitter has been
implanted in his left nostril. furthermore, it can be seen
that electrodes placed in the occipital lobe are blocking
the blood flow behind their delimitation where the oxygen
depletion is caused and this is seen as well in his frontal
brain just above the implanted transmitter. Among the
changes caused by the frequencies of neurological functions,
impaired cognitive abilities including that of memory.
Moreover, he has obviously been anaesthetized without his
knowledge so that this implantation could be performed.

We would greatly appreciate a statement regarding your
views concerning this issue, and we urgently press you for
all possible assistance which you can give to Mr. N'Tumba

The first signs of radiation from electromagnetic
weapons were noticed during the nights of the 11th October,
the day after the letter [reproduced here in abbreviated
form] was faxed worldwide. I was awakened at 3 a.m. by a
blockage of the blood circulation in my hands, feet,
forearms and parts of my legs, hands and feet swelled up and
became numb. My face and back became sunburned as if I had
been sunbathing on a hot summer's day. This was to be
repeated night after night and it must be assumed that the
electromagnetic waves were ultraviolet in nature, a
radiation which affects the skin's pigmentation and which
are known to cause cancer. The radiation continued during
the following day and night and even though I tried to be at
home as little as possible, it becomes quite clear that they
still had the power to vary the spectrum and intensity of
the radiation which they were using against me. From the
first day, I experienced noticeable changes in my lungs and
windpipe which resembled the symptoms following radiation
of 1985. The windpipe and respiratory passages became
parched, my voice horse, and my lungs painful. I also
suffered from acute amnesia whenever I crossed threshold to
my flat. By the third day, I considered it my safest move
to leave my flat and so I went away for a week.

On returning, I found myself in a radiation chamber of
considerably greater power than the one I had left in which
it was possible to generate a multitude of destructively
painful symptoms by varying the spectrum and intensity. I
was kept awake at nights and sent into a kind of trance
during the day, but by far the most frightening effect was
that on the lungs which even after the first night had been
severely impaired. When, after two days, I also began to
suffer from backache and an almost crippling immobility,
and when even the shortest possible time in my flat began to
be unbearable I felt that it was time to desist risking my
life and moved in with friends. Since I had to return
occasionally to my flat, I was able to establish that the
radiation continued to penetrate my flat and on one
fortunate occasion I was able to identify its source. The
deteriorating winter found me at home one evening taking in
some flowers from my balcony when I noticed in the block
opposite, in the window of the flat directly under my own,
was some apparatus, partially visible between the angled
slats of a venetian blind. It was directed up at my flat.
It was emitting no light but its surface was lustrous.

During the night I collected some infra-red film and
some binoculars so that I could study it more closely. As
early as the previous summer, being more often out on the
balcony, I had notice that there was never any light in that
flat, just as there is none nowadays. The day after, I
called on the flat at Verkstadsgatan 22 and rung the
doorbell above the name Broman. No one answered, not
surprisingly since I heard from the neighbors that he had
passed away some months back. The same day, I had the film
developed; the picture I obtained revealed the apparatus
with startling clarity.

From here SAPO was terrorizing me and enfeebling my
health with their destructive radiation and so together with
some friends I contrived to break into the flat and seize
the apparatus. However, by 8 p.m. the same evening when I
was home monitoring the situation, I noticed that the
apparatus was gone. They had been there and removed it and
with it, the radiation. I was able to return home.

This letter has been written in English since so much
of the material is already on disk in hat language and since
I feel it is a more practical language to use. The letter
has not been written with the intention of prompting a
written reply, since any answer you convey I am sure to
notice. I would, however, appreciate acknowledgment of
receipt.

ANSA has documented eight cases in which the American citizens had

The electric survilliance system combine with the microwaves waves
weapon (microwaves emitters, electromagnetic pulse generators,etc.)
should have been networked entire nation.

There are two cases (concerned of these system) reported by ANSA.

A mother (driven to extremes of stress by ongoing
electronic harassment focusing on her children) stabbed all three of
her children and managed to kill one in an effort to protect them
from further pains. This mother wasn't able to protect her children
from the assault from these weapons and could only watch her children
suffered in pains. She finally decided to kill her children to ease
their miseries. One of the children died and the rest were injuried

A individual, during a telephone conversation, was told by an

employee of a local power company that, if she valued the lives of her
children, she would drop her public opposition to the company's

installation of high power lines. Since receiving that threat, the
individual's 11-year-old daughter has been reduced to extremes of pain,
resulting in her recurrent hospoitalization for treatment of illness
which can't be diagnosed. It's now also apparent to this individual

that her three-year-old son is on the receiving end of externally
induced auditory input.

The above cases prove that no place is safe even in your personal
home or the hospitals when you are living under the hostile envirnoment
of High-Tech electric survilliance ystesm and the invisbile radiation
wave weapons. The worst thing is that these "Non-Lethal weapons" can be
used on a person inside of his own home from the outside with laser
accuracy (deduce from the Ms. Mckinney's article).

It also prove that the electric survilliance system & Nonlethal weapon
(invisible radiation waves weapon) have been combined & networked through
the entire country.

This is why the children of the victims cannot avoid of being hurt by
these invisible radiation waves even when they were at home or in the
hospital. The parents can only watch helplessly because they can locate
the source of these radiation.

So one dividual killed one child in an effory to protect her from
further pain. ( See above report case.)

However the governments are also real victims in this whole event.
Few authorities might seduce & cheat superior that the purpose of
installing these equipments (electric survilliance system combine with
microwaves waves emitters) is only to protect our country. Also the

authority would say that they just want to find the spy or criminals but
nothing else.

It won't get hurt if they only installed the tracking ( survilliance)
system.

This kind action can help authority to track the spy or criminals but
won't hurt the law abiding citizens.

The top officers might be only told that they just install
the tracking (survilliance) system, even if they told the superior it's
microwaves waves equipment but would say that it only
can detect people thoughts as (EMR) mind reading machine. However they
would never tell top officers these emitters can focus waves to tourture
or kill human being in home or everywhere from their remotely controlled
way.

I do believe that few agents had withheld the truth to their superior
in government & from the people.

From the Roney King event in California, we know that few authorities might

violate law even when they were carry out their duty. After they
violated law they're suspects but not officers.

kind action can represent policeman. They have not chance to represent the

These few officers are in the same condition.

hospital.

when people report to them such situation.

Unfortunately according to above report, these victims are only treated as "
Mental problem persons" then dismiss their cases.

* Now, let's investigate if a person can be zapped by electromagnetic
radiation?

If some of the people believe that these victims were zapped by
accidental electrical discharge, I would like to point out why
this cannot be the cause.

Almost everyone has heard the cliche "lightening never strike the same
place twice." This is an observation that is extremely valid. The
chance of lightening striking something is pretty low; and the chances of
it striking the same place again is considered astronomically small (or
nearly zero).

The same logic is applicable to these reported cases of being "zapped by
radio waves". If this type of "zapping" is caused by nature, then it
would not strike the same place (subject) twice (just like lightening).
If it does strike some place (or subject) a number of times, then this
should be considered as a weapon used intentionally by Man or
under human control to cause harm.

I believe that these victims have been "zapped by radio waves"
repeatly. Since if these "zapping" happened only once or twice,
the victims would have dimissed it as accidental. Only when these
victims are zapped constantly by "radio waves" also cause harming
their health, would they request help from authorities or the FBI.

So, these "radio waves" can't be caused by lightening or a naturally
occured strong electrical discharge, then it must something that's
man-made and designed specially to hurt or torture human beings.
Therefore, these man-made devices must be a type of radiation wave weapons.

So far we know that only "Non-Lethal Weapons" can cause the sensation of
being electrically zapped. It is the only weapons that we know of which
can focused radiation to injure the targeted human being. As mentioned
earlier, these "Non-Lethal Weapons" includes high power Microwaves
emittered (non-thermal), electromagnetic pulse generator, infrasound,
isotropic radiator, etc.

Currently, we know that only certain departments of the government possess
these Non-Lethal weapons in our society. None of the civilians have or
use these weapon unless they are involved with intelligence agencies.
Therefore, these users of the "Non-Lethal weapons" all have to be
officers of the government (whether they are in uniforms or under-covered).
So, the "smoking guns" is hiding in the pockets of some corrupted officers
who have abused their privilege and human rights of American citizens.

These corrupted officials are criminals who have betrayed the trust
placed on them by the U.S. citizens. Furthermore, their actions have
violated the U.S. Constitutions, the civil rights, and the very basic human
rights of the victims.

Based on the deduction and the evidences presented from the above
paragraphs, a frightening picture is emerging. When the victims report
that they're being "zapped by radio waves," most of them are treated as
"mental problem persons" by Authorities and then dismissed their cases
(According to the report of "Microwaves Harassment & Mind Control
Experimation" of ANSA). If we supposed the Authorities really did not
possess the "Non-Lethal Weapons," then they might be making only judgemental
mistakes. However, the evidence shows that only the officers or
authorities indeed possess these "Non-Lethal Weapons." Therefore,
authorities' who accuses that these victims are "mentally ill" should be
considered as suppressing the truth of the abuse of these weapons.

By suppressing truth about these abuse, it shows that this is a
conspiracy against all the people living in the United States. By
suppressing the truth, it indicates that they want to continue to abuse
these weapons without public awareness. Without public awareness, then
there will be no pressure to the legislative body to regulate the use of
theese weapons. Without these regulations, these corrupted officials may do
what they please without the fear of punishment from law, nor can the
victims find legal recourse. The continuation of abuse of such weapon
will be a threat to every American. Although on the surface, the United
States may still appear as the "Land of the Free" and may be more peaceful
because the dissidents and critics of these corrupted official have been
slienced, but in reality, our country will be moving in the direction of
a police state. Also these victims surely are the sacrifices of a
political & social consopiracy.

some officers (those who abuse Human Rights) have already used these "

Nonlethal weapon" on US citizens for a long time. (ANSA: the explanation
