There is current errata that Allies ignore "burn blood" effects entirely.
Does that infer that if a vampire attempts to steal blood from an ally,
it will have no effect since allies have life, not blood?

No. From the revised rules, section 6.4.5 Strike Effects:
"Steal Blood. This effect moves blood counters (or life counters) from the
target to the striking minion."

Well it's a gimmie to just what they are using for life. Werewolf or not, it's
gotta bleed. Now mummies and such.. i just don't know about that. I'd say it
works. But that's just me, simplifying things..
