Help - Sony TV tuner problem

I've got a Sony KV-32TS20 (32 inch screen, I believe) built in 1992.
Changing channels through the entire range yields only three channels,
and these are noisy with white transverse horizontal lines. Is this a
tuner problem? All tuner supply voltages look o.k. as well as clock,
data and latch from the control chip. I took the metal shield off the
tuner and I would swear the surface mount parts were soldered by hand -
talk about solder blobs! Any help from you crafty tech's out there is
greatly appreciated.

Yes, this is likely a tuner problem. Sony has had problems with solder
connections inside the tuner and AGC module causing this problem. Remove
them and examine the internal solder connections carefully with a magnifying
glass and touch up anything that looks bad.
