Green Card Lottery- Final One?

THE DEADLINE HAS BEEN ANNOUNCED.
The Green Card Lottery is a completely legal program giving away a
certain annual allotment of Green Cards to persons born in certain
countries. The lottery program was scheduled to continue on a
permanent basis. However, recently, Senator Alan J Simpson
introduced a bill into the U. S. Congress which could end any future
lotteries. THE 1994 LOTTERY IS SCHEDULED TO TAKE PLACE
SOON, BUT IT MAY BE THE VERY LAST ONE.
PERSONS BORN IN MOST COUNTRIES QUALIFY, MANY FOR
FIRST TIME.
The only countries NOT qualifying are: Mexico; India; P.R. China;
Taiwan, Philippines, North Korea, Canada, United Kingdom (except
Northern Ireland), Jamaica, Domican Republic, El Salvador and
Vietnam.
Lottery registration will take place soon. 55,000 Green Cards will be
given to those who register correctly. NO JOB IS REQUIRED.
THERE IS A STRICT JUNE DEADLINE. THE TIME TO START IS
NOW!!

over the place. Being British, he doesn't understand a word of it of course
and would like clarification.
He notices the deadline, and grins. 'It's certainly fortunate that all
these prospective immigrants have net access.' He says to no-one in
particular, 'Or they'd miss the deadline.'

'Now I may be being enormously stupid here, but is this really saying
that the people who can stay in America are drawn out of a hat? No. Surely
not. But 'lottery'? Does that include families in a single ticket? Do people
get free gifts through the door of cheap imitation jewelry, and insincere
form letters saying 'Enter the lottery! A green card can be yours!' Do people
cheat? Is senator Simpson any relation of Homer's? Can the entire population
of France take a cheap flight to New York for the day, register on the lottery
and live in America. ( Hmm....Maybe that's not a bad idea. Our sheep would
have life a lot easier. )'

'That's an interesting selection of exempt countries. Were they drawn out of
a hat too? That's me out, but I'm not surprised GBR has been omitted, the
huge lack of British people registering for a green card would probably
embarass the American government.'

I think you got those last two round the wrong way.

Well I don't think any of the other Commonwealth countries are part of
the British Lands any more. And we haven't been Dominions for quite a
long time. But there's a whole stack of Commonwealth countries. I
couldn't possibly begin to list them -- so I'll use the excuse someone
used when Flanders asked the Commonwealth office "The files in the
other office"

Or even the states of Arizona and Tennessee where, with any luck, Mr.
Canter will soon be disbarred.
Correct me if I'm wrong, but isn't this practice unethical and/or illegal?

Unethical? Yes. A clear violation of acceptable use policies? Yes.
Slimey? Yes. Is is "slimeballs" like these that give all lawyers a bad
name? Yes. Illegal? Unclear.
