TDIMon v1.0 in Windows 2000 SP2 breaks my Web browser connections?

I downloaded TDIMon from
http://sysinternals.com/ntw2k/freeware/tdimon.shtml ... I noticed it
breaks my Web browsers connections. Basically, I get connections
refused, can't find servers, etc. However, I can ping, telnet, ssh, etc.
I have to reboot to fix this.
