This causes the scaron (=A8) character to appear instead, which has
the same code than the diaeresis in the ISO-8859-1 table.

Here is a patch for locales/iso8859-15/Compose which fixes this for
keyboards such as us_intl which need to press two keys to obtain the
quotedbl (") character.
