Here's another article on the Jets cap situation. If this is right it
looks like Bradway is gonna be a busy man in February

Jets Hire Bishop;
Focus on Cap Mess

By RICH CIMINI
Daily News Sports Writer

Jets coach Herman Edwards filled the final key spot on his staff
yesterday by hiring former Bills assistant Bishop Harris to coach the
Jets' running backs. Now Edwards and general manager Terry Bradway can
focus on the next challenge — cleaning up the salary-cap mess left by
the Bill Parcells regime.

Prepare for bloodshed.

The Jets, feeling the effects of Parcells' aggressive spending, are
$6.4 million over the 2001 salary cap, according to salary figures by
the NFL Players' Association. The Jets have $73.8 million committed to
2001, and they must be down to the league-mandated $67.4 million by
March 2, the start of free agency.

Almost half the league is over the cap — 14 teams — but only eight
teams are in worse shape than the Jets. Not only will it hamper their
ability to sign unrestricted free agents, including their own, but the
cap situation will force the Jets' new hierarchy to make some tough
decisions on a handful of popular players. Some will be cut; others
will restructure their contracts, Bradway said.

The linebacking corps, perhaps the strongest unit on the team, could
take a severe hit. Roman Phifer ($4.1 million), Bryan Cox ($4 million)
and backup Dwayne Gordon ($1.7 million) are in jeopardy. Nickel back
Ray Mickens ($3.2 million) also falls into that category.

Cox, who signed a three-year contract at the end of the season, is due
to receive a $2.5 million roster bonus next month. Unless his deal is
restructured, he will be released. Mickens ($850,000) and Phifer
($500,000) also are scheduled to receive potentially prohibitive
roster bonuses.

In reality, the Jets will have to clear about $10 million to get under
the cap by March 2. That's because they will need an additional $3
million-4 million to retain the rights to their restricted free
agents, including left tackle Jason Fabini, left guard Kerry Jenkins
and backup quarterback Ray Lucas. Bradway, calling Lucas a "proven
winner," said he wants to re-sign Lucas.

The tandem of quarterback Vinny Testaverde ($7.7 million) and running
back Curtis Martin ($8.5 million), due to count almost 25% of the
total cap, will almost certainly have to restructure their contracts.
Testaverde already has been approached.

Cimini writes the same thing every year. The projected cap is as meaningless as
the buget surplus projections for ten years from now. The Jets have yet to lose
a player they wanted to the cap. And it won't happen this year.

That's an easy out Bob...when they cut someone you'll just say that "They
didn't want him anyway."

One other thing. We have a new management. We have no history and no
real idea how they will manage or mismanage the cap. We should not base
things on how they were done during the previous regime.

Who did they cut last year that they didn't want?

I posted this on the Times board, but I figured I would pass it along
to interested parties here as well. It is my analysis of the options
outlined in Cimini's column regarding the cap:

Keep in mind the cap figures posted in the article were cap value and
not salary. If the player is cut, his salary comes off the books but
his unamortized bonus accelerates (unless released after June 1, where
the acceleration occurs one year later.

Based on what has been reported, this is the estimated savings each
player would provide:

Cox - He has only received the $300K in bonus spread at $100K per
season from 2001-2003. If released prior to March 2 the Jets would save
his $2.5M roster bonus and $1.5M salary, but take a charge for the
$200K in bonus spread into future years. Total savings if released
prior to March 2: $3.8M ($4.1M cap value less $300K in bonus charges).

Phifer - He is in the last year of a 3-year deal which paid him a $3.6M
signing bonus ($1.2M per season in bonus money) and he is scheduled to
make $2.3M in salary. It was reported today he had a $500K roster
bonus due on March 2 and his cap value was reported at $4.1M, which
includes the signing bonus, roster bonus and salary. The $100K
difference must be a workout bonus, which is not guaranteed. Total
savings if released prior to March 2: $2.9M ($4.1M cap value less
$1.2M bonus charge).

Mickens - Has 2 seasons left on a deal and a salary of $1.7M in 2001.
His cap value is reported at $3.2M and he is supposed to receive a
roster bonus of $850K . Assuming another $100K of his cap number is a
workout bonus, that would make his per-season bonus allocation at
$550K. If released, his salary, workout bonus and roster bonus come
off the cap, but the extra year of bonus allocation accelerates and is
charged this year. Total savings if released prior to March 2: $2.1M
($3.2 cap value less two years of bonus money at $550K each).

Gordon - Has two years left on his deal and $950K salary in 2001.
Reportedly has a cap value of $1.7M. No further details reported on
contract, but it is hard to believe his bonus allocation is more than a
few hundred grand per season. Two seasons worth of bonus charge would
be incurred if he is released, but his salary and workout or roster
bonuses would be saved. Total savings if released prior to March 2:
$1.2M ($1.7M cap figure less two years of bonus allocation at $250K
per year).

Thus, I would guess the total savings if all these players were
released prior to March 2 at $10M. It is unlikely that all these guys
get released, more likely is some might get their contracts
restructured.

Bob, you have a standard M.O. Anything done by the Jets is a great
decision...they could cut Curtis Martin and you would call it genius.

Do you think if we had the money #19 would still be here??? He is a
victim of the cap.

He is the reason the Jets don't have serious cap problems. He would have
refused to go to training camp and possibly even held out during the regular
seasons. John Abraham and Anothny Becht are better, cheaper answers for the
Jets than signing a Keyshawn Johnson. Did you see KJ's excellent year with the
Bucs?

I asked a simple question, who did the Jets cut last year to sign their four
number one picks? You answer with a dodge, as usual. JETSUK has returned.

Lou, I have to disagree with you on this. BP was in charge. KJ and his
agent were threatening the Jets while he had two years left on his
contract. While it might have made the decision tougher, my guess is
that given BP's feelings for Stanley and his abhorrence at setting a
precedent (i.e., giving more money to someone under contract for two
more years for no reason), KJ would still be gone.

I would agree with you Harlan, one realy didn't have anything to do with the
other.

Even with KJ's new contract with the Bucs, he has it where the next two seasons
aren't cap breaking numbers.

What I think it boiled down to eventually was that Parcells didn't consider KJ
to be a guy who would be putting up great numbers towards the end of the
contract. While I don't think the Jets woul've dealt him if they hadn't received
the type of offer that the Ravens and Bucs were offering, when those two 1's
came up, they felt it was a move they had to do. And for one, I agreed and
still agree with the move.
