Windows 2000 creates a file ntuser.pol and NT4 adds a .tmp
extension to it until it becomes successive
ntuser.pol.tmp.tmp.tmp.tmp.tmp....tmp which becomes so
long, it is impossible to delete it using Windows (NT or
2000)...
Temporary solution: Delete the file(s) from the profile:
You have to use DOS (Command prompt window) to delete
them. Double whammy as Windows 2000 does not tell you the
DOS name anymore (eg. NTUSER~1.TMP) when you right-
click "Properties". So you have to remember DOS and how to
use CD, DIR /-x to show the DOS filename, ATTRIB to remove
the SHR (System+Hidden+Read Only) Attributes before you
can finally DEL it!
Here we go:
C:
CD C:\WINNT\PROFILES\JOEBLOGGS (for example)
DIR (does not show the hidden/system files)
ATTRIB ntuser.po* | more (to see/check the list)
ATTRIB -S -H -R ntuser.po* (to make files visible)
DIR /-X ntuser.po* /OD (to see NT9835~1.TMP DOS filenames)
DEL NT9835~1.TMP (eg to delete the longest filename)
-OR-
DEL ntuser.po* /P (to prompt for confirmation)
Done. (DIR /? -OR- ATTRIB /? for help)
The user can now log on Windows 2000 but the
ntuser.pol.tmp will come back...
Do have I to pay $245 to ask Microsoft to send me the
patch? (it may be part of NT4 SP7 if it even comes out)

I'm having exactly the same problem that you've
experienced. I was wondering if you received any feedback
from anyone on this and if you managed to find out where
you can get the updated userenv.dll that is mentioned in
the Q271518 article?
