Can't Install DX9b (DirectX did not copy a required file )

I'm trying to install DirectX 9b but I get an error
message everytime that says "directx failed to copy a
required file". I believe the problem is that my windows
directory is named WINDOWS.000 instead of the normal
Windows. Is there any way that I can fix it so that
DirectX will look for WINDOWS.000 so I can install
DirectX9b? I have tried the scanreg /fix and that didn't
help any. Here is my log file
