Is HAARP being used for mind control?

Greetings to all from a "newbie" to this interesting group.
For a presentation I will be making to the Tampa Bay MUFON group in August,
I am researching the possibility of a connection between HAARP and
mind-control/"non-lethal" weapons.
It is clear from reading ANGELS DON'T PLAY THIS HARP that the potential
exists for the HAARP transmitter to create ELF-pulsed signals that could
create a number of psycho-tronic effects in populations over a large area of
the planet. There is reasonable evidence that the Russian "Woodpecker"
signals
were used in this way.
Does anyone know of evidence that HAARP has actually been used or tested for
these effects?

Do you think they would actually admit to this? Or if they did do something and
it was found out, it would be immediately spinned into something Americans
could swallow and then go back to their normal lives. I have been asking about
this for years and no one seems to see the potential for abuse with this
system. I disagree with the "benign" aiming of s/loads of RF at high wattage
into the atmosphere, which is what they say is all they are doing. Just how do
they know what affect this will have on the atmosphere?

Rant or not, what you say makes sense.
I did not expect any "admission" but hoped for some sort of evidence, even
circumstantial... they beam, there's civil unrest, weird disease outbreaks,
etc.
A government with a history like ours (MKULTRA, etc., etc., etc.) would not
pass up the opportunity to test a powerful "weapon" like this.
Maybe they're just able to cover their tracks pretty well.
One thing you said that I disagree with, "no one seems to see the potential
for abuse"; I think a lot of us see the potential for abuse. Dr. Begich was
very effective (I thought) in pointing out some of the dangers. And
emphasizing that there are probably dangers no one is even aware of. Most
people that I know who are aware of HAARP are disturbed by it. Just as with
all the other weird stuff the "hidden government" has been up to... but it
is hard to have the courage to stand up to "them".

Actually, it appears that HAARP can create a wide range of frequencies. But
though ham operators can hear results of HAARP's transmissions, that doesn't
mean we necessarily have any idea what they're doing. That's what I want to
know... what ARE they up to?

I mean people I talk to, friends, they sort of say, yeah it's bad, but what can
we do? It's our stinky govt again, like they are so used to it that they are
powerless. Or that's this is the norm and the way it should be.
But I guess there are a lot of people who take it seriously.

I sometimes wonder how much of the "ho hum, so the government is screwing
innocent people again" attitude is paranoia... what if you are an "agent
provocateur" trying to entrap them into saying or doing something that will
make them an object of government mind control. Isn't it the same kind of
fear that keeps someone from wanting to "get involved" when they see someone
being mugged?
I have friends who consider themselves to be in the "spiritual community"
who believe that my "weird news" page (which has a lot of links to
conspiracy theories, UFO, mind control, etc.) is the kind of thing people
should avoid. "If I take it into my consciousness, I give it more power."
I disagree, feeling that if we quietly allow injustices to continue, we are
practically as guilty as the people who commit them. And I also believe
that knowledge is the key to freedom. If I ignore the fact the there is a
"hidden government" that assassinates presidents and atty. generals and
civil rights leaders, then I give them de facto permission to do whatever
they want. But if I'm aware of what is happening, it at least gives me a
chance to someday be in a position to have an influence.
Oh, well, I suppose this is a rant, too. It's hard to imagine how I could
be a thorn in the paw of people as powerful as those at NSA/CIA/DIA, etc.
But maybe....

who and how doesn't pay attention to the mention of Aliens.
It's very easy for people to get their imaginations captivated by thoughts
of beings from another world and in the long run would give some piece that
people doing these experiments will feed upon. (your fears, your
imagination)
I should mention Yes HAARP is apart of this in certain respects, but thats a
military weapon, they wouldn't be commendering people within their own
country when they could be using the equipment on:
Demorilizing Enemy troops, and hassling political spies.
Most information on HAARP being used was for it to be used in the
conjunction with Finding Submarines. Namely resonating the Hull to make it
rattle, so even at a full stop the "empty vessel makes more noise".
Normal RF equipment on Satellites have just as much, if not more ability to
be able to manipulate thought patterns.

Oh, yes, you really DO think it helped, I am sure.
My question was an honest one, but I got very few honest responses. Finally
I did get the word that the answer to my question is that there is evidence
that HAARP has been used for mind control presented in Dr. Nick Begich's
book Earth Rising - The Revolution.
I have ordered the book, and should have the info I was seeking within a few
days.
