You've got lots of choices.

Focus on Unified Modeling Language (UML) if you have a choice. It's the new
lingua-franca of CASE tools.

Check out the free CASE toolset at Rensalier (sic) Polytechnic
(http://viu.eng.rpi.edu/).

I've also found a java UML CASE tool that's free, but I'll have to get that
reference after the holidays.

Also, a good CASE tool for $400 to $800 is called xCase (www.xcase.com).
It's got some good instructional material on database design. The demo
version is limited 10 or so tables, which is sufficient for smaller
applications.

Oracle had a demo version of its Data Modeler program, which has full
functionality but is limited to 5 or so tables.

Rational (www.rational.com) has a demo UML modeling tool that is fully
functional but limited in its capacity.

If you have access to Microsoft C++ or VB, that comes with a data modeling
tool that's now UML compliant.

The Java based UML tool is called LOREx2 and is at
http://www.elixir.com.sg/LOREx2&UML.htm and has a try and buy. It costs
about $300, and has an optional $90 maintenance/subcription plan.

The Java UML tool is called LOREx2. I don't have the URL so a search engine
will probably be best to find it.
