DVD can play VCD or SVCD formats which are MPEG-1 files .
there is few things you must remember like Aspect Ratio , FPS etc....
PAL
Video:
-1150 kbit/sec MPEG-1
-352 x 288 pixels
-25 frames/second
Audio:
-224 kbit/sec MPEG-1 Layer2
and
NTSC
Video:
-1150 kbit/sec MPEG-1
-352 x 240 pixels
-29,97 frames/second
-(23,976 frames/second NTSC Film)
Audio:
-224 kbit/sec MPEG-1 Layer2
you should go for TMPGEnc , by Hiroyuki Hori - a great freeware tool that i's
much better then many sharewares . Small and easy to use , it's in Japanese
however you can download english patch for it .

This will allow to export to a valid MPEG format which than can be burn
to VCD with NERO Burning ROm and which than can be play on any DVD layer.
