NT 4.0 Server to XP ok but error XP to NT 4.0 - Advice welcomed

I hope I am in the right forum for this question,

Using the Windows XP Professional compact disc I Set up the Remote
Desktop Connection on our Windows NT 4.0 Server Build 1381 – Service
Pack 6.
No error during the installation.

Using the Remote Desktop Connection I can now connect to any XP
machine on our network from the Windows NT 4.0 Server in question.
Great!

But when trying to access the windows NT 4.0 Server from the same XP
machines I get the following error message:

The client could not connect to the remote computer. Remote
connections might not be enabled or the computer might be too busy to
accept new connections. It is also possible that network problems are
preventing your connection. Please try your connection again later. If
the problem continues to occur, contact your administrator.

The Remote Desktop Connection help file does not give any beneficial
information on that matter.

I have administrator privileges on the XP machines and on the Windows
NT 4.0 Server.

I selected Start > Programs > Administrative Tools > User Manager for
Huntsville_Campus_ServerName.
Once in the User Manager interface I selected Policies > User Rights
and I gave the Log On Locally rights.

But this did not fix the problem and I still cannot connect from my XP
machine to this Windows NT 4.0 Server.

Before installing and using Timbuktu Pro 2000 on the server, I was
wondering if somebody could tell me what needs to be done to enable
access of a Windows NT 4.0 Server with the Remote Desktop Connection
from a XP PC.

If this is not possible, I will then use Timbuktu Pro 2000.
We are trying to limit the number of utilities and software installed
on our machines so the Remote Desktop Connection was our preferred
way.

Any advice will be helpful.
