Re NATO's bombing the Chinese Embassy in Yugoslavia

Standard for DCers to scapegoat the CIA when the public starts
seeing a naked emporer, since JFK and before. That's a chief
convenience it provides, at least in the short term. Why even
have such an expensive agency if it can't be used in this way,
right? Your tax dollars at work.

PS: It doesn't make any sense to blame NATO's mistakes on the
CIA given my storyline, but then my Pacific Rim outlook is hardly
DC's -- a discrepancy we can always get back to, whether Tenet
stays or goes.
