Following is a summary of the replies received. Special thanks to

1) The BITNET site saksu00 is at King Saud University (in Riyadh?).
This can be reached from the internet by routing mail through the
CUNY gateway. (<recipient>%<host>.bit...@cunyvm.cuny.edu)
2) Compuserve can be reached via an international data network by making
a long-distance international call to Bahrain. Calling Bahrain from
Saudi Arabia is considerably cheaper than calling Europe or the U.S.
3) BBS sysops could probably provide information about E-mail. A
list of gulf area BBSs follows.

All boards are available 24 hours/day except as shown in the notes.
All Systems use 8 bits, 1 stop bit and no parity.
300 baud is Bell only. 1200 baud may be V22 or Bell. 2400 is V22bis.
The 9600 bps systems and above are using US Robotics Courier HST or
Dual Standard (V.32/MNP) Modems. It is necessary to use a simular
modem if you wish to connect with the BBS at 9600 bps or higher.
The S under the S/F catagorie indicates a Subscription Board which
requires a payment in order to have full privileges on their board.
The F signifies a Free (No Charge) BBS.
