If a user on the domain has gone into their properties,
remote, and turned off "Allow users to connect remotely to
this computer" how would I go about turning it back on
from my workstation? A service, a registry edit?

Yes, you can shadow a console session, but it will require another
Windows XP Pro computer (or Server). See

Educate me?

I understand how this works in the presence of Windows Server 2003, but are
you saying this shadowing is possible, with, say, a network consisting of 3
XP Pro machines? (or what about a network with a Windows 2000 server with
Terminal Services set in RA mode, and XP Pro clients?)

Yep... Log into another Windows XP Box (not the one you want to
shadow) via Terminal Services. Type in the "shadow 0
/server:machinename" command from inside that TS session... Note that
in a non-domain environment, the other user will be asked for
permission.
