Birth Certificate Confusion

My mother was born in Brooklyn New york on may 18, 1955. On her birth
certificate (actually her twin's birth certificate, she was born 5 minutes
later) it lists the time of birth as 4:04 and it has both am and pm on the
form, and since it's typed the A.M part has two small X's over it to indicate
whether she was born in the morning or afternoon. Does anyone have any idea
what that means?

I felt that this meant she was born in the morning, because A.M is selected
with the X's. Mom feels that it means she was born in the afternoon since A.M
is crossed out. Anyone know if there is an actual protocol that could tell us
which it is? We've asked in the family and no one knows when they were born, so
that's out.

The problem is i can't really definitively which ascendent is hers, although
the morning time seems to fit her best. The trouble is, if she's born in the
morning, that gives her an aries ascendent, which would be noticiable except
for the fact that she has an aries moon, so she has a temper, she's super
energetic, she makes up her mind quick and is stubborn, but that could all be
her taurus sun or her aries moon! Also, she has a incredible love of gambling
which to me is ridiculous, but could be well explained if she was born in the
morning, because that would put her pluto in leo in the fifth house of
gambling. What's really confusing is that although she and her sister are 5
minutes apart, they're SO different that my mom fits the a.m birth time, but
her flashy clothes-conscious sister could fit the 4:04 PM libra ascendent. so
it's confusing.

They're both aggressive women who can be quite dominating, stubborn and quite
frankly, suddenly violent if provoked. My mom has channeled all of her energies
into gambling, and her twin is all about religion. They're both REALLY bad
tauruses, as neither was a good mom or housekeeper and could quite accurately
described as neglectful but in a self-absorbed "It's not that I'm mean I'm just
REALLY thoughtless" sort of way. They didn't clean or cook or parent and were
both quite absent during our childhoods.They don't listen, and they're both
really good at seeing what they want to see and hearing what they want to hear.
They both had children out of wedlock, later marrying and divorcing, (which
could be explained by the 4 am birth time, which puts saturn in the 7th house)
my mom in particular married and divorced in the same year.... Anyone got any
ideas which they could be in terms of ascendent? Libra or aries? what can i
look for? I've tried to give you some ideas of their personality, but if you
know a few things that could probably definitively tell me, I'm all ears.

I'd assume the X-ed out AM means "not AM", and therefore would figure
she was born at 4:04 PM. But everyone knows what kind of a problem it is
to assume.

Why not contact the Division of Vital Records at the NYC Dept. of Health
& Hygiene, which has birth records since 1910 for all five boroughs, and
ask them whether the X-ed out means yes or no?

I'd go with her take on it. Typing X'es over something is a common way
to cross out what doesn't apply.

I used to be a secretary. Anybody who fills out forms using a
typewriter, checks off either _in a box_ or designated space with one X,
or strikes out several letters/words to show they don't apply. Makes no
sense to strike out something you'd actually want to read, does it?
