Any one remember this song?

There was a very popular dance song playing in
all the clubs in the 80's. I can't remember the
title or band. The song had very few lyrics.
However I do remember one key phrase they used
several times in the song. If I wrote the words,
as I remember them, this is what it would look
like.

"Hello, hello, hello, hello, hello Goby, This is
the Whitehouse, Nabushka, Nabushka" Obviously I
have no idea what those final 2 Russian words are.

The song had a heavy dance beat. The record was
in a solid red cover (I believe) from my memory
of seeing night club DJ's with it.

Any title/group pop into anyon'es mind? I know
its not much to go on.
