Considering titles like "The Speer of Destiny", this
would allude to the birth time by comparing positions
of the planets to the geographical meridian houses of
earth by mundane numbering with them in the horoscope,
thus revealing magnitude & direction=>the chart vector
yielding birth time within a few minutes as calculated
as a function of house-cusps delimiting the timeframe:
focusing on planets out to Saturn, pars fortuna (which
is always calculated by "Moon rules" formula 24/7/365),
head & tail of the dragon, which planets are by radial
velocity moving *away* from the earth on the date of
calculation since these do exert their tugging effect,
but those planets moving closer are the more benefic;
all far more to the degree of radial velocity than by
placement in the Caelestial Zodiac, or in the seasons.
These forces culminate in the houses of the horoscope,
which are in reality the meridian houses of the earth.

Those whose souljourn is from any planet moving away
express their malefic tendencies, ergo the "mal tone"
while souls from the spehres moving towards the earth
tend to express goodwill, temperment, tact, etc. etc.
Once the birth time is known, the souljourn is found
who's planet-personality is reflected in their works.
But in the myriad case where birth time is not known
with any degree of certainty, the reverse process is
deployed, the souljourn "winnows" out time of birth
based on the horoscope. But few know how to do this...

In this example, analysis reveals 12 noon to be the
usual "cop-out" of those who don't know squat about
judicial astrology, e.g. how to discern the time of
birth based on the personality of the person whose
chart is being calculated. But given the latitude &
longitude, plus extant writings BY this individual,
and actual date of birth, the horoscope is deduced,
and time of birth is reckoned by the ancient craft.

PS Jupiter with Saturn in Leo rules in the twelfth house
of the horoscope, head of the dragon Libra first house,
Moon Libra exalts second house sextile Saturn, tail of
the dragon Capricorn fifth house, extreme fortune falls
to Aquarius sixth house, Venus Aries rules the seventh
house finds Sun debilitate--Mercury with spirit Pisces
therein, Mars Aries rules eighth house; Uranus is only
planet closing the distance, Venus nearest of planets.
