Caucus State of the Union Address, and membership in the 105th
Congress Progressive Caucus stood at 58. This legacy will

determines the power relations within that society, dividing society between

contradicting the party-line in public, but only through internal "democratic"
debate. The party newspaper plays a central role. The party relies heavily on
front-organizations, ostensibly independent but actually controlled by the Party

Trotskyism
Praxis: Leon Trotsky, a Bolshevik leader and factional opponent of Stalin,
exiled from Russia in 1929 for his advocacy of more power to industrial worker
organizations against the Stalinist party machine. Murdered by a Stalinist
assassin in Mexico in 1940. As a movement, associated with Trotsky's founding of
the "Fourth International", 1938-present. In the US, Trotskyism was originally
associated with the Socialist Worker's Party (SWP or "Swoops"), 1940-present.
Some assert that in the late 1970s the SWP became "Castroists." Today Trotskyism
is more vividly represented by the Spartacist League ("the Sparts"), the
Workers' League and the International Socialist Organization.

Maoism
Theory: China should lead a united, revolutionary Third World against Soviet and
American imperialism. Peasants can be the backbone of "proletarian" revolution
if led by a Communist Party. Once in power Communists must engage in constant
struggle ("Cultural Revolution") against the feudal and bourgeois elements
entrenched in the socialist State. Continuous group criticism and self-criticism
by party cadres is a key form of ideological purification.
Praxis: In the US: the tiny Revolutionary Communist Party (RCP) - following the
immortal teachings of Marx-Lenin-MaoTseTung-Bob Avakian thought - the Maoist
International Movement, the Committee to Support the Revolution in Peru, and the
Progressive Labor Party (PLP).

Democratic Marxism
Theory: The State as a relatively autonomous "contestable terrain" for the
organized, self-conscious constituencies of the working class, through an open,
inclusive political party (a left Democratic Party or third party) and a radical
labor movement. Socialists organize a coalition of the sinking bottom third and
the sliding middle third of America (the bulk of the poor and the working middle
class) against the wealthy and corporations; central, necessary role for
organized labor. Influenced by Italian Marxist Antonio Gramsci; socialists
struggle to wrest ideological hegemony away from the ruling class, and gain
hegemony for radical ideology. The leading exponent in the U.S. has been Michael
Harrington. Also well described in the pamphlet "Toward a Democratic Socialism:
Theory, Strategy, and Vision" (1991) by Joseph Schwartz, member of the DSA
National Political Committee.
Praxis: In the U.S., represented in the Democratic Socialists of America, the

The stimulus for writing this essay came out of the ongoing effort within the
left to reconstitute a new vision of socialism. To date, I find a healthy
openness to new ways of thinking about the relation of democracy to the
socialist project, and a renewed committment to struggle "in the long haul".
However, except for the attempts at scientific utopias [1] in the Green and
futurist literature, there is little in the new declarations of socialists [2]
that excites the imagination. This short-coming will surely be a handicap in
attracting youth. We are not being as "radical as reality itself", to borrow a
phrase from Lenin. [3] The ecological question is still being relegated to a
laundry list of needs and demands, instead of being at the heart of our vision.
And, in the apparent desire to avoid alienating potential recruits, many
marxists/ socialists are avoiding the "C" word (Communism) like the plague.
Let us recall for a moment Marx and Engels' concept of socialism as the lower
stage of communism and, thus, a transition between capitalism and the higher

Transition to communism
Karl Marx was not the first to condemn capitalism for the poverty and inequality
that it creates, neither was he the first to fight for a society in which
poverty and inequality would be eradicated. But he was the first to realise that
capitalism itself would create the forces capable of overthrowing it....
Socialism, understood as a society in which the economy was socially owned and
output was shared equally, would not be created, fully developed, separate from
existing capitalist society. Instead, in historic terms, there would be a period
during which capitalist society would be transformed into socialist society, a
“transitional” period.
Marx’s political strategy, therefore, had to begin from this understanding of
society; the means of production for a better society already existed, the
working class needed that better society but the capitalists, protected by the
state, were determined to prevent any change. His first attempt to develop a way
of overthrowing this minority was presented in the Communist Manifesto of 1848.
In the Manifesto, Marx not only delivered a devastating attack on capitalism but
set out the measures that a working class government, brought to power by a
democratic revolution, would need to take to begin the transition to socialism.
These included the abolition of private ownership of land, a progressive tax to
drain away the wealth of the capitalists, the centralisation of credit in a
national bank, state ownership of transport and communications, planned
extension of production to meet need and free state education for all children.
In one sense, Marx’s predictions were brilliantly confirmed within months.
Revolutions shook Europe later in 1848. But the course of events revealed a flaw
in this first communist programme....
Marx, therefore, further refined the concept of a “transition society” and
introduced the idea that the development of communist society would take place
in two phases. In the first stage, “socialism” as he called it, the commune
state was still necessary both to defeat all attempts at counter-revolution and
to reconstruct the international economic system on an egalitarian and planned
basis.
This, Marx called, the “dictatorship of the proletariat”. Dictatorship is
frequently counterposed to democracy. Yet for Marx the concept of dictatorship
was necessary and justified. Indeed, it was a very democratic dictatorship.
Democratic, that is, for the vast majority, the working class; dictatorial over
the bosses who would try to sabotage progress and crush the new regime through
counter-revolution.
How long this transition would take was not predictable but Marx pointed out
that the more successful the commune was the less necessary it would become.
Once the bourgeoisie had been eliminated as a class, for example, there would be
no need for military organisation or defence expenditure....
Administration would still be necessary but in an egalitarian society this would
not involve the subordination of one part of the population by another, it would
no longer be “political”. This would be communist society.

need a political force, a state of any sort, to organise production and

comes from the remnants of the old-line Stalinists in the Communist Party USA.
Not only are Gus Hall & Co. backing Clinton, but they are denouncing any
independent or third party campaign which threatens to damage Clinton's
reelection prospects.

SOCIALISM AND THE STATE
The Transitional Regime
Capitalism prepared the conditions and forces for a social revolution:
technique, science and the proletariat. The communist structure cannot, however,
immediately replace the bourgeois society. The material and cultural inheritance
from the past is wholly inadequate for that. In its first steps the workers'
state cannot yet permit everyone to work "according to his abilities"—that is,
as much as he can and wishes to—nor can it reward everyone "according to his
needs", regardless of the work he does. In order to increase the productive
forces, it is necessary to resort to the customary norms of wage payment—that
is, to the distribution of life's goods in proportion to the quantity and
quality of individual labor.
Marx named this first stage of the new society "the lowest stage of communism",
in distinction from the highest, where together with the last phantoms of want
material inequality will disappear. In this sense socialism and communism are
frequently contrasted as the lower and higher stages of the new society. "We
have not yet, of course, complete communism," reads the present official Soviet
doctrine, "but we have already achieved socialism—that is, the lowest stage of
