I capture video from my Hauppauge WinTV card, from cable, VCR, or DVD. I
capture using VirtualDub and the Huffyuv lossless codec.
The raw AVI capture file always plays back fine in Windows Media Player,
however when I convert it to mpeg using TMPGenc and burn a VCD or SVCD, the
audio moves in and out of sync with the video. It has been incredibly
frustrating.
The solution I found was to use the obscure "Do Not Frame Rate Convert"
option in TMPGenc. When I check this option in TMPGenc and convert the video
to a VCD, the audio synchronizes perfectly!!!
I'm not sure what this option does, but my guess is that it when it is left
unchecked, TMPGenc varies the frame rate of the video on the fly,
occasionally throwing the audio and the video out of sync.
One other tip I found useful was to export the audio from the captured AVI
file as a separate WAV file using VirtualDub. Then use the WAV file as the
audio source file in TMPGenc.

Thanks for the tip, this has been a real problem for me. I'll try it out.
Next, i'll figure out how to keep the proper frame aspect ratio during the
conversion...
