I am a little bit disappointed about Photoshop CS. It is seems that PS CS cannot support most of my current chinese characters which are working fine in PS7. By the way, the default Chinese characters in Windows XP Professional is supported.
Can any one help me to have a porper setting in order to use all of my current double byte characters (Chinese).
Many thanks.

Check the font that you're using, and the IME (which should be the Windows IME).

even the mac version of photoshop CS, as i heard the same problem occurs. some of the chinese font family doesn't work.
only few font families and the default font sets of osx and win2k/xp works fine. so what is going on? there is no point that we are buying a product that we cannot type our mother language.
Photoshop CS has no problem working with Chinese (Traditional or Simplified)
characters as long as the fonts supplied are of good working order. It's
Unicode surrogate aware and GB18030 compliant.

And it still sounds like you have bad fonts (especially if the ones that come with XP are working).
I think there are many people in Taiwan use their fonts, but it cannot be displayed well in Photoshop&Illustrator CS.
