The user is mailbox enabled and does not contain an
account control (msExchUserAccountControl

This also results in being unable to move mailboxes
between 5.5 and Exchange 2003, XML output form the
attempted move is below.

I cannot find any useful info anywhere, there are similar
cases on here but no satisfactory answers..

If the AD account that is associated with that mailbox is a disabled
account, then you need to add SELF with the "Associated External Account"
right in the Exchange Advanced Tab/Mailbox rights.
