DVD Player, Velocity 128 and WIN 98 Do Not Mix. Help

Some woes (more?) with the Velocity 128 ....

Windows 98 (retail) wont play DVD's or music on my D333 w/ DVD player w/ 4M
Velocity 128. DVD diagnostics say everything is fine. When I click DVD
Player, Windows 98 says, helpfully, "The CINMST32.DLL file cannot start.
Check the file to determine the problem."

I re-loaded CineMaster C-1.2D installation CD, but that does not help. I
downloaded a file from Dell called dvd_wdm.exe that is supposed to fix some
dvd problem for OEM versions of win 98. It cautioned not to use it with the
retail version of windows 98. A Dell tech suggested it to me in the first
place, so I ran it anyway. It loaded some stuff and then couldn't find a
bunch of files on the Win 98 CD. Now, nothing is better or worse, as far as
I can tell.

Any help here would be greatly appreciated

BTW, after it was almost instsalled, Windows 98 stopped being able to see
the CDRom drive. Stuck me with 16 colors, no sound, 640-480, no zip drive,
no jaz drive, etc., etc, and inability to see some of my desktop icons (i
have too many for 640-480). Dell says call Microsoft, but Dell gives you
the Win 95 number. Microsoft is busy for 6 solid hours. Three or four
hours of diddliing and i got it to read the CD rom. More time and it found
most of the drivers. Still have the DVD problem above (+ a few others) and
Dell says call Microsoft who are still busy. How to blow an entire day. i
don't need this in 1998!!!

The best recommendation at this point is do a clean install of Win98. I am
able to use the DVD oln my D300 using microsoft dvd software. Not as many
bells and whistles as the Cinemaster, but it works in more screen
resolutions.
Hopefully update software will be available soon. I realize this is a
painful solution, but it will get everything back in working order.

I've heard that when Win98 installs it does something to the original
files for the DVD. Usually removing the device from Device Mgr and
reinstalling it again off the system CD usually works.

This is from the Dell webtalk Forum:

A clean install of Windows 98 will load the Microsoft DVD software. Once
this is done the QI DVD software will not function properly without
"tricking" it.

If Win 98 has installed the WDM Cinemaster drivers into the system, remove
them by going to system properties and remove the 2 Cinemaster entries in
Sound/Video controllers.

Download the QI drivers from the Dell file library at
http://www.dell.com/filelib/ (the file that says "do not use if you have Win
98")

Now go to Control Panel and run Add New Hardware and let it detect. It will
locate a PCI device. DO NOT let it install software. Just cancel that bit.
(It will tell you that the device will not work until drivers are
installed.)

Go to System Properties and click properties on the new PCI device, then
click update driver and point to the directory where you downloaded and
extracted the driver file.

Now run the QI setup program, reboot and you're all set.

This "fix" Does not work. Still no DVD plays.

Anyone else have ideas?
